recommend to City Council the expenditure of funds not to exceed $600 on food and supplies for
the Business Appreciation Barbeqne to be held Tuesday, May 10, 2005. AIl in favor. Motion

other expenditures made by an organization that Is relaled to a
leased premises must be approved by the director of the Gambling

We have not received the renewal packet for this organization yet. There are not any impediments to
getting a renewal that I know of. I am in the process of a compliance review, but do not have any findings
that would cause them not to get a renewal of their "censes & pennits.

RESOLUTION 00-05
SPRING LAKE PARK LIONS CHARITABLE GAMBLING
WHEREAS, the City ofCenterville met at its regularly scheduled meeting date of April 13,
2005; and
WHEREAS, the CenterviIIe City Council discussed the application from the Spring Lake Lions
to conduct charitable gambling at Kelly's Komer, 7098 Centerville Road; and
WHEREAS, the City ofCenterville HAS conducted an investigation through the Gambling
Control Board of the State of Minnesota of the Spring Lake Lions Organization; and
WHEREAS, the Spring Lake Lions would be in compliance with City Ordinance #51; and
WHEREAS, the Spring Lake Lions appear to take into consideration the best interests of the
City of Centerville;
NOW, THEREFORE, BE IT RESOLVED THAT the City ofCenterville hereby approves
charitable gambling (Pull-Tabs, Tipboards, Paddlewheel & Paddlewheel w/Table) by the Spring
Lake Park Lions at Kelly's Komer;
Whereupon said resolution was declared duly passed and adopted by the Centerville City
Council on April 13, 2005.

help from mlllly otllers, we were effective in obtaining 556 petition signatures and affording pel1Tlllllent
proteclion of Peltier Lake.
A city Cooncil has great respllnsibility. I do not enter tIlis lighlly. Decisions must be financially prudent with the
long term future in mind. A city needs a good sustainable infrastructure while trying to keep costs down and
quality of life up. If s Il balancing acl. I can say I have no special intcrests or IMge property holdings in
Centerville, I would hope to make decisions that maximize value 10 the citizens and businesses in the
commtmity.
I would very much like to work with tIlis Council 10 make Cenrerville tile best that it can be. Thank you.

Dear Mayor Capra,
I am extremely interested in fiIling the vacant council seat. I believe in working for the
good of the community and a better city for all of the residence. I am confident that I can
make sound, level-headed decisions when required.
My background lends itself for a good fit, experience with various governmental
agencies, having worked in the municipal, state and federal environments as well as
serving on the EDC here in the city, and the Franklin County Park Board. My experience
in law enforcement, parks, public works and code enforcement shows the broad array of
assets that I bring to the table.
I have the utmost respect for you and the Council and I know that I can fit into the
organizatiol1 and contribute to a safe, healthy, productive atmosphere and meet the needs
of the citizens in aresponsive manner.
I look forward to meeting everyone again and would appreciate the support of the council

purchase. He feels the city's appraisal is accurate and is willing to negotiate on the final price. I would ask that
the city council authorize the final negotiation of the option. This timeframe would allow grant consideration from
DNR. I think we're on the right track.

The City of Centerville would like to enter into an option to purchase the vacant
center lot at 1601 Lamotte Drive for use as park land. The city will negotiate the
terms of the option at your convenience. The reason the city has selected the
option process is because the city has applied for an Outdoor Recreation Grant
from the State of Minnesota and the option is the only legal vehicle that would not
disqualify the city from a grant award. The Outdoor Recreation Grant award

LAND WITHIN THE CITY OF CENTERVILLE, MUNNESOTA AND
PROVIDING FOR THE ADMUNlSTRATION AND ENFORCEMENT OF SUCH
REGULATIONS.
THE CITY COUNCIL OF THE CITY OF CENTERVILLE, MINNESOTA ORDAINS:

