I have only had time to research some preliminary numbers and they are as follows: 153 Lots 135 of the Lots are 7,500 square feet 12 of the Lots are 5,000 square feet 6 are between 6,250 and 8,250 square feet I hope this helps. Pursuant to due call and notice thereof, the Planning and Zoning Commission held their regul scheduled meeting on July 3, 2001, at 6:30 p. m. CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION JULY 3, 2001 PRESENT: Chair Person Brian Hanson Commissioner David Kilian Commissioner Tom Wilharber Commissioner Ray DeVine Commissioner Barry Brainard ABSENT: Commissioner Rob Sheppard Commissioner John McLean COUNCIL: STAFF: I. CALL TO ORD R II. eterson's concerns. he would like to see items completed prior . Juhl stated that problems exist with the completed, blacktop patching in cement that are occupied, balled and bur lapped strom, 6960 Dupre Road, questioned the reasoning for the City allowing the d se to be constructed when the first phase has been completed so poorly. Mr. rom stated that silt fencing is still in place in areas that are completed, lack of weed c 01 and daily clean up by Swift Construction. Mr. Halstrom stated that residents generally enjoy their homes in the project; however, a lack of street lighting is also an issue. Mr. Ingison stated that he would like Ojibway Drive to be made a public street versus a private street. Mr. Ingison felt that the City taking over the street would not set precedence and that Chauncey Barett Garden residents could then utilize same. Page I of3 o ( July 3, 2001 Planning and Zoning Minutes Mr. Brian Rawlings, 7069 Dupre Road, questioned how two (2) could be responsible for the maintenance of Ojibway Drive. Mr. Rawlings also stated that two (2) different unit styles are in the same association adding additional burdens on same. Mr. Rawlings desired that the Commission recommend to Council that Ojibway Drive become a public street. Mr. Quigley stated that the market for single-family town homes was much been than that of town homes. Council Liaison Broussard Vickers questioned the Developers Agreement and enforcing same. Ms. Linda Witham, 7015 Dupre Road, stated that the City she previously lived in did not allow private roads. Mrs. Halstrom, 6960 Dupre Road, stated additional items that had not been completed such as sodding near Voyager Court, common area inaccessibility to those who are disabled, etc. Mrs. Halstrom also stated that primarily the models are completed and other units remain uncompleted. Mrs. Halstrom addressed the improper planting of screening trees. Mr. Mark McLeil, 6961 Meadow Court, stated that he was concerned with the town homes abutting areas zoned Single-Family Residential. Mr. Bert Casper, 6979 Eagle Trail, stated that the City has some leverage that can be utilized. Mr. Casper also stated that he desired that the issues regarding lighting and park areas be addressed. The Chair closed the public hearing at III. APPEARANCES None. IV. OLD BUSINESS 1. Accessory Structures (M-l District) Lengthy discussion ensued regarding same and other community's requirements. V. NEW BUSINESS 1. Eagle Pass 2nd Addition Motion bv Commissioner DeVine. seconded bv Commissioner Kilian to reauest additional information from Leeal Counsel in reeards to tbe Citv's abilitv to escrow funds for uncompleted items and tbe ability to stop a particular builder from buildine. J NOT APPROVED PARKS AND RECREATION SPECIAL MEETING FOR WHEELS PARK MINUTES July 16,2001 Pursuant to due call and notice thereo~ the Parks and Recreation Committee of the City ofCenterville held a Special Meeting to discuss the purchase of wheels park equipment and further plans for the Grand Opening of the Wheels Park on July 16, 2001, at City Hall, 1880 Main Street. Chairperson Doug Porter called the meeting to order at 6:00 p.rn. Present: Chairperson Doug Porter Brian Walter Karla DeVine Tom Lee Kathy Pell T edd Peterson Absent: Wayne LeBlanc Staff: Jill Lien APPEARANCES Mr. Dean Anderson (6961 Centerville Road) and Mr. Ben Henrich (6953 Centerville Road) appeared befure the Parks and Recreation Committee to express their concerns related to the temporary road located in Laurie LaMotte Park. Specifically, the contractors working on the COIKlrete in the ice rink are driving aU of their vehicles on the road, not just the large ones. Every time they drive on the road, it creates tremendous amounts of dirt, which in turn completely dusts out their homes. Mr. Anderson comtnented that he doesn't know ifhe should leave his windows open when he leaves for work every day, or not. Jfhe leaves them open, when he comes home, everything in his house has been completely covered by dust. It is too hot to keep the windows closed every day, and he doesn't feel he should have to. Additionally, the gates are left open all night. He questioned if the gates are required to be closed, and why they were opened to begin with. Mr. Peterson explained that the gates are being opened temporarily fur the construction of the Wheels Park (concrete) and the electrical contractors. Once this is complete, the gates will be closed permanently, but in the mean time, the contractors are supposed to be closing the gates every night. Mr. Henrich comtnented that the gates are not being closed every night. In filet, there are some weekends when the gates are closed, 1 1- '. that people remove them completely off the hinges. Also, when the gates are closed, people go around them into their yards to get through. Neither of them really minded that people go into their yards, but feel it should be addressed. Mr. Peterson offered talk to the contractors again to request that they make sure to