Thank you for volunteering to serve on the City of Centerville Lifetime
Achievement Committee for the year 2002. We will be voting on the
Lifetime Achievement Award for the year 2001. You will find enclosed in
your packet the following.
Please find enclosed:
· Your information on the two nominees for the City of Centerville
Lifetime Achievement Award for 2001. You may find enclosed
newspaper articles, letters, photo's etc. pertaining to the lives the two
nominees have lived.
· Information explaining the award, its origin and the voting process.
. Your ballot for voting.

City of Centerville
Lifetime Achievement Award
Established by the
Centerville City Council 1997
Mary Capra, Melvin Dupre and Margaret Hensel are presenting this
infonnation to council. We would be the residents working to complete the
required gathering of infonnation and writing the copy. With the council's
approval we would like to be referred to as the Lifetime Achievement
Award committee.
Who would be honored?
W r: would like to see the residents to be honored nominated by
current residents of Centerville, friends and relatives of past
residents. We would like to have both living and in memory of
nominees. These residents could have been original pioneers of
Centerville, current or fonner staff members, any resident that
has spent the greater part of their lives dedicated to the
community in which they live Centerville.
How would we get nominees?
We would like to have the City news letter, local newspapers
and the cable access channel announce what we
will be doing and ask residents to send in nominees for the
award. We feel this would only have to be put in one news
letter each year, preferably the winter edition. This would give
us the winter and spring to work on the photos and copies for the
album.

Who would determine honorees?
We (Mary, Mel, and Margaret) would be responsible for
obtaining the nominees from city hall. We would make
copies of the nominations verify the story and have them ready
for review by the nomination committee.
We would like to have a nomination committee made
up of one current city counsel member, the current mayor, two
new residents and two senior citizens residents. The chairperson
would be a representative of the Economic Development
Committee. This would bring the total on the committee to
seven.
They would meet one evening during the year to pick which
resident(s) they feel should be honored out of those nominated.
The committee would be given the information on each of the
nominees prior to the meeting so they will have time to study
the information before having to make any decisions on
selection.
The Lifetime Achievement Committee is not limited to just one
award per year. If committee members feel all nominees are
deserving. The committee may vote to award more than one for
any gIVen year.
The nominees for the Lifetime Achievement Award need to have
4 out of the 7 possible votes in order to receive the Lifetime
Achievement Award.
When the Lifetime Achievement Committee has made selection
they will forward their recommendation to the current city
council that will make the final recommendation for this award.
The nominees will be notified by the city whether they are
recommended for the award or if they are not at this time.
Lifetime Achievement
Special Recognition Award:
The Lifetime Achievement Committee makes recommendations
and votes on another award at this time also. This award is the
Lifetime Achievement Special Recognition Award. The Special
Recognition award is given out by the committee each year to
those that may not always be remembered for all that they have
accomplished for Centerville, Minnesota or our country.
Possible nominees for the following year are discussed when
committee members meet for the present year voting. The first
Special Recognition Award was given to the pioneer missionary
priest Fr. Joseph Goiffon for his dedication to the state of
Minnesota and his thirty-year commitment to the community of
Centerville while he served as pastor of St. Genevieve.
This award can only be presented by a unanimous vote of the
committee members.

Presenting of awards:
We would like to see the awards presented during a city council
meeting with addition recognition given at the City Volunteer
Recognition Day in April and during the city celebration Fete
Des Lacs. We feel this would tie in with the celebration of our
heritage and like in our community.
Displaying of the award:
After trying several different ideas in how to display the photos
and the copy. It is felt the best way to display is to separated the
photos and the stories. This we feel will make it easier to read
the copy and we would be able to provide a larger picture for
the wall. The photo's 8" x 10" matted in 11" x 14" frames with
a gold name plate under the photo would be hung in the council
room up around the top of the wall.
The copies and additional photo's if any would be put in the
City of Centerville Lifetime Achievement Award Honorees
album. This album we would like to keep in the council room
on a table or shelf.

