PLANNING AND ZONING COMMISSION
NOVEMBER 2, 1999
Pursuant to due call and notice thereof: the Planning and Zoning Commission of the City of Centerville
held its regularly scheduled meeting at City HaD, 1880 Main Street.

CALL TO ORDER
Mr. LaMotte called the meeting to order at 6:48 p.rn.

Lot Split - Sketch Drawing - Prachar Property
Mr. Richard Carlson presented a sketch drawing and concept in regard to the 23-acre property south of
LaMotte Park. The purpose of Mr. Carlson's presentation was to receive input from the Planning
Commission on the concept, zoning determinations, and comprehensive plan amendment.
After discussion, the Plannlng Commission advised Mr. Carlson to investigate the Planned Unit
Development options and to make a presentation to the City Council and Park and Recreation
Commission.

Commission member Hanson and Commission member LaMotte indicated the minutes looked accurate,
although a quorum was not available to motion as approved. These minutes may be removed from future
agendas.
Motion by Mr. LaMotte. seeonded by Mr. Hanson to remove the July 6. 1999 Planninl! and
Zoninl! meetinl! minutes from future al!endas. All in favor. Motion earned unanimously.
October 5. 1999 Planning and Zoning Minutes
Motion by Mr. McLean. seconded by Mr. DeVine to approve the October 5. 1999 Planninl! and
Zoninl! meetinl! minutes. All in favor. Motion earned unanimously.
DISCUSSION ITEMS:
Firearm. Ordinance Review
The Commission discussed sections of the revised Firearm Ordinance. The Commission made a few
changes in Section 5.02 and Section 5.04.
Motion by Mr. McLean. seconded by Mr. DeVine to make the ehanl!es. forward the ordinance to
the City Attorney for his review and comments and brinl! back to the Commission at their
December 7.1999 meetinl!. Motion earned unanimously.
Ordinance # 4 Review
Mr. March informed the Commission of a booklet on "Preparing a Conventional Zoning Ordinance." He
explained that this model provides the Commission direction in setting up the zoning ordinance to be easy
to read and easy to Qdminimer.
Motion by Mr. McLean. seconded by Mr. DeVine to table the Ordinanee #4 Review. directed staff
to provide the Commission with a COpy of the "Preparial! a Conventional Zoninl! Ordinanee" for
their review and for staff to prepare a "draft" Ordinance #4 ineomoratinl! the style described in
the publieation by the January 4. 2000 meetinl!. and to hold two workshops per month in addition
to the reI!Ularly scheduled meetinl! bel!inninl! in January. 2000.

Motion by Mr. Sheppard. seconded by Mr. DeVine to adjourn the November 2. 1999 Planninl!
and Zoninl! meetinl! at 8:58 p.m. Motion earned unanimously.
