Ordinance #4, the City's zoning ordinance, is hereby amended by rezoning from M-I (Mixed Use) to R-2 (Single Family Residential), certain property located within the City of Centerville, County of Anoka, State of Minnesota, and legally described on the attached Exhibit "A". SECTION 2. The Zoning Map of the City of Centerville referred to and described in Ordinance #4 shall not be republished to show the aforesaid rezoning, but the City Administrator or the City Administrator's designee shall appropriately mark the Zoning Map on file in the City Administrator's office for the purpose of indicating the rezoning provided for in this ordinance and all of the notations, references, and other information shown thereon are hereby incorporated by reference and made a part of this ordinance. SECTION 3. This ordinance shall be effective immediately upon its passage and publication according to law. REQUEST FOR PROPOSALS FOR A REDEVELOPMENT PLANNING FIRM TO PREPARE A REDEVELOPMENT MASTER PLAN FOR DOWNTOWN CENTERVILLE MINNESOTA ~~ yliJ " 1.0 BACKGROUND INFORMATION The City of Centerville, Minnesota seeks a redevelopment planning firm to prepare a master redevelopment plan for Downtown Centerville. For the purposes of this Redevelopment Master Plan, the downtown area that is generally described as being bounded by Heritage Street on the south, Clearwater Road on the east, Westview Street on the north and the Centerville Lake on the west. The City has determined that development of the downtown presents an opportunity to create a vibrant and viable center for commerce, residence and to develop Smart Growth principles to ensure: . A complementary mix of land uses that offers a variety of places to go and things to do within a compact area; . Multi-family homes that are within an easy walk of Main Street and neighborhood-scale Shopping and services; . Buildings and public infrastructure that are designed to maximize energy efficiency, encourage walking, biking, and use of transit; . Parking that is shared, behind buildings and in structures; . A street grid with narrow streets that is designed for low speed automobile travel and ample sidewalks provided to encourage pedestrian circulation; . Coordination with Anoka County State Aid Highways 14 and 21 Improvements . Preservation of natural features to ensure environmental protection and, simultaneous, accessibility for public use and enjoyment; and . Edge treatments are comfortable and respectful of adjacent neighborhoods. Existing uses within the downtown include: . St. Genevieve Church & Rectory . Retail and commercial businesses. . Centerville Elementary School . Single family, duplex and multi-family residential housing . Centerville Trail System . Vacant City Property . Surface parking areas Request for Proposal Page 1 2.0 STATEMENT OF PURPOSE The Centerville City Council is inviting proposals to study Downtown Centerville to determine: 1. Appropriate land uses and densities within the study area, including but not limited to residential (for a variety of markets and price points), retail commercial, office, and park/open space. 2. Land use arrangements and urban design and architectural guidelines that encourage: . A high level of pedestrian circulation and use of alternative transportation modes for future residents, business patrons, and employees; . Development of pedestrian and bike linkages between the downtown, Centerville Lake and the city trail system; . Ease of automobile access between the downtown and the regional roadway and local street systems; . Development of energy efficient buildings and sustainable environments; . Development of building architecture that reflects historic architectural themes pertinent to Centerville history: and . Redevelopment in a manner by which a positive community identity may be established that takes full advantage of the area's access, visibility, proximity to regional infrastructure and facilities, and the unique character of Centerville. 3. Implementation strategies to attract new, desired uses within the study area. 4. Implementation of study findings from the utility study, housing study and economic market study. 5. Development strategies to quickly stimulate redevelopment 3.0 RECENT PLANNING STUDIES The do)/mtown has been subject in the following studies: . Minnesota Design Team Report . Bonestroo, Rosene Anderli~k & Associates Streetscape and Urban Design Guideline . Anoka County/SRF - CSAH 14 Improvement Plan The redevelopment master plan should review these documents as a basis for further work. Req uest for Proposal Page 2 \ 4.0 REDEVELOPMENT ISSUES Ata minimum, the selected redevelopment planning firm must address the following issues in the master plan. . Inventory and assess existing uses Inventory existing uses, describing current and past operations, size of parcel, size of building, age and condition of building, character and appearance of buildings, assessed value, ownership, liens/encumbrances, adaptive reuse potential. . Land assembly . Market analysis Review housing and economic market study and determine market support for future uses (type and density). Market analysis for potential future commercial uses should include competitive centers evaluation, trade area