SET AGENDA Vice-Chairperson Amundsen requested a discussion of the Vice-Chairperson position be added under Committee Business, as well as two items per request of Mr. Tedd Peterson, Public Works; a discussion of an additional trail cutout on Main Street across from Lakeland Circle, and a discussion of the player's box next to the hockey rink at Laurie LaMotte Memorial Park as a safety hazard. Namely, we replaced the wooden slats on the glider bench with the preferred recycled slats. The wooden slats were then donated to the City's Park Department. Secondly, we replaced the plants which did not survive from last year's plantings ('14 total). With these Items and all other mncerns related to Bonestroo's performance now addressed, we request that the Parks Committee and City Coundl approve the release of the balance of Our design fees. We had agreed to defer these billings until all of our obligations were fulfilled, and this should now be the case. Per our letter dated 6/14/07, and based on billings to date, our outstanding balance is $4,472.41 as shown on the attached summary sheet. At the conclusion of this meeting. we agreed to formulate a letter explaining our final position on the fees we have accrued to date in the design and administration of this project. As we discussed, the park and your properties would be best served by a rearrangement of the current blacktop driveway serving both of your rental properties. I've enclosed a sketch (which [ presented to you on-site) that shows the location of the existing driveway (dashed line) and the proposed location of the new driveway. This letter is simply to affirm that we (the City) and you are in general agreement with the proposed changes to your driveway. If you should have any questions or concerns with this arrangement, please contact us to work through those Issues. We anticipate construction to take place in the spring/summer of 2010. Motion carried. V. COMMITTEE BUSINESS Vice-Chairperson Position Vice-Chairperson Amundsen requested a discussion of the Vice-Chairperson position as he would like to step down and have another committee member fill the position. After some discussion Committee Member Selander was nominated by the committee members and accepted the position of Vice-Chairperson of the Parks & Recreation Committee. Motion was made by Committee Member Haiden, seconded by Committec Member Branch to nominate Committee Member Selander to serve as Vice-Chairperson of the Centerville Parks & Recreation Committee. All in favor. Motion carried unanimously. Additional Trail Cutout on Main Strect across from Lakeland Circle Mr. Tedd Peterson, Public Works asked Ms. Stephan to bring this issue to the Parks & Recreation Committee. Mr. Peterson has noticed a safety issue with bikes and pedestrians crossing CSAHI4 at Lakeland Circle. Vice-Chairperson Kevin Amundsen said the same issue is at Peltier Lake Drive & CSAHI4, actually worse because it is a hill and a comer. There is not a sidewalk on the north side of the road; trail is on the south side. There are no ramps/cutouts in the curb/trail to safely ride onto the trail- bikers have to get off their bike, lift bike (and all of your kid's bikes if applicable) onto the trail. Residents coming from Lakeland Circle and Peltier Lake Drive who want to get to the trail are crossing in the middle of traffic to get to the trail on the other side of the road. This affects probably 1/4 of Centerville's population - anyone on the north side of town trying to access the trail. The committee discussed if a ramp/cutout was put in the curb to the trail at Lakeland Circle and also at Peltier Lake Drive would it then also have to be marked as a crosswalk? And would the county do this? Probably not knowing how hard it is to get a crosswalk. The committee would like to bring this to the county's attention to see if anything can be done to make this trail access safer. Motion was made by Committee Member Haiden, seconded by Vice-Chairperson Amundsen to recommend City Council bring this issue to ADoka County Highway Department's attention and investigate what can be done to make the trail access at Lakeland Circle and Peltier Lake Drive safer. All in favor. Motion carried unanimously. Plaver's Box - Hockev Rink at Laurie LaMotte Memorial Park as a Safety Hazard Mr. Tedd Peterson also asked Ms. Stephan to bring to the committee a discussion of the player's box, next to the hockey rink at Laurie LaMotte Memorial Park. The roof of the player's box has become a safety hazard. Public Works has shored it up multiple times and it either needs to be replaced or removed. Mr. Peterson stated it really serves no purpose as games are not played at the hockey rink, it is only used for practice and the box attracts vandalism, garbage and unwanted teenage activity. He suggested removing the roof and leaving the box for now for skaters to sit if they desire. 20f5 Parl<s & Recreation Committee Meeting Minutes 07-01-09 Motion was made by Vice-Chairperson Amundsen, seconded by Committee Member Selander to notify Public Works that the committee concurs with Mr. Peterson's suggestions and would like to see the roof removed and Staff's best judgment used as to leveling the side boards to prevent potential safety issues. Committee Member Committee Member Branch said he had noticed that the pleasure skating rink has some safety issues also going from the rink to the warming house the pleasure rink is higher, too steep and the rubber is narrow and buried. The committee would like to ask Public Works to look at this and make a recommendation as to what could be done to make it less steep, therefore less dangerous for skaters. Council Member Lee noted that Mr. Peterson took care of moving the mats for Music in the Parks and Battle of the Bands. VI. UPDATES Fete des Lacs 8K Run Committee Member Branch reported Anoka County Commissioner Rhonda Sivarajah accepted the committee's request to open the race and he is working to coordinate the details with Commissioner Sivarajah. Committee Member Branch also stated that the water bottles have been ordered and these were paid for by donations from Mr. Paul Steffel, Farmer's Insurance Group and Mr. Mike Giovinazzo, American Family Insurance, both Centerville bnsinesses. The T-shirts will be ordered tomorrow with the number reduced and will not include the year in the event there are not enough participants, the shirts can be used next year. Committee Member Branch felt the critical things are on track, but at only 40 people signed up at this time we need to get the word out more than we have. Committee Member Branch will bring fliers to other races in the area. Vice- Chairperson Amundsen had gotten an estimate to print 1,000 fliers at over $200 and they couldn't be printed until July 13th. Mr. Dallas Larson, City Administrator agreed staff could print them at City Hall if the committee pays for the City's cost for printing. This would be $100 at 1,000 copies. The committee would like to do this and Vice-Chairperson Amundsen said he would come in and fold them using the folding machine. Ms. Stephan will print them tomorrow. The budget was briefly discussed. City Council allocated $1,500 (in August of 2008) in startup funds with the intention of the race eventually being self-supporting. At this point there have been the following expenditures: $25 Anoka County Permit Fee for Special Use Permit. $150 Advertise in running publications (August deadline 2008). $175 Advertise in The Citizen 5/29/09 Invoice. $100 Copying costs to City Hall to print fliers. Upcoming Costs: $400 Timer / Date of Race $175 Course to be Measured & Certified 30f5 Parks & Recreation Committee Meeting Minutes 07-01-09 The other costs associated with the race have been funded by sponsors Committee Member Branch has secured. Increasin2 Water Flow in the 80m2 I Hidden 80m2 Park There are no updates at this time. Irri2ation at Hidden 80m!! Park The Public Works Director has had Albrecht Irrigation out to look at Hidden Spring Park. The estimate of $6,884.00 was supplied to the committee at the meeting. The Parks & Recreation Committee felt the quote was reasonable, but they would like two (2) additional estimates to be able to compare before recommending City Council review this. The Committee sees a necessity of having irrigation at this park and would like to pursue it. Their budget for this year was $12,500 and they still have most of this left, their expenditures for the year so far have been the 8K at $1,500 and the Park Play Days at $1,200. They are not planning on purchasing any play equipment this year, so it is possible they have the money to do this. Ms. Stephan will request two (2) additional estimates. Hidden 8orin!! Park Plantinl!S As of June 25, the 44 replacement plantings have not been planted. Most of these are located in the rain garden. Following the June 3, 2009 Parks & Recreation Committee Meeting, Mr. Jeff McDowell, Bonestroo was informed the committee approved the planting selection that he would like to replace the plants that did not survive with. Mr. McDowell said the plants would be ordered and planted within a few weeks. As of June 23, Mr. McDowell reported he was waiting for an estimate from a landscaper and asked the preference to plant before or after the long Fourth of July weekend. I suggested planting on a Monday or close to the beginning of week would be more beneficial to insure they can be watered by City Staff. No further update at this time. Buckthorn I Poison Ivv Removal at Eal!le Park I Emerald Ash Borer Ms. Stephan presented information and estimates for removing both poison ivy and buckthorn to the City Administrator and Public Works Director. This information was included in the packet. Ultimately what the Public Works Director decided