MEETING MINUTES
Wednesday, August 5, 2009 - 6:30 p.m.
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held
the regularly scheduled meeting Wednesday, August 5, 2009 at City Hall, 1880 Main Street.

I. CALL TO ORDER
Roll Call
Chairperson Seeley called the August 5, 2009 Parks & Recreation Committee Meeting to order at
6:34 p.m.
II. SET AGENDA
Mr. Mark SpitzmueIler, Bald Eagle Water Ski Club was in attendance for an update on the
possibility of the ski club using the piece of property in 2010 on Centerville Lake off County Road
14, but the committee opted not to add this to the agenda as the discussion could be had under the
discussion with Mr. Mark Statz on the trailside park.
Motion was made by Committee Member Amundsen, seconded by Vice-Chairperson
Selander, to set the agenda as is. All in favor. Motion carried unanimously.
III. APPEARANCES
Mr. Mark Statz, City Engineer, Discussion Regarding Items 1, 2 & 3 under Committee
Business.
1. Bonestroo's Request for Final Pavment - Hidden S8nne Park
Mr. Mark Statz, City Engineer, made an appearance to discuss final payment to Bonestroo for

Hidden Spring Park. There were two outstanding items yet to be completed, which have now been
finished. Mr. Statz stated they are finished with everything on their checklist and part of agreement
was that Bonestroo would forego payment for Engineering Services until all outstanding issues
were resolved. At this time they would like to ask for fina1 payment of$4,472.41.
Chairperson Seeley agreed that the items were completed, but wanted to make a general statement
regarding the park. She said that while this park was a long, complicated process, at the time we
were trying to get it done fast (in time for the August Festival) and there were many things that
were not accomplished as envisioned by the committee, but currently every time she goes to the
park she can't help think what a beautiful park it has turned into. Committee Members and Council
Member Lee also reported comments they have received from residents regarding the park and the
public's overall perspective seems to be that Hidden Spring Park is a wonderful addition to
Centerville's park system. Chairperson Seeley also stated that while the committee still hopes
something can be figured out to get water flow from the hidden spring; the mature trees, the layout
of the park, the raingarden and plantings have evolved into a wonderful park. It is also hoped the
lake shore plantings fill in more in the next few years and the park becomes less maintenance than
it was this sununer.
Motion was made by Chairperson Seeley, seconded by Committee Member Amundsen to
recommend City Council issue final payment in the amount of $4,472.21 to Bonestroo for
Engineering Services at Hidden Spring Park. All in favor. Motion carried unanimously.
2. Review Detailed Drawin!!s of Culvert Crossin!! on Brian Drive
The committee reviewed the culvert on Brian Drive. Due to the incline of the bank there will need
to be some type of railing on that portion of the trail. Mr. Statz suggested a knee wall type railing
which is similar to what is along Main Street near Waterworks. The committee said this
recommendation was acceptable.
3. Review Detailed Drawinl!S of Trailside Park
Mr. Mark Statz, City Engineer made an appearance at the Parks & Recreation Committee Meeting
to discuss the final detailed drawings of the proposed trailside park that is part of the trail project.
The committee has been working with Bonestroo on this project since this spring. Mr. Statz
reported that the project will most likely go out for bids this winter and be completed spring 2010.
The committee reviewed all the drawings, discussed the details of the both the north and the south
parks along CSHA 14 and Centerville Lake and were happy with the plans which have
incorporated all the suggestions and changes the committee has made over the last meetings.
Motion was made by Committee Member Haiden, seconded by Chairperson Seeley to inform
City Council that the plans for the trailside park were reviewed and accepted as presented by
Mr. Mark Statz, City Engineer. Motion carried unanimously.
It was questioned whether the City actually owns the property yet, and if so could Public Works
clear the property of brush and the scrub trees instead of including it in the bid? Ms. Stephan will
forward this question to the City Administrator.

Mark Spitzmueller was in attendance to discuss whether the city had gained access to this property
and the potential for Bald Eagle Water Ski Club to use this area in 2010 for their practices and
shows. The committee felt the only problem with this was there won't be enough room at the park
for spectators and parking could be an issue. Mr. Spitzmueller said he has talked to Father
Fitzgerald regarding parking at the church. Mr. Statz stated the City needs to build the park
proportional to average use, not specifically for water ski club show viewing. Mr. Spitzmueller felt
the area would be more than adequate for their use and was impressed with the design of the
parkes) and how the downtown area was coming together and felt the practices and shows viewed
from the park would be a great venue for both the city and the ski club. Mr. Statz asked the
committee if there was a name for the park yet to which Chairperson Seeley replied not at this time,
but the committee would narrow this down during the winter. Mr. Spitzmueller asked if there was
potential for a fishing pier or a dock and said the ski club would be willing to potentially do some
type of dock for the City's use as well as for the ski club. Mr. Statz stated for a DNR approved
dock a fishing pier/dock would require sides. Mr. Spitzmueller said the ski club has worked with
this before in other areas where they do shows and it is workable. Chairperson Seeley asked if the
ski club would be wi\1ing to do ski clinics for kids, to which Mr. Spitzrnueller replied, yes they
would; they have done this in the past. Mr. Spitzmueller would like to come back to the March
20 I 0 meeting to further discuss this.
IV. CONSIDERATION OF MINUTES