analysis, and competitive position evaluation. . Linkages to the community . Polluted sites Estimate existence of contamination, based on PCA records and data. If appropriate, estimate cost to remediate, based on PCA records and data. . Infrastructure assessment Review utility study and describe existing infrastructure and utilities (above and below the ground). Assess condition and capacity based on available records and data. . Centerville Lake shore land and community trail system Assess the condition of the Centerville Lake shore land within the downtown and identify areas in need of rehabilitation. Assess condition of the existing trail system within the downtown. Identify existing deficiencies and issues. . City Property Recommend use for city owned property. . Transportation and traffic Review appropriate documents and assess the system of streets/intersections serving the downtown. Report on existing and future LOS at intersections serving the site. Report on the condition of roads and sidewalks, addressing alignment, sight distance, traffic control devices, ability to safely a=mmodate bikes and pedestrians. . View corridors and vistas Describe view corridors that are available to and from the site. . Parking Address the current and projected parking needs for the study area. Request for Proposal Page 3 5.0 MASTER PLAN PROCESS The successful proposer will be required to address the following tasks in order to satisfy preliminary and final planning and design needs of this project. 1. Review past planning studies that affect the project area including but not limited to market studies, utility studies and redesign studies. 2. Conduct a physical analysis of the project area including a housing stock inventory, a commercial use inventory and a review of environmental issues. 3. Conduct a traffic/transportation analysis of both internal and extemal traffic and transportation issues that may affect the project area including linkages to Centerville's Main Street and the adjacent Downtown. 4. Conduct a market analysis of the project area to include recommendations for the type, mix and densities of housing, the type, mix and range of commercial uses and other uses deemed to fit the character of the downtown and the goals and objectives of stakeholders. 5. Conduct an urban design analysis with recommendations for smart growth altematives, lakeside redevelopment and project area edge definitions. 6. Prepare land use feasibility and development and redevelopment recommendations by programmed uses through illustrative master plan concept alternatives. 7. Document, prepare and present all pertinent data together with master plan altematives to coordination committees, city staff, City Council and the public. Meeting requirements are to be specifically outlined in the proposal and will include at a minimum a kick-off meeting, two community work sessions, monthly progress meetings with city staff and the Steering Committee and check point meetings with the City Council. 8. Document all input from public presentations and modify master plan alternatives as needed. 9. Determine through the public participation process which master plan alternative to recommend and refine. 10. Prepare a final master plan recommendation with quantifications of land use types for presentation and approval. 11. Prepare a final report that summarizes the process, identifies and describes findings, presents master plan alternatives and presents the final approved master plan. 6.0 OVERALL PROJECT PROCESS The following steps are necessary to satisfactorily complete the development of the downtown. 1. Selection of a redevelopment planning firm that best satisfies the requirements of the RFP. 2. The redevelopment planning firm prepares, through a public participation process, a master plan that is acceptable to city staff, Committees and the City Council. 3. The master plan will form the foundation for development agreements. Request for Proposal Page 4 , , " 7.0 SUBMISSION REQUIREMENTS Each submission shall be presented in an 8 'h" x 11" vertical, bound format. Materials not specifically requested (brochures or promotional items) will not be considered in the selection process. The submissions shall be limited to twenty (20) pages or less. Ten (10) copies of the submission shall be submitted at the time indicated in the following proposal schedule section. Submit one master copy and nine photocopies (black and white) of the complete package. Submittals become the property of the City of Centerville and will not be retumed. All submissions must be received by the City of Centerville by Thursday, June 16, 2005 at 4:00 p.m. Submissions shall be addressed to John Meyer, Finance Director, City of Centerville, 1880 Main Street, Centerville, MN 55308. All phone calls regarding this RFP shall be directed to Mr. Meyer at 651-429-3232. No verbal directions will be given. All questions regarding this project must be submitted in writing to Mr. Meyer by the deadline indicated. Questions and responses will be forwarded to all invited finns. Specific Requirements: Each submission must be arranged according to the following outline: 1. Title Sheet The title sheet must provide the name(s) of the Firm submitting with the name of the prime contact clearly identified. 2. Cover Letter The cover letter must indicate the composition of the entire Firm including the Principal in Charge, Project Manager and support team. Include primary contact name and phone number. 3. Table of Contents 4. Background information for the firm Summarize the firm, its background and focus. List and describe the principals of the firm, their length of association and general background. Provide a list of current active projects including the name, type of project, location, firm's role in the project and status of the project. 5. Relevant experience of the firm List three to five (3 to 5) examples of planning/design projects comparable in scale, program, process, component parts and function to this master plan project. Planned as well as built projects are eligible. Include drawings, photographs or published materials to illustrate the nature and scope of each example project. For all projects listed as relevant experience, include the following: . Location . Client . Date of project involvement . Project description including illustrative materials and a written description of why this example is relevant to this master planning project . Cost and scope of the project . Specific services preformed by the finn. If the firm submitting this proposal was not the principal firm in charge of the example project, indicate the principal finn. 6. Professional references List a minimum of three (3) references for the firm. List references for the example projects. For each reference list the contact's name, address, phone number and relationship to the firm. 7. Statement of philosophy and project understanding Provide a concise statement (one page) outlining the philosophy of the firm in approaching projects of this nature and the firm's grasp of issues and goals to address in Centerville's master plan study. 8. Work program Outline a proposed work program, providing descriptions: of work tasks, key individuals on the firm who will perform the tasks, work product, and schedule for completion. 9. Overall project schedule Provide a proposed timeline for completing the scope of services. Identify project milestones that will be reached during the master plan study. 10. Project budget Present a proposed budget to complete the master plan study. The budget should be task-based (related to the proposed work program) and present fully loaded labor cost, by firm member. The budget should also include an itemization of anticipated expenses. The budget section should include a description of approaches that will be used to contain cost and ensure quality control. Request for Proposal Page 5 8.0 PROPOSAL REVIEW AND EVALUATION PROCESS Qualifications submitted for this project will be reviewed and evaluated at three levels: 1. The City will review all Proposals submitted. Those statements that fail to meet Specific Requirements outlined will be eliminated from further review. 2. Remaining statements will be reviewed and evaluated for content. A maximum of 100 points will be available with the following weights: . Background information on the firm 15 points . Relevant experience of the firm 20 points . Professional References 15 points . Work Program 10 points . Overall Project Schedule 10 points . Project Budget 20 points . Statement of philosophy and project understanding 10 points 3. A firm that is ranked higher than competing firms may be identified, based on the scoring in number 2, and will be recommended to the City Council. The Council may elect to conduct interviews with the firms that have the highest scores. If interviews are conducted, each firm will be given up to 20 minutes to present its qualifications. The presentation will be followed by up to 35 minutes of questions for the firm. The questions will be comprised of both standard and proposal-specific questions. 4. The city reserves the right to reject any or all proposals and to award a contract based upon the best interest of the city and at the sole discretion of the city council. The parties to this MOU agree in principle that construction of County State Project No. 02-614-24 and City Project No. collectively referred to as the "Project" is in the best interest of the traveling public and that the Preliminary Layout as shown in Exhibit "A" defines the design of the Project. It is agreed that the Exhibit "A" Layout dated February _,2005 has been reviewed and accepted by the parties and is suitable for preparation of final construction documents. Any significant changes made hereafter to the design as presented in the Exhibit "A" Layout will require approval by the parties as an amendment to this MOU or addressed in a separate Joint Powers Agreement (JP A) that will formalize this MOU. These same changes will require a change in the cost share to include any additional design engineering cost that may occur. INTERSECTIONS: (lit As agreed by the parties, improvements to following <ilty Street intersections have been incorporated in the Exhibit "A" Layout design: I I. E Street 2. Mound Trail 3. Cottonwood Court 14. 