TITLE. This ordinance may be cited as the "Centerville Subdivision
Ordinance" and will be referred to herein as "this ordinance".
JURISDICTION. The geographic jurisdiction of this ordinance includes the
entire area within the corporate limits of Centerville, Minnesota.
DEFINED WORDS. Words used in a special sense in this ordinance are
defined in Article 6.
PURPOSE. This ordinance is adopted:
To assist the orderly, efficient and integrated development of the City;
To provide uniform procedures and standards for all subdivisions;
To ensure consistency between future subdivision development and the
Centerville Comprehensive Plan;
To provide for the protection and conservation of flood plains, shore lands,
soils, water, vegetation, energy, air quality, geologic and ecologic features and
features and agricultural lands.
COMPLIANCE. Platting is required for all subdivisions creating five (5) or
more lots or parcels which are two and one-half (2 Yz) acres or less in size.
Hereafter, no lot in subdivision may be sold, no permit to erect, alter or repair
any building upon land in a subdivision may be issued, and no building my be
erected in a subdivision, unless and until a subdivision plan has been approved
and, where required, recorded, and until the improvements required by the
Council in connection therewith have either been constructed or guaranteed,
as herein provided.

16. CONFLICT. Where the conditions imposed by any provisions of this
ordinance are either more or less restrictive that comparable conditions
imposed by any other regulation, the regulations which impose the higher
standard or requirements shall prevail.
17. SEVERABILITY. If any provision of this ordinance or the application of any
provision to particular circumstances is held invalid, the remainder of the
ordinance or the application of such provision to other circumstances shall not
be affected.
18. REPEAL. Ordinance including all prior subdivision ordinances and
amendments or parts thereof in force at the time this ordinance shall take
effect and inconsistent herewith are hereby repealed, including Centerville
Ordinance #15. Nothing contained in this ordinance repeals or amends any
ordinance requiring a permit or license to engage in any business or
occupation.
ARTICLE 2. DESIGN STANDARDS

GENERAL. Subdivision design shall comply with the following general
design standards.
NATURAL FEATURES. Existing natural features which would add value to
the subdivision and the City such as trees, steep slopes watercourses, historic
spots and similar irreplaceable assets, shall be preserved, insofar as possible,
through hartnonious design of the subdivision.
LAND DEDICATION. In all new subdivisions, ten (10) percent of the gross
area subdivided shall be dedicated for public recreation space, with such ten
(10) percent being in addition to property dedicated for streets, alleys,
easements, or other public ways. No areas may be dedicated for public use
until such areas have been approved as being suitable and needed for the
public health, safety, convenience, and/or general welfare. When the
subdivision is too small for practical dedication of public land or if no land in
the subdivision is suitable for such use, the subdivider shall be required to pay
a fee as per schedule in effect per lot created or ten (10) percent of the
subdivision land value, whichever is greater, prior to subdivision; the value
(market) of the land shall be determined by negotiation between City and
developer. Lots created in any mauner that are larger than five (5) acres or
three hundred (300) feet in width shall not be subject to dedication of land for
public use. A fee according to the current schedule will be charged on every
building permit issued pertaining to new housing units for parks and
playgrounds.
PLANNED UNIT DEVELOPMENT. These design standards of this
ordinance may be modified by the Council in the case of a plan utilizing an

experses provided or contracted by the lessor may be paid by the
organization, including but not rnnited to trash removal, janitorial
and deaning services, snow removal, lawn services, electricity,
heat, security, security monitoring, storage, other utilities or
services, and in the case of bar operatlons, cash shortages. Any
other expenditures made by an Of!lanizaoon that is related to a
leased premises must be approved by the director of the Gambling
Control Board. Rent oavments mav not be made to an individual.

