Present were Mayor Mary Capra, Council members Ben Fehrenbacher, Linda Broussard Vickers and Jeff Paar. Absent was Council member Tom Lee. The Council discussed the process of questioning that would be used for the interviews. At 6:00 p.m. the Council conducted an interview of Michael Jeziorski of Blaine Minnesota. At 6:30 p.m. the Council conducted an interview of John Foshi of Duluth Minnesota. The meeting was recessed at at 7:10 p.m. to be reconvened on June 4, 2009, at 6:45 p.m. The City Council reconvened its special meeting at 6:45 p.m. on June 4, 2009 to conduct interviews of Finance Director finalists. Present were Mayor Mary Capra, Council members Ben Fehrenbacher, Tom Lee, Linda Broussard Vickers and Jeff Paar. The Council discussed the process of questioning that would be used for the interviews. At 7:00 p.m. the Council conducted an interview of Joseph Bjelland of North Branch, Minnesota. At 7:30 p.m. the Council conducted an interview of Richard Hill of Forest Lake, Minnesota. The Council discussed the candidates at length. A motion was made by Council member Fehrenbacher that the Administrator be authorized to offer employment to one of the following candidates subject to background reference checks: Michael Jeziorski, John Foschi, or Richard Hill. The motion was seconded by Council member Paar. In the discussion that followed, salary ranges were discussed for each candidate. Voting on the motion, the following voted in favor: all present. Voting against: none. The motion was declared passed. In the event that further consideration may be needed on the selection, a motion was made by Council member Broussard Vickers that the meeting be recessed to 6:30 p.m. on Monday, June 8, 2009 Motion seconded by Council member Paar, all voted in favor. Motion passed. The City Council reconvened its special meeting at 6:30 p.m. on June 8, 2009 discuss filling the position of Finance Director. Present were Mayor Mary Capra, Council members Ben Fehrenbacher, Tom Lee, Linda Broussard Vickers and Jeff Paar. City Administrator Larson reported his findings of reference checks. All of the references checks were satisfactory. It was reported that candidate Michael Jeziorski is currently earning a salary of $58,843. The earnings history was substantially higher for the other two under consideration. Given the City’s budget constraints, the discussion focused on whether cost should be a consideration in the decision. Larson reported that Jeziorski’s reference check indicated an outstanding candidate, and suggested that serious consideration be given to making the offer to him. Larson believes this candidate would clearly view this as a career promotion, where the others would likely consider this to be a lateral move or even a lesser position than they have held in the recent past. A motion was made by Council member Broussard Vickers that the Council authorize the administrator to make a job offer to Michael Jeziorski with a starting salary of $61,000, with authority to go up to $62,000 per year. Motion seconded by Council member Fehrenbacher, all present voted in favor. The motion was declared passed. Motion made and passed to adjourn at 6:46 p.m. Dallas Larson City Administrator