close the gates when they leave at night. He also commented that the work at the park should be complete within the next couple of days. The Committee briefly discussed the possibility of a di:frerent type ofbarrier/gate, but will discoss it in more detail in the future. Mr. Peterson will check into different options for a barrier. Mr. Anderson and Mr. Henrich were fine with this outcome for the time being, but if it continues long into the future, they will appear before the Committee again. UNFINISHED BUSINESS FOR WHEELS PARK Turn Around Time for Eauipment Orders Ms. Lien explained that she had contacted both vendors regarding shipment timeframes. Gerry Sabol of SunRamp Solutions felt fairly confident that the pieces of equipment could be delivered by AugUst 11 th, for sure they could be delivered by August 17th. Tom Snook of Skate Wave stated there is no way their equipment could be delivered by the 11 th, but probably by August 17th. SkateWave will install the equipment at an additional cost, or can provide a supervisor to "over-see" the installation, but this would cost an additional $600. The Committee elected to install the equipment on Friday, August 17th, and possibly the morning of the 18th ifnecessary. Mr. Lee volunteered to obtain the proper equipment for the installation project. 2 .' Shipp~ and Handling Costs Discussed previously - indicated above. Advisory Board a. Help with Planning of Placement of Equipment. b. Duties/Responsibilities (Communication link I eyes and ears). The Committee elected to invite the six (6) youth who have expressed interest in being on the Advisory Board to the August Parks and Recreation Committee Meeting. They would like the youth to help plan the layout of the park and also would like to discuss the duties and responsibilities of the Advisory Board. Ms. Lien will send an invitation to the six (6) interested youth for the meeting on August 1 st. Phone Access Availability at LaMotte Park Ms. Lien explained that LaMotte Park doesn't have a phone for the Advisory Board, or for anyone to use for that matter. There is a phone in the warming house, but that is locked. If there were to be a problem, no one could call the Police for help. After discussion, the Committee requested Ms. Lien to contact the phone company to see about installing a public pay phone. The Advisory Board can call 911 without any cost to do so, while at the same time it will be available for anyone to use. Rules and RelZUlations I Signage Ms. Lien commented that she had contacted Brian Bernier of Gator Signs regarding constructing a sign with the Rules and Regulations. Mr. Bernier could build a 4 x 8 plywood sign for approximately $300. Because of the fact that he already has the City Logo, he would be willing to make the sign for $250. He felt he could have the sign completed within one week of ordering. The Committee requested Ms. Lien to forward the Rules and Regulations to either the City Attorney or the League ofMN Cities fur approval. Grand Opening a. Set Date b. Concessions c. Band Proposal The Committee elected to hold the Grand Opening on Saturday, August 18,2001 at 3:00 p.rn. There was brief discussion related to the Committee selling concessions at the event. Mr. Porter would like to check with his daughters Girl Scout Troop to see if they would be willing to participate in the concessions. More discussion will follow pertaining to this item at the August meeting. The Committee discussed the possibility of allowing Chaymus Klang and Mason Wurscher's band(s) to play at the Grand Opening. The general consensus was that it would require too much additional time fur researching, and money that the Committee doesn't have, to support such an event. Absent: Wayne LeBlanc Tedd Peterson Staff: Jill Lien APPEARANCES Mr. Chaymus Klang (7162 Mill Road) and Mason Wurscher (7132 Gray Heron Drive) appeared before the Parks and Recreation Committee to request permission to have several bands play for four to six hours at one of the parks in town. Mr. Klang explained that several youth have started bands, and they have no place to play. They are looking for this to be a half-day event, where potentially hundreds of kids will come to listen to their music. The style of music is somewhat comparable to what you would hear on 93X, which is hard rock/metal. Mr. Wurscber commented that he works for A to Z Rental, and he can get a stage, tent, lights, cables etc. for free. Their concerns were if there was a need for any type of permits required, security issues, or any other concerus the Parks and Recreation Committee may have. They were hoping to have this event sometime in mid to late August, during the daytime hours. After discussion the Committee expressed concerns over the following issues, and requested Ms. Lien follow-up on the same: 1. Noise Permit 2. Police Department 3. Fire Department 4. Satellites 5. UNFINISHED BUSINESS Trail Map Brochures Ms. DeVine explained that per her conversation with Mr. LeBlanc who had attended the EDC meeting to see if they would be interested in sharing the fees and planning ofthe brochure, that the EDC would like to see a more condensed version than what Mr. LeBlanc had presented. They would like to see a one page brochure - tri-folded, as presented by Ms. DeVine. Mr. Terway was going to bring a copy of Vadnais Heights' trail map to Ms. DeVine, but she hasn't heard back :from him as of yet. The Committee elected to table this item at this time until Mr. LeBlanc could give his update. Satellite Enclosures Mr. Walter explained that he received a quote :from Goetz Landscape for planting natural barriers (bushes) around all of the satellites at the parks. The