to do, partially because of budget cuts, is not treat the poison ivy at all at this time per recommendation of Mr. Bruce Bousu, Safety Trainer, who said other Cities just mow it. The company the City uses to mow the parks has mowed the area surrounding the park and the trail and it was felt the poison ivy growing in the wooded area of the park should be left as is as. TruGreen is willing to corne to a Council Meeting or Parks & Recreation and discuss Emerald Ash Borer and the options available. Mr. Larson asked Public Works for a rough idea of how many Ash trees are in our parks, but Staff did not feel qualified. Mr. Tedd Peterson did meet with a representative from the Minnesota Department of Agriculture on June 25th who installed Ash Borer traps in a few of the Ash trees behind City Hall to determine if the Emerald Ash Borer has made it to Centerville yet. They will be back in August to check the traps. The boxes are purple if you are interested in looking at them. 40f5 Parks & Recreation Committee Meeting Minutes 07-01-09 Buckthorn removal will be reviewed again in the fall. Summer Prol!rams - Music in the Park Ms. Stephan created a flier for the Music in the Parks Program and distributed to local businesses via email.itis on the web site and will be advertised on the City Sign. The committee scheduled a BBQ at the July 14, 2009 event at Hidden Spring Park and would like to provide hot dogs, chips and pop to the public. Ms. Stephan will pick up the supplies at Sam's Club and coordinate picking them up from City Hall with Committee Member Peterson. We are now a fully sponsored event. OSI Physical Therapy has joined the team of sponsors. OSI will fill in the last of our know needs by providing sports drink and a snack at the finish line. They will also provide and man a canopy at the finish line. 2. Kevin Amundsen and I have been possing out flyers where we hope it wi/1 have the greatest impact. We now have about 75 pre-registered runners and can expect some to walk-in on race day 3. Our course is now certified The start line, mile markers andfinish line are as we had planned 4. Tom Lee is still working the volunteers. We are counting on all of you. Conclusion: I am finally optimistic that we are going to achieve our goal of host a first class 8K running and walking event associated with Fete des Lacs Update from Barb Leininger who certified the course: Everything went welL Your start and finish are pretty much where you wanted them. They are marked in white paint along the route, as are the miles I, 2, 3 and 4. I have attached the official course map. City Council Budl!et Uvdate From the summary of City Council Meeting Minutes of July 8, 2009: COIUlcil met for a work session to discuss the budget following the regular meeting. The budget for 2009 is tracking pretty well, but capital expense items for trail project engineering and the final payment for 2085 Cedar Street may cause a deficit. The 2010 budget has an initial deficit of $236,719. Revenues will be lower due to building permits dropping substantially and a loss of $69,000 in Homestead Credit Aid. Expenses are higher due to planned seal coating. To balance the budget, a number of things were discussed, including: No cost of living adjustments for 2010, deferring capital expenses, cutting discretionary spending for programs (parks, Fete des Lacs), evaluating purchasing, joint powers efforts with neighboring cities, etc. Another budget work session will be held after the first meeting in August. Staff will explore some of these options and report back. CENTENNIAL LAKES PD MEMORANDUM TO: Tom Lee, Pat Branch FROM: Russ CC: Ron RE: Fetes Des Lacs 8K Planning/Permit Issues DATE: July 19, 2009 Gentlemen: Per my meeting with Tom yesterday, here is an update as to where I think we are: 1. Volunteer Staffing: Tom has amassed a large number of volunteers. However, more are needed. He has asked me to contact Lexington Fire. Lexington Fire indicated their willingness to assist in return for assistance in counection with their run next year. [Russ to handle] 2. Control Point Issues: Tom has a staffing plan for all of the control points. We have agreed in principal that "major" control points are those requiring a marked emergency vehicle of some sort to control, and "minor" control points are those that are handled either unmanned with barricades and/or cones, or with a non-police/CSO presence. The "major" control points are: a) Pioneer Lane and Dupre Road, b) Pioneer Lane and Eagle Trail, c) Dupre Road at Main Street, d) Centerville Road at Main Street, and e) the entrance to the county park. We may need to reclassify a) and b) depending on the department's staffing levels that day. We will not be closing CentervilIe Road at Meadow Lane to allow nmners to get to the start line. Pat will heavily staff this point with volunteers. Meadow Lane will be briefly closed just east of