21" Avenue N It is understood that future improvements may be required at the CSAH 14 and 21" A venue N intersection to accommodate improvements for the future interchange at 1-35 E. It is agreed by the parties that the left turns at the 21" Avenue N intersection may be closed to improve future capacity and safety of the highway. It is agreed by the parties that the median along CSAH 21 (20th Avenue N) and County Road 54 is a design element that significantly improves safety along the corridor and is necessary for the future capacity of the highway. It is understood that future improvements will need to be made to CSAH 21 and County Road 54 in the future as development occurs. It is understood that the County reserves the right to extend the concrete medians as shown on Exhibit "A" thereby reducing full access points to right in/right out accesses. The costs of these improvements will be determined at the time of construction and are expected to be shared by the County, City and Developer. RIGHT OF WAY: The parties agree that the County will acquire all necessary right-of-way and easements for the Project. Acquisition of any additional right-of-way and/or easements needed for the improvements to the City street intersections beyond what is defined in the Exhibit "A" Layout will be the responsibility of the City. The parties agree that parcels required for the project that are owned by the City will be conveyed to the County at no cost to the County. It is agreed by the parties that the City shall perform all special assessment searches required for thc Project at no cost to the County. It is agreed by the parties that all nccessary right of way and easements will be in legal possession of the County prior to acceptance of bids for the project. BITUMINOUS TRAIL AND CONCRETE SInEW ALK: The parties agree that the construction of the bituminous trail and concrete sidewalk are eligible for federal funds and that all matching funds will be contributed by the City. The parties understand that the cost for the trail and walk includes: bituminous and concrete surfacing, aggregate base, sub-drains if required, soil correction, excavation, borrow material (granular and topsoil), and turf establishment. The parties agree that the County will pay for the design of the trail and walk, wetland mitigation required by impacts caused by the trail and walk, the additional right of way and easements required to construct the trail and walk at the proper location, and any removal items, with the exception of soils, required to construct the trail and walk. TRAFFIC SIGNALS: A traffic signal is anticipated at the CSAH 14/CSAH 2] (20th Avenue N) intersection. The parties agree that the signal will be installed with this project if the warrants are met. The parties agree that conduit will be constructed at CSAH 14/Centervil1e Road intersection for a future signal. TRAFFIC CONTROL: The parties understand and agree that CSAH 14 will be closed with traffic detoured for a period of time to perform soil correction, and construct the new bridge over Rice Creek. The closure will be limited to the period of time required to complete the soil correction and construct two paved lanes in the area requiring soil correction and construct the bridge. DRIVEWAYS: The parties agree that all driveways affected by the Project will be reconstructed in kind with the cost of any upgrades requested by the City including concrete aprons to be the responsibility of the City. LANDSCAPING/STREETSCAPING: The parties agree that if the City wishes to include landscaping/streetscape features in the Project, they shall be designed in accordance with Anoka County Highway Department Landscape/Streetscape Guidelines. The cost of the design and construction of these features will be the responsibility of the City. The City shall provide all construction documents including plans, specifications, and estimated quantities and cost to the County for inclusion in the project bid documents. All construction documents must be submitted to the County by July 1,2005. The City will be responsible for the design of any sanitary sewer and water main improvements, which will be incorporated in the project bid documents. The cost ofthe design and construction of these features will be the responsibility of the City. The City's design of the sanitary sewer and water main utilities are to include plans, specifications, and estimated quantities and cost. All construction documents must be submitted to the County by July J, 2005. PERMITS: The parties agree that the County will secure all necessary permits for this Project. The City agrees to coordinate with the County in securing the permits required by the Rice Creek Watershed District. The City also agrees to secure any permits required for improvements proposed by the City including utilities, and streetscape items. SUMMARY: Upon acceptance and signatures by the parties of this MOU, a separate joint powers agreement for cost share and maintenance will be prepared by the County for execution by the City and the County prior to acceptance of bids for this project. The joint powers agreement to follow will formalize all estimated and actual cost shares. In the interim, the attached Exhibit "C" provides an estimate ofth,!!construction cost share ofthe Project and Exhibit "0" outlines County policy for cost splits on construction projects.