Motion was made by Vice-Chairperson Selander, seconded by Committee Member Baiden,
to approve the August 5, 2009 Parks & Recreation Committee Meeting Minutes as is. Ayes-
5, Nays - 0, Abstain -l(Seeley). Motion carried.
V. COMMITTEE BUSINESS
Irriestion at Bidden Sprine Park - Additional Bids as Reouested
At the committee's request Mr. Paul Palzer, Public Works Director obtained three (3) bids for
irrigation system installation at Hidden Spring Park. At the previous committee meetings the need
for irrigation at this park was discussed. Many plantings were lost on the lakeshore restoration area
of the project in 2008 due to lack of water. In 2009 daily man hours have been spent watering all
the monument signs at each park, but in particular Hidden Spring. Staff has carried water in 5
gallon pails and in a 250 gallon barrel in the back of trucks, hooked hoses and sprinklers to the
water fountain and used the fire hydrant. Also many man hours have been spent this season getting
the landscape back in shape after not being maintained in 2008. This park needs a regular water
source to maintain it and promote growth of the lake shore restoration and rain garden plantings.
The committee would like to accept the lowest bid from Albrecht irrigation, not only as the lowest
bid, but as the company which presented the most useful and detailed description of what they
would install. These funds would come from the Parks & Recreation Committee's budget for 2009
and the committee would like to see it done yet this year. The committee did question who would
be responsible for blowing out the lines each year, would it be Public Works or would more cost be
incurred by using Albrecht Irrigation to blowout the lines in the fall? One of the bids stated the
warranty would be void if the company who installed the irrigation did not blowout the lines. The

committee would like more information concerning this issue and the warranty. Ms. Stephan will
pass that request onto Mr. Palzer.
Motion was made by Chairperson Seeley, seconded by Committee Member Branch to
recommend City Council consider the installation of an irrigation system by Albrecht
Irrigation in the amount of $6,884.00 to be installed at Hidden Spring Park in 2009 funded by
Parks & Recreation funds. Motion carried unanimously.
Bids to Treat Ash Trees at Hidden SOrin2 and Citv Hall for Emerald Ash Borer
Mr. Paul Palzer, Public Works Director, supplied the committee with two (2) bids to treat the Ash
Trees at Hidden Spring Park and behind City Hall for Emerald Ash Borer. The committee
reviewed the information and has the opinion that while they would not like to lose any of the
mature trees, there is not enough information available that the treatment is even effective and feel
this is a maintenance issue that should decided by the Public Works Director and City Council.
VI. UPDATES
Fete des Laes 8K Run
An emailupdate from Committee Member Branch:
1. We are now a fUlly sponsored event. OS1 Physical Therapy has joined the team of
sponsors. OS1 will fill in the last of our known needs by providing sports drinks and a
snack at the finish line. They will also provide and man a canopy at the finish line.
2. Kevin Amundsen and 1 have been passing out flyers where we hope it will have the
greatest impact. We now have about 75 pre-registered runners and can expect some to
walk-in on race day.
3. Our course is now certified The start line, mile markers and finish line are as we had
planned
4. Tom Lee is still working the volunteers. We are counting on all of you.
Conclusion: 1 am finally optimistic that we are going to achieve our goal of hosting a first class 8K
running and walking event associated with Fete des Lacs.
An emailupdate from Barb Leininger who certified the course:
Everything went well. Your start and finish are pretty much where you wanted them. They are
marked in white paint along the route, as are the miles 1, 2, 3 and 4. 1 have attached the official
course map. I am mailing in the certificate application today and will forward the certificate to
you as soon as I get it. Let me know if you have any questions.
Included in your packet is a copy of the course map and the certificate.

The committee discussed remaining details of the 8K Race; there currently are 81 participants
registered, 140 t-shirts have been delivered, Sergeant Blanc's list of conditions has been satisfied
and Committee Member Branch has a written contingency plan. Council Member Lee is having a
meeting for volunteers Friday, August 7th to discuss assignments and hand out radios.
Review - Music in the Park I BBO at Hidden SDrine Park
Chairperson Seeley said she felt the Music in the Park Program was a big success with 50-60
people attending each performance she attended, though the numbers fluctuated, percentage wise it
was a great turnout considering the program was rather short notice without a lot of advertising.
All comments from residents were very positive. The budget for this program was economical and
it gave the musicians a great venue. Committee Member Amundsen said he would like to see the
budget increased to $2,000 in 2010 as we paid some great musicians very little. The committee
agreed they would like to see all Music in the Park bands moved to Hidden Spring Park in 2010 if
at all possible.
There were supplies (hot dogs, buns, water, soda, chips, etc.) left over from the July 14th Music in
the Park/Volunteer Appreciation BBQ which the committee decided to use at the Sunday, August
9th Music in the Park event.
There were problems with the satellite facility at Laurie LaMotte Memorial Park which will need to
be addressed before next year's programs begin, perhaps having maintenance two times a week at
this busy park instead of once.
Pedestrian & Bicvcle RamDs/Curb Cut Outs on CSAH 14 at Lakeland Circle & Peltier Lake
Drive
From the summary of City Council Meeting Minutes of July 8, 2009:
At the request of Parks & Recreation, Council directed that a letter be sent to Anoka County
requesting pedestrian ramps in the curbs at Peltier Lake Drive and Lakeland Circle intersections.
Included in the packet was a letter of support regarding this issue from Mr. Wayne LeBlanc.
City Council Budeet UDdate
From the summary of City Council Meeting Minutes of July 8, 2009:
Council met for a work session to discuss the budget following the regular meeting. The budget for
2009 is tracking pretty well, but capital expense items for trail project engineering and the final
payment for 2085 Cedar Street may cause a deficit.
The 2010 budget has an initial deficit of $236,719. Revenues will be lower due to building permits
dropping substantially and a loss of $69,000 in Homestead Credit Aid. Expenses are higher due to
planