PLANNING AND ZONING COMMISSION
MEETING
OCTOBER 6, 1998
Pursuant to due call and notice thereot: the Planning and Zoning Commission of the City
of Centerville held its regularly scheduled meeting on October 6, 1998, at 7:00 p.m. at
City Hall, 1880 Main Street.

OATH OF OFFICE
Ms. Gaustad administered the oath of office to Brian :Hanson, then he joined the
Commission.
PUBLIC HEARING (S)
Center Villa Preliminary Plat Consideration (6995 - 20th Ave.)
Mr. Willie Lessard (6995 - 20th Ave.) addressed the Commission and gave a brief
overview of the proposed Center Villa residential subdivision. Mr. Lessard commented
that both the Engineer's and Building Official's noted concerns are addressed (See
attached).
Mr. Lessard identified the R2 required 100 ft. minimum lot width at the set back, and
requested a variance on Block 2, Lots 2,3,4, 5, 9, 10, 11 and 14 because the lot width
slightly varies. Mr. Buckbee commented on the generosity of the lot sizes in the R2
district.
The Commission discussed R2 district requirements, the minimal width (100 ft.) and the
subdivision design. 1-'Ir. March noted that cul-de-sac lot widths that abut the street can be

any size or width; however, at the building site the lot width must be 100 ft. Therefore,
butt lots 5 and 20 need a variance.
Mr. Lesssard commented both Clearwater Meadows and Center Oaks IT (R2 districts)
have cul-de-sacs that are less than 100 ft. at the building site. Mr. Lessard did not foresee
a benefit to the development in looping the watermain. Therefore, Mr. Lessard requested
the additional watermain materials and cost be addressed in the Development Contract,
and that the City pay for the upgrade in pipe forthe additional watermain footage.
Mr. Lessard addressed the sidewa:lk plans and. noted a few trees may need to be removed.
A resident from 7017 Brian Drive questioned why the trees need to be removed to put in a
sidewalk. The resident suggested the sidewalk encircle the tree, thus saving the tree.
Mr. March commented the trees may not need to be removed. Mr. Lessard said he is
willing to work with the property. owner in regards to the design of the sidewalk.

Mr. Lessard stated the construction traffic will access the site from 20th Avenue, not
Brian Drive: Also, he addressed comments expressing concern pertaining to the 10%
slope for the driveway at Lot 12, Block 2.
Mr. March saidqthe size of outlot A may need to be reconsidered if the existing Lake Area
Utility property does not provide an additional buildable site outside of the flood plain
area.
Motion by Mr Buckbee to close the Public Hearing Seconded by Mr. LaMotte All in

Varlance - Re~Dnstruction of a Shed at 1563 Peltier Lake Drive for Phippen.
NIT LaMotte moved to take the Phippen request for the reconstruction of a shed from the
table Kathy Welk seconded the motion. All in favor
NIT. March reiterated the variance request and highlighted on Ordinance 65.

Mr. Buckbee stated that adjacent property owners have voiced opposition in regards to
voting in favor of issuing the variance.

Joe Goetz - Goetz Landscape & Irrigation; Inc~ - Sketch Plan
Mr. Joe Goetz and Mr. Kelly Johnson were present to discuss their site plan, landscape
and building design.
Mr. March'suggested the business owners address the construction phases and time frame
for development in the Special Use Permit. Mr. Buckbee questioned if the green house
materials are permissible in the'Industrial District and the designs of buildings: Mr. Goetz
stated the green houses are 18 ft. in height and suggested submitting a material list.
Mr. Buckbee was concemedabout the- accessory buildings material since it is- not' what is
required in the Industrial District. Ms. Welk questioned if the City will allow the
construction' of a building that is- underthe 5000 sq: ft: minimum requirement in the
Industrial District. Mr. March noted a Special Use Permit will address the building
construction during its phases and the permissible construction materials.
Mr. Lessard explained the site plan may be more of a mixeduse concept than Industrial.
Ms. Gaustad' commented that'the outside storage' will' need to be addressed if the' variance
is granted. Mr. Goetz mentioned that they would like to get electric, sewer and utilities
to the property in order to protect the equipment that is located on the property.
Ms. Johnson explained they would like to build by next fall, and in the interim operate
business from a modular office building. Mr: March noted the ordinance' doesn't say you
cannot use a modular office building.
Mr. Buckbee recommended' that Mr. Goetz take the Planning and Zonings' comments and
continue to work with staff and the engineering team, then pursue a public hearing in
November.

Mr. Buckbee recapped the need to set building sites back five (5) feet' and to~cohsicJ;er the'
City cost to upgrade the watermain. Mr. Buckbee favored a variance request and Park

Motion by Mr. Buckbee to urge Council to give consideration to the development, and
granting approval of the plan presented with specific variances for lot widths'ofBlock 2.
Lots 2,3,4.5,9, 10, 11 and 14 because of the generosity of the lot sizes in the R2

Action on Variance to ReeonstnJet a Shed.
The Commission briefly discussed the situation with the shed reconstruction and its
location near the lake. The Commission discussed the proposed shorelandordinance and
the current building regulations near the lake.
Motion by Ms Welk to recommend'to the Council that the variance to reconstruct the
shed be granted contingent upon the shed heing reconstructed to the !tame dimensions of

The Commission discussed the construction industry working schedule and the weather