SPRING LAKE PARK LIONS CHARITABLE GAMBLING
WHEREAS, the City ofCenterville met at its regularly scheduled meeting date of April 13,
2005; and
WHEREAS, the Centerville City Council discussed the application from the Spring Lake Lions
to conduct charitable gambling at Kelly's Komer, 7098 Centerville Road; and
WHEREAS, the City of Centerville HAS conducted an investigation through the Gambling
Control Board of the State of Minnesota of the Spring Lake Lions Organization; and
WHEREAS, the Spring Lake Lions would be in compliance with City Ordinance #51; and
WHEREAS, the Spring Lake Lions appear to take into consideration the best interests of the
City of Centerville;
NOW, THEREFORE, BE IT RESOLVED THAT the City ofCenterville hereby approves
charitable gambling (Pull-Tabs, Tipboards, Paddlewheel & Paddlewheel w/Table) by the Spring
Lake Park Lions at Kelly's Komer;
Whereupon said resolution was declared duly passed and adopted by the Centerville City
Council on April 13, 2005.

Dear City of Centerville,
Please consider me for the open Council position.
Ever since the Minnesota Design Team visit in 1998, 1 have been very active and interested in improving the
city. After the Design Team left, I helped organize meetings and the city had more than 80 volunteers interested
in various possibilities. The city is fortunate to have good people, a close knit community, and uncommon
resources such as lakes, city parks, a terrific county park, and a great nature center. The potential of the city as
explored in 1998 by the Design Team is coming together. Through all the contacts, meetings, and activities I
have participated in since 1998, I believe I can help the city reach a greater potential.

happen!
My participation in the Park
and Recreation committee has
been a very positive
experience. Coordinating and
planning trails with
Centerville and various other
governmental units has
yielded real results. Of course,
many people have been
involved and everyone has
worked well together. We in
Parks and Recreation even
took on the writing of a grant
to add to possibilities.
While there will be many new things to learn, T have been in tune with many current events in the city. I have
attended virtually every Count Road 14 meeting held. I have attended AUAR meetings. I attended Council
meetings when I thought I might be of use. I have attended workshops. Through my most recent 3 years of work
protecting Peltier Lake, I worked with Lino Lakes staff and gave presentations to the Lino Lakes Council. With
help from many others, we were effective in obtaining 556 petition signatures and affording permanent
protection of Peltier Lake.
A city Council has great responsibility. I do not enter this lightly. Decisions must be financially prudent with the
long term future in mind. A city needs a good sustainable infrastructure while trying to keep costs down and
quality oflife up. It's a balancing act. I can say I have no special interests or large property holdings in
Centerville. I would hope to make decisions that maximize value to the citizens and businesses in the
community .
I would very much like to work with this Council to make Centerville the best that it can be. Thank you.

Dear Mayor Capra,
I am extremely interested in filling the vacant council seat. I believe in working for the
good of the community and a better city for all ofthe residence. I am confident that I can
make sound, level-headed decisions when required.
My background lends itself for a good fit, experience with various governmental
agencies, having worked in the municipal, state and federal environments as well as
serving on the EDC here in the city, and the Franklin County Park Board. My experience
in law enforcement, parks, public works and code enforcement shows the broad array of
assets that I bring to the table.
I have the utmost respect for you and the Council and I know that I can fit into the
organization and contribute to a safe, healthy, productive atmosphere and meet the needs
of the citizens in a responsive manner.
I look forward to meeting everyone again and would appreciate the support of the council
in this matter.

I talked to Bill Tschida (SI. Paul Water Services) and he is willing to give us an option through 2005 for the land
purchase. He feels the city's appraisal is accurate and is willing to negotiate on the final price- I would ask that
the city council authorize the final negotiation of the option. This timeframe would allow grant consideration from
DNR. I think we're on the right track.

Dear Mr. Tschida:
The City of Centerville would like to enter into an option to purchase the vacant
center lot at 1601 Lamotte Drive for use as park land. The city will negotiate the
terms of the option at your convenience. The reason the city has selected the
option process is because the city has applied for an Outdoor Recreation Grant
from the State of Minnesota and the option is the only legal vehicle that would not
disqualify the city from a grant award. The Outdoor Recreation Grant award
process will be completed by August 1, 2005. Thank you for your consideration.

