Included in your packet are the plans for a proposed 19,800 square foot speculative building. The building would be located on the property between R+R Leasing, Inc. and Reel Manufacturing. A lot split was previously requested and approved for this property, but the owner failed to record the lot-split. A new map ofthe proposed split with legal descriptions will be available at the meeting for your review. First Class Concrete is proposing to construct the building and has contracted with Integrated Real Estate to secure tenants for the facility. The plans detail a block building with contrasting architectural features as required by ordinance. Paul Palzer, Milo Bennett and Tom Peterson have been asked to review the plans. City utilities are available at this site. The property is currently zoned B-1 commercial. Minimum building size is 2000 square feet with a minimum lot size of20,000 square feet. Paul Water Utility currently owns this property. The City was initiaUy offered the property at a purchase price of$20,000. The City declined the offer to purchase the property. Since the City declined to purchase the wetland, the St. Paul Water Utility then tries to seU the land to the adjacent property owners. In this case, the three adjacent property owners are splitting the purchase ofthe property. The property is not buildable and will be covered with a perpetual flooding easement. It is our understanding that the division of this property requires the consent of the Centerville City Council and that you will do the necessary to submit such issue to the Council. CALL TO ORDER Acting chairperson Brian Hanson called the meeting to order at 6:30 p.m. PUBLIC HEARING - RICK CARLSON PRELIMINARY PLAT Acting chairperson B. Hansson opened the public hearing. Mr. Carlson presented his concept of the proposed sub-division "Hunter's Crossing". The plat would consist of thirty-seven lots, with homes starting at $200,000. Mr. Carlson stated with the proposed PUD, the average size of the front of the houses will be approximately 94 feet, and the average size of the lots is 21, 400 square feet. Mr. Carlson feels he qualifies for the R5 zoning due to the square footage, but is requesting a PUD, due to the front footage requirements. Mr. Carlson indicated along with the preliminary plat request, he is looking for approval of a lot spilt on the Baumann property. Mr. Baumann's son was present, and is aware the water/sewer will be run on his property and has the intention of hooking up. Mr. Carlson stated he would be asking for a variance for the pole barn currently located on the Baumann property about 300 feet offCenterville Road and 260 feet from Hunter's Trail Road. Mr. Vanderbeek and Mr. Zerwas live directly across from the proposed plat, and were present at the meeting. They have mentioned to Mr. Carlson prior to the meeting , they were concerned about the lighting that would be shining onto their properties. Mr. Carlson indicated he would like to investigate this concern and resolve the issue. Mr. Carlson referenced a memo from Bonestoo regarding concerns, and stated he did not feel there would be any problem on his part to take care of any concerns or requirements Bonestroo recommended prior to the next City Council meeting. Mr. Carlson addressed the following questions with the Commission as received by a letter from the Centerville Building Official. 1. What zoning is being requested? The only zone the lots currently conform to is R2A. Mr. Carlson stated it is his intention to use R2A zoning ifunder a POD. 2. The Baumann lot split would create a non-conforming lot due to the pole barn on the lot. A variance would have to be requested or the building would have to be removed to create a conforming lot. Mr. Carlson recognizes the pole barn on the Baumann property would create a non-comforming lot, therefore is asking for a variance on the pole barn. 3. Has the street naming committee been notified? Mr. Carlson stated the naming committee has not looked at the names, but hopes to keep something similar to what has been chosen, if not they can be changed. 4. A Rice Creek Watershed permit is required for the project. Mr. Carlson reported the permit has been submitted and applied for. He believes they are going to approve it at the next meeting. S. The park/trail configuration appears different than the one presented to the County. A detail showing the connection would be helpful. Mr. Carlson was unclear what detailed information Mr. Patzer was asking for, therefore was not able to answer this question to entirety. Mr. Carlson's intent is connect to the County trail wherever it happens to come in. 6. The Baumann property would have to connect to the sanitary sewer system per City ordinance. Mr. Carlson stated the Mr. Baumann has agreed to hook up to city water and sewer. Mayor Wilharber was present, and questioned Mr. Carlson prior to the meeting about the drainage in the area by Mr. Wilharber's residence. Mr. Carlson indicated the ditch in the back of Hunter's Crossing will be "closed up" as a wetland, and will redirect the " . ~ , I . ...... Ken Vanderbeek resides at 6892 Centerville Road and stated he will need to be part of the feasibility study, and he will most likely be required to hook up to City sewer and water. Mr. Vanderbeek would like to know what it will cost him as a property owner, since his house is so far back from the road (150 ft). The commission felt it was important from a planning viewpoint to know what the development will cost to residents around the area. Tom Wilharber of 6849 CenterviIle Road questioned the actual depth of the pond in the development. Mr. Carlson stated there is a normal pond elevation of 899 with a 100 year pond elevation of 90 I, the contours in the backyard are about four or five feet deep with varying depth and contours. Mayor Wilharber indicated the Planning and Zoning Commission would normally recommend to City Council that a feasibilitly study be completed, resulting in the Council granting or denying the approval. However, Mr. Carlson stated he would pay for the feasibility study, which the council should be aware of Motion by A. LaMotte seconded by R. DeVine to close the oubHc heann!!. Council Member Vickers stated the Commission is currently looking at revising the accessory building size, and is trying to detennine a percentage to use. It appears the pole building being discussed would be allowed on that size lot with the revision. Keeping that thought in mind, the commission feels they will need to grant the variance because the revision will probably will not be in effect before this subdivision is approved.
