Mayor Capra asked for clarification as to why there may not be SCORE funds available. City Administrator Larson explained that the funds come from a tax imposed on waste haulers and, if the taxes were not there, then the funds would not be available. Resolution #06-002 - Fee Schedule City Administrator Larson suggested tabling this Resolution to allow time for the codification to be completed. Call for Public Hearing - Chesnut Reqpest for Easement Vacation City Administrator Larson explained that Council approved a lot combination for the resident making this request but did not do a vacation easement. The home was built straddling the former lot line and there is an easement running through it creating a title problem. He then asked Council to set a public hearing for January 11,2006 to consider the easement vacation request. ANNOUNCEMENTSIUPDATES 1. City Administrator. Mr. Dallas Larson No report. 2. Downtown Redevelopment Planning City Administrator Larson provided an overview of the last public information meeting for Council indicating it was not as well attended as the prior meeting but noted that Staff is receiving favorable comments. He then indicated that Staff is interested in seeking proposals from developers after providing information on what the City has in mind for the redevelopment. He also suggested holding a work session with other communities that have done this type of redevelopment work. 3. Quad Press - Revolving Door Mayor Capra indicated that the Quad Press has offered to run an article outlining the accomplishments within the City during the past year and asked for Council input for that article. Council Members provided input for the article to the Mayor. 4. Driveway for St. Genevieve Mayor Capra indicated that Mr. Wilharber had contacted her concerning the driveway location for St. Genevieve as the Church had asked for input from police and fire and police and tire would prefer to have direction from Council to provide input. Council agreed that input on driveway location from police and fire is important and directed Staff to obtain the information from police and tire. 5. Cable for the Police Station City Administrator Larson indicated that the Staff at Circle Pines has reviewed the franchise agreement and finds nothing in the agreement that would require the cable company to provide service to the new facility at no expense to the cities. Page 5of6 5 Council discussed the matter and agreed that it is important to have cable at the facility as it will serve as the disaster m3na.gement location for the area. Council directed Staff to look into whether there would be any grants available for providing the cable services to the facility either through disaster assistance funds or through the cable company. 6. Meals on Wheels Mayor Capra indicated that Meals on Wheels has asked the City for a letter of support of its efforts within the City and to assist with the orB"ni7.at1on's request for County support. Council Member Lee invited everyone to attend the next meeting of the Police Governing Board on January 9, 2005 at 6:00 p.m. for a tour of the new facility followed by the meeting at 7:00 p.m. He also indicated that the new Police Chiefwill be sworn in at that meeting. Council Member Paar thanked the City Administrator for his efforts on behalf of the City during the last year. Council Member Lee and the other Members agreed and thanked the rest of the Staff as well. X. The Parks & Recreation Committee received a letter from the Centennial Lakes Little League requesting the use of Laurie LaMotte Memorial Park ball fields and the same service provided by Public Works Staff in regards to grooming the fields prior to games. This would be the same schedule as was approved in 2005. At this time, no other requests have been received. The Centennial Lakes Little League has worked with the city in the past donating all the backstops and purchased an attachment for the tractor, which is used in grooming the fields. Motion was made by Chairpenon Petenon, seconded by Committee Member Pen, to recommend to City CouncD to accept the request from Centennial Little League to use the three baseball and softball fields and facilities located in Laurie LaMotte Memorial Park for the summer months of 2006 beginning AprD 1 through August 15, 2006, Monday through Friday from 4:00 p.m. until dark. Division 30, Section 030 - 010: is hereby amended to read as follows: Section 030 - 010: ResidentialJPublic Districts (RI ,R2, R2A, R4, RS, M-I & PI) Permitted Signs: A Residential Identifications - Not more than two (2) square Feet per single family dwelling or or six (6) square feet in area for each multiple-family building. B. Institutional Identifications - Churches, schools, parks etc. allowed up to forty-eight (48) square feet; not taller than eight (8) feet. C. Business Signs - Home-based businesses may have a sign that is no larger than four (4) square feet. The sign may not be an interior-illuminated sign. D. Noncommercial opinion or message signs. On-premise noncommercial opinion or message signs are permitted as follows: In residential districts, each dwelling unit is permitted one additional sign which is no larger than 6 square feet and no higher than 6 feet tall. All private bridges will conform to the following requirements. All private bridges shall, for permitting purposes, be considered a deck and require a zoning and/or building permit. A bridge located in an easement will not be allowed unless it functions to provide the property owner access to a part of his/her property not otherwise accessible and such access is required for maintenance of the property. If the bridge is located within an easement, the property owner shall sign an encroachment agreement with the City prior to the erection of the bridge. No private bridge may span across any waterway without prior approval from the City Council. A condition of approval for a bridge in an easement is that the property owner shall provide liability insurance in the amount of $1 million and naming the City Of Centerville as an additional insured. A certificate of insurance shall be provided and the policy shall name the City of Centerville as an additional insured as it relates to liability coverage. The City shall require an annual fee to cover the costs associated with verifying continuation of insurance coverage. The City may waive the insurance requirement where a properly designed culvert is used as an alternative to a bridge. Such design and installation shall be approved by the City. An alternative culvert shall also require an encroachment agreement. Any city costs for review of a proposed bridge or culvert shall be paid by the property owner. A deposit to cover the City's estimated costs of review shall be collected with the application for permit. Any private bridge or culvert constructed in an easement may later be removed by the City if it is determined that it interferes with the City's use of its easement or if in the City Council's judgment, it may cause upstream problems or property damage. The City of Centerville is not opposed to development, however the scope and speed of the proposed development presents major concerns for the City. We would like you to consider delaying any significant development in the AUAR planning area until the CSAH 14 reconstruction is underway and a roadway completion date is identified. Any development that would provide significant traffic generation should not be allowed to happen until there is certainty in the improvements to CSAH 14. Secondly, the improvement to CSAH 21 (20th Avenue) and 21 st Avenue should be prerequisite to the development of the AUAR planning area. The Eaglebrook Church has given us a foretaste of what it may be like when your AUAR planning area is developed. Traffic will be a major problem even with the road improvements. But, if significant traffic is added before all of these road improvements are completed, it will be untenable. Also, for clarification, we would not like to see 21 at Avenue take a different alignment than it is at present. We don't support a new intersection west of the bank. I walked away from the meeting with assurance that there would be monitoring of snowmobilers. Update: Why are so many snowmobilers traveling above the speed limit? At least 75 perC(:lnt using Old Mill Rd are speeding. Why is it necessary for property owners to place sticks and reflectors along the boulevard in an attempt to keep snowmobilers off their property? Why do I see evidence of snowmobilers traveling a,..oss private property, including church property? Why do I see yellow tape attempting to keep snowmobilers from going across driveways? There have been two citations giving out to snowmobilers this season in the tri- city area. One was due to an accident with a snowmobile. Many people will place poles and tape on their property to keep snowmobilers off their property but do not report to the police. Driving through the city, it is evident snowmobilers are driving in places they do not belong. One frightening incident I heard was a snowmobiler crossing through the church property and running over a mat that covered a fuel line connecting propane gas into the building under construction. The propane gas is used as temporary heat for the building. Obviously some people don't seem to use common sense when using these machines. They have no respect for others property. You have given two warnings to the snowmobilers, telling them if ordinances aren't observed, the city will ban them from use in the city. How many warnings are you willing to give?