AN ORDINANCE REGULATING THE SUBDIVISION AND PLATTING OF
LAND WITHIN THE CITY OF CENTERVILLE, MINNESOTA AND
PROVIDING FOR THE ADMINISTRATION AND ENFORCEMENT OF SUCH
REGULATIONS.
THE CITY COUNCIL OF THE CITY OF CENTERVILLE, MINNESOTA ORDAINS:
ARTICLE 1. GENERAL PROVISIONS

TITLE. This ordinance may be cited as the "Centerville Subdivision
Ordinance" and will be referred to herein as "this ordinance".
JURISDICTION. The geographic jurisdiction of this ordinance includes the
entire area within the corporate limits of Centerville, Minnesota.
DEFINED WORDS. Words used in a special sense in this ordinance are
defined in Article 6.
PURPOSE. This ordinance is adopted:
To assist the orderly, efficient and integrated development of the City;
To provide uniform procedures and standards for all subdivisions;
To ensure consistency between future subdivision development and the
Centerville Comprehensive Plan;
To provide for the protection and conservation of flood plains, shore lands,
soils, water, vegetation, energy, air quality, geologic and ecologic features and
features and agricultural lands.
COMPLIANCE. Platting is required for all subdivisions creating five (5) or
more lots or parcels which are two and one-half (2 )1,) acres or less in size.
Hereafter, no lot in subdivision may be sold, no permit to erect, alter or repair
any building upon land in a subdivision may be issued, and no building my be
erected in a subdivision, unless and until a subdivision plan has been approved
and, where required, recorded, and until the improvements required by the
Council in connection therewith have either been constructed or guaranteed,
as herein provided.

16. CONFLICT. Where the conditions imposed by any provisions of this
ordinance are either more or less restrictive that comparable conditions
imposed by any other regulation, the regulations which impose the higher
standard or requirements shall prevail.
17. SEVERABILITY. If any provision of this ordinance or the application of any
provision to particular circumstances is held invalid, the remainder of the
ordinance or the application of such provision to other circumstances shall not
be affected.
18. REPEAL. Ordinance including all prior subdivision ordinances and
amendments or parts thereof in force at the time this ordinance shall take
effect and inconsistent herewith are hereby repealed, including Centerville
Ordinance #15. Nothing contained in this ordinance repeals or amends any
ordinance requiring a permit or license to engage in any business or
occupation.
ARTICLE 2. DESIGN STANDARDS

GENERAL. Subdivision design shall comply with the following general
design standards.
NATURAL FEATURES. Existing natural features which would add value to
the subdivision and the City such as trees, steep slopes watercourses, historic
spots and similar irreplaceable assets, shall be preserved, insofar as possible,
through harmonious design of the subdivision.
LAND DEDICATION. In all new subdivisions, ten (10) percent of the gross
area subdivided shall be dedicated for public recreation space, with such ten
(10) percent being in addition to property dedicated for streets, alleys,
easements, or other public ways. No areas may be dedicated for public use
until such areas have been approved as being suitable and needed for the
public health, safety, convenience, and/or general welfare. When the
subdivision is too small for practical dedication of public land or if no land in
the subdivision is suitable for such use, the subdivider shall be required to pay
a fee as per schedule in effect per lot created or ten (10) percent of the
subdivision land value, whichever is greater, prior to subdivision; the value
(market) of the land shall be determined by negotiation between City and
developer. Lots created in any manner that are larger than five (5) acres or
three hundred (300) feet in width shall not be subject to dedication of land for
public use. A fee according to the current schedule will be charged on every
building permit issued pertaining to new housing units for parks and
playgrounds.
PLANNED UNIT DEVELOPMENT. These design standards of this
ordinance may be modified by the Council in the case of a plan utilizing an
