The October 13, 2004 and October 27,2004 packets are available on the City's web site.
The October 13, 2004 packet has been modified to include a revamped agenda
recognizing the items that were added at the meeting, "Set Agenda" and handouts have
been added to the end of the original packet.
It has been difficult to track staff time due to the fact that as items are received or
generated, they are copied for the packet. If Council desires staff time, a more detailed
analysis will be provided. The fee schedule states .27 per page (one sided) and accounts
for staff time. However, just for copies and postage it is as follows:

Scanning and web site delivery does take some additional staff time. An additional
packet is made (one-sided) for scanning purposes, once scanned it needs to be converted
and uploading time to the City's web site. Any additions to the agenda and handouts are
included in the packet subsequent to the meeting and require additional staff time to scan
and upload.
The Pioneer Press is utilizing the scanned version provided on the web site. The other
media outlets have not received direct notification of the packets availability on the web
site.

SUBJECT: 7154 Mill Road - Display of Halloween Decorations (Tombstones)
DATE: October 27,2004
City staff has received approximately a dozen telephone calls regarding Halloween
Decorations in the front yard of 7154 Mill Road, The complaints have been regarding the
language used on the same, Reports state that swear words, spelled phonetically and
sexual innuendo are contained on the tombstones.
I have spoken with Centennial Lakes Police Officer Mr. Russ Blanc regarding state
statute. Officer Blanc stated that he would feel more comfortable upon the City
Attorney's advice regarding this issue. I have spoken with Mr. Hoeft regarding this issue
who felt that the tombstones were not a violation of any City Ordinance or state statute
and had concerns regarding the owner's right to freedom of speech. Mr. Hoeft can
elaborate at the meeting regarding this issue.
One resident has stated that he would be happy to approach the individual on a neighbor-
to-neighbor basis. Mr. Larry Koch has supplied the City with a letter that is attached for
your consideration.

Mr. James Lynn of James Lvnn and Associates presented to the council his findings and
recommendations following his interviewing of staff and council.
The council will reviewed his recommendations and will add this item to their regular
council meeting.

SUBJECT: High Speed Internet, Cable Modem ServicelPublic Works (7087 - 20th
Avenue South)
DATE: October 27, 2004
Upon speaking with several members of the Public Works Department/Building
Inspections, only one individual has streamline internet access. I contacted Comcast and
the City's representative, Ms. Donnelly-Cohen at Comcast regarding a quote for services.
Ms. Donnelly-Cohen stated that there would no charge for the drop to the building. The
cable service and modem would have a monthly charge of $42.95.
I contacted Rose from North Metro Telecommunications Commission and asked about
wiring and a network hub. She stated that she had access to an unused hub and there
would be no cost to the City for the hub or her services. She stated that her schedule
would be free in three (3) weeks for installation. Comcast stated that they could complete
the installation in two (2) weeks.
Mr. Palzer has stated that this cabling and high speed internet access is needed for use
with the City's new SCADA system and can also be utilized for quicker access to the
internet by staff.
Staff is requesting Council's consideration of these services.

SUBJECT: 6878 Deer Court - Lack of SodJFinal Grading/Landscaping
DATE: October 27, 2004
The attached letter was forwarded to Mr. & Mrs. James Clairmont, Homes by James, due
to the fact that they are the individuals that supplied the escrow funds of $1,500 for 6878
Deer Court's GradinglLandscaping Escrow.
The attached letter was sent certified mail on September 20, 2004 giving them 30 days
from the date of receipt to complete the sodding of the front and side yards of the
residence. The letter was returned to us as undeliverable approximately two (2) weeks
ago. It was noticed that Homes by James had a new home permit to pick up and the
returned, certified letter was placed with this permit. This permit was picked up on
October 18, 2004 and the certified letter was presented to Mrs. Clairmont. Mrs.
Clairmont stated that they would turn the letter over to their attorney and that they had
problems with the homeowner. I have spoken with Mr. Meyer, homeowner, who states
the same in reverse.
Mr. Glaeser, a neighbor, has called the City several times requesting that the City install
the sod. Mr. Glaeser has also expressed his concerns regarding soil and erosion, water
problems and general appearance of the property. I have spoken with Mr. Glaeser's
landscaper who also is a neighbor of 6878 Deer Court who concurs.

Enclosed, please find a copy of Ordinance #4, Division 75 (Final Grading and
Landscaping). This Ordinance states: Subd 2 - Within six (6) months from the issuance
oj the Occupancy Permit the lot shall be landscaped in a manner, which prevents erosion
due to wind or water. Extensions may be granted at the Building Official's discretion.__
Our records indicate that an Occupancy Permit was issued on December 28, 2003 and to
date, no sod has been installed.
The City requests that you install sod at the above stated address within 30 days from the
receipt of this letter. If you again fail to comply, the City reserves the right to commence
one or both of the following actions:
$1,500 sodJIandscape escrow will be forfeited to the City
The City will install sod and assess your property accordingly
