June 2, 2009
Pursuant to due call and notice thereof, the Planning and Zoning Commission held its regularly
scheduled meeting on June 2, 2009, at 6:30 p.m.

Chair Love called the meeting to order at 6;30 p.m.

1. MetropOlitan Council Approval of 2030 Comprehensive Plan Amendment
City Administrator Larson reported that the Metropolitan Council approved the 2030
Comprehensive Plan, with a few minor changes. He stated that the next step is to have a
Public Hearing.
After discussion, it was recommended that the Public Hearing take place during the August
4, 2009, Meeting.

V. NEW BUSINESS
1. Creative Kids Academv - Sign Review
City Administrator Larson reported that Creative Kids Academy erected a sign. He stated
that the new owner has a few suggestions for additional signs: one on the building, and
some pole banner signs.
City Administrator Larson stated that, if the wall sign is less than 10 percent of the wall
area it is allowed; however, they can only have one free-standing sign. He added that light
pole banners are currently not allowed; however, that rule could possibly be changed.
Chair Love inquired about the pole banner signs.
City Administrator Larson replied that they are usually painted on a heavy canvas material.
He stated that such signs could be limited; i.e., one every 20 feet or so, or they could
require that it be on a light pole with a working light.
Chair Love stated that the Commission would have to address what type of sign can be
placed on a light pole.
Discussion ensued.
Commissioner Parucci stated that pole signs, if properly maintained, do not look bad.
Commissioner Pangell stated that this owner is asking for five free-standing signs.
Chair Love stated that the Commission does not want to change the Ordinance regarding
the free-standing signs.
City Administrator Larson recommended that the City could approve the wall sign for
now, and continue a discussion regarding the others. He stated that they could check with
neighboring communities and review their specific language. He added that the
Commission may want to have something in the Ordinance that covers non-exclusive
products.
Discussion ensued.
2. Mortenson Sign
City Administrator Larson reported that Mortenson proposed a sign on their building. He
stated that the sign proposed is a simple sign, and it appears to meet the requirements.