Honored at a dinner at Robert's Restaurant February 23 1979

Led a non-growing non-denominational group to membership with the
Unitarian Universalist church. Associating with the UUA turned
non-growth into growth.

Designed and built a large redwood sign (still in use).

Restructured and implemented all record keeping to use standard
accounting practices (with Quickbooks software).
Peltier Lake Association
. Founded the Peltier Lake Association in 1988.
. Worked lake level issues when St Paul Water pumped Centerville and
Peltier Lake down 6 feet in 1988. As a result of the draw down and action
by the Association, aerators were installed on Peltier and Centerville lakes
to prevent fish winterkill starting in 1988.
. Began a roughly 4 year CurlyleafPondweed harvesting effort for Peltier
Lake in 1989.
· Helped motivate Rice Creek Watershed District (RCWD) to implement a
$90,000 Cleanwater Partnership water quality study for the Centerville and
Peltier Lake watershed in 1990.
· Worked dam level issues, as landowners upstream wanted the dam
removed and/or lake levels dropped over winter. After collecting data
myself and writing an extensive report, the issue faded out.
· Monitor Peltier Lake water quality for the Metropolitan Council (started in
1989).
. Launched an effort to manually dig out recently discovered Eurasian
Watermilfoil in Peltier Lake in the fall of 2000.
· In 2001, found $5,000 in RCWD grant money and raised another $3,000
for $8,000 total to help harvest and attempt to control the exotic Curlyleaf
Pondweed in Peltier Lake south of the island.
. Expressed concern about slalom water-ski activity north of the island in
Peltier Lake right next to the Great Blue Heron rookery and in shallow
water filled with beneficial aquatic plants. An effort to protect that area of
the lake was successful with the establishment of a no-wake zone.
. In 2002, RCWD granted $8,000 and the Association raised another $4,000
totaling $12,000 to harvest CurlyleafPondweed.
Minnesota Design Team (1998 with effects continuing today)
. Hosted an engineer from the Minnesota Design Team.
. Prepared and gave a presentation for the city and Design Team.
. Heard many people express a desire for trails in the community.
. Organized an effort to capitalize on the Design Team effort holding further
public meetings, discussions, and establishing subcommittees.
. Headed the Parks and Lakes subcommittee.
. Theresa Brenner and 1 made formal proposals to try to establish a Planning
Committee or function in the city.
. Met with many other agencies and communities to coordinate trails that
would interconnect cities, parks, and facilities (such as the Wargo Nature
Center)
· The trail plan created from the Minnesota Design Team effort is partly
implemented and the plan has been promoted and propagated throughout
the area (Hugo, Lino Lakes, Anoka Parks, Anoka County, St Paul Water,
Washington County, Met Council, etc).
Boy Scouts Assistant Scoutmaster
Took all the training needed to become an Assistant Scoutmaster and
participated in campouts with troop 232.
Park and Recreation Committee
Promoted trails, parks, and open space in the city.
Promoted various programs for the city.
Promoted the Wheels Park.
Promote improved park resources for the city, such as lake access and more
programs (not limited to sports only ideas) for the young people and adults.

Citizen Assisted Monitoring Program awards for collecting and preprocessing water
samples from Peltier Lake for 5 years and 10 years. I've been monitoring the lake
for 14 years.

Wayne LeBlanc has committed hundreds of hours this past year dedicated to
the advancement of trails system within our community. Wayne is currently
serving as a member of the city park and recreation committee. Wayne not
only serves the city through our park and rec committee but he attends many
meeting regarding parks and trail through the county and surrounding
communities.
Wayne has also worked with the D&R as the Peltier Lake Association
member to help eradicate Asian Milphoil (sp) in Lake Peltier.
I have not seen any resident in the city more dedicated to trails in the ten
years that I have lived here. I believe Wayne deserves this award for his
going above and beyond in keeping Centerville's trail system alive and
moving forward.