quote came in at approximately $2,500, which includes installation. Mr. Walter explained that it would take time for the natural barriers to grow and become established, but eventually maintenance of these bushes will become an issue. Who will be responsible for trimming and upkeep of these bushes at the parks? Mr. Walter questioned the use of the satellites at Royal Meadows and Eagle Parks. Specifically, is there really a need for satellites at these two (2) parks? After discussion, the Committee concurred that there is a need for satellites at these two (2) parks. Additionally, if the Committee elected to remove the satellites at the two (2) parks, then it would become an issue at the other parks that still have them. The Committee decided to look at wood fencing on two (2) sides of each satellite instead of natural harriers. This would be considerably less expensive. Mr. Walter will check into pretreated, pre-made funce sections and report back at the next meeting. Ag-Lime and Fence Relocation at Laurie LaMotte Park Ms. Lien explained that with the relocation of the fencing and backstops at LaMotte Park, that additional ag-lime would be required. Mr. Peterson has left messages with the Little 2 , League several times, but they haven't called back. He was hoping they would be willing to donate ag-Jime as they have in the past, but he is baving a difficult time just getting through to them. Mr. Peterson had received a quote for 25 tons of ag-Jime at a cost of $432. Ms. Lien questioned Mr. March as to if this could come out of the maintenance expenses. Mr. March approved this expense from the maintenance budget. Ms. Lien commented that ultimately, this needs to be done by the end of July for the Fete des Lacs Tournament. Mr. Peterson received a quote from Modem Fence for the relocation of the backstops, which came in $1,500 higher than what had been expected. Council already approved $3,500. After discussion, the fonowing motion was made: Motion by Mr. Porter, seconded by Ms. DeVine to request approval of all additional 51,500 for installation costs for the relocation of the fencing at Laurie LaMotte Park, due to the unavailability of the Public Works Department to perform the labor as originally recommended to City Council (total project cost of 55,000). Included were copies of the "Parks and Recreations Proposed Expenditures fur the Year 2001, and an updated "Park Fund" balance sheet. Ms. Lien commented that interest had been added for the year 2000 on the balance sheet. Additionally, staff is still researching the 57k overage from the year 2000, and whether it needs to be expended from the 2001 Park Dedication Fees, or from the General Fund. Per direction from Mr. March, the $7k overage was removed. Ms. Lien shared that the total cost for the Laurie LaMotte Park Improvements is $181,180 - which does not include shippinglhandling for the Wheels Park equipment. She felt SunRamp Solutions would be better equipment for bicycles, while at the same time, SkateWave would provide better equipment that is more suitable for skate-boards and in-lines. This would allow both bikes and skateboards/in-lines to use equipment at the same time. Ms. Lien commented that the equipment from SkateWave didn't appear to be the most suitable for bicycles. Motion by Ms. Pei!, seconded by Mr. Walter to request $42,000 from City Council to purchase equipment for the Wheels Park at Laurie LaMotte Park. AD in favor. Motion carried unanimonsly. Ms. Lien explained she had compiled a draft "Rules and Regu1ations" and requested the Committee Members to review, comment, change or add to anything they felt necessary. Ms. Lien commented that it was her understanding that the Advisory Board should only be OBSERVING what is happening at the Wheels Park, and calling the appropriate parties (police) when necessary. They are to be the "eyes and ears" of the park. She explained that the Connnittee shouldn't place any member of the Advisory Board in uncomfortable positions (i.e.: friends, enemies, siblings, etc.). There are six (6) youth interested in being on the Advisory Board. Ms. Lien explained that Mr. Peterson had been in contact with someone from the League ofMN Cities and Tom Gross with Berkley Risk Administrators Company (brae) regarding proper signage. Mr. Gross made several suggestions, including constructing with 4" letters similar to highway signs. The letters should be reflective and have a contrasting color to the background. He also recommended that the City Attorneyand/or the League ofMN Cities review the signage before installation. Ms. Lien offered to contact Brian with Gator Signs to see ifhe could make the sign, and how much it would cost to do so. The final "Rules and Regulations" are as !bllows: 4 " 1. The Committee discussed possible dates for a Grand Opening for the Wheels Park, and elected to tentatively set the date for Saturday, August 11, 2001 at 1:00 p.m, subject to delivery of the equipment from the vendors. Since the Committee was unsure of whether the Council would approve the request for $42k for park equipment or not, they couldn't direct Ms. Lien to order the equipment until after the Council Meeting on July 11, 2001. At that, the Committee elected to hold a Special Meeting to pick out the equipment and finalize any other issues related specifically to the Wheels Park on Monday, July 16th at 6:00 p.m Ms. Lien will contact the vendors after Council's approval/denial to find out their delivery time for the equipment. If at that time, it is determined that the vendors cannot provide the equipment before August 11th, the tentative date for the Grand Opening would be changed to Saturday, August 18,2001.