Centerville Road at the start line. It will be opened almost immediately after the race starts. No decision has been made with respect to what vehicle will lead the race and what vehicle will act as the "caboose." Tom will speak to Jerry Streich about having CFD handle one of these tasks. I am unsure as to who will handle the other. ~ 3. Devartment Staffine: I am working with my management to provide the necessary staffing of officers, CSO's and reserve officers. I need to handle incident command for the run (see also "radio communications" below). There will be no closure permit issued for the Main Street and Centerville Road intersection 1 and therefore the intersection will have to be personally controlled to permit vehicles to turn southbound on Centerville Road from time to time.2 In a perfect world there will be five (5) marked vehicles available to handle control points that day. 4. Anoka County Park Closure: Pat is to provide us with docUllJentation that we are permitted to close the park. My understanding is 30 minutes was approved. I do not know whether the approval was verbal or written. Written approval is needed. 5. Fire/EMS: Tom advises that CFD will be providing one rig for the event. EMS will also be on scene (Russ to double check). 6. Radio Communications: Tom reports having 20 radios. They are !!!!! compatible with our police radios. The incident commanders will need to tie themselves to each other to have full radio capabilities. (TomlPat to determine incident commander for event) 7. 8K Run Permit Issues: I have looked at the permit and yesterday made minor corrective revisions to it with Tom. There are 9 items under the "Police Department" category and my responses thoughts thereon as follows: -Emergencv vehicle access: Pat to obtain keys for the gates on either end of the trail portion of the run - Traffic/safety street closures: covered above -Appropriate barricades: being provided as needed by TomlPat -Police personnel reauired/available: yes, but nUllJber not yet confirmed (CLPD) -Portable toilet facilities: per Tom, 4-5 in the area of the start line and additional ones at the finish -First aid facilities: on a mobile basis by CFD and EMS -Internal security and crowd control: by Pat -Nighttime lighting: N/A -Other provisions as may be reQuired: a) written proof of permission to close the county park during the event and the duration allowed, b) three (3) volunteers with radios on bicycles along trail path portion of event, c) 2 water stops not including start and finish line (Waterworks lot and beach house), d) parking availability in St. Genevieve's community center lot I The road closure permit for the parade does not cover the 8K run. 2 This intersection is approximately 1.2 miles into the course. The leaders will hit it at about 10-11 minutes. The walkers won't arrive until approximately 24 minutes. ~ (pat has obtained permission), and e) written guidelines for delay or cancellation of event due to excessive heat and/or humidity or lightening (pending from Pat). If this is not correct please let me know. In any case, please let me know you got this message. 1 use the bicycle trails a lot and they are wonderful! I thank the county for building the trail from Centerville to Wargo. I live on Peltier Lake Drive and because of road construction, I access the county 14 bike trail from Lakeland Circle. Neither Lakeland Circle or Peltier Lake Drive have cutouts in the curb for bicycle access to the trail. If traffic is heavy, it can be difficult to get across Main Street, stop, lift the bike over the curb and get on the trail. I think there should be cutouts in the curb to allow easy access to the trail from Lakeland Circle and Peltier Lake Drive. Others feel the same way. There seems to be cutouts (for no apparent reason) several hundred feet farther west. I can tell you what I will begin doing. I will be riding down Main Street from Lakeland Circle to those distant cutouts which is not the safest thing to do on that busy street. He explained in the local paper that there should be a curb cutout at those intersections so people don't have to stop and lift their bikes over the curb. From my direct experience, he is exactly correct. It is a safety issue and I hope it will be corrected in the future. It is curious that there seems to be cut outs in the curb farther west where there are no intersections. It puzzles me why those cutouts are there. In any case, I appreciate all the city has done to implement these road projects. I know some people and businesses have been impacted and not everything went as planned, but overall, I believe these projects will be a real improvement to the city. Even though I might have a different opinion on a few topics, I just want the city to know that I am happy with the overall actions taken by the city. I think, overall, the city is trying to do the right thing. Thank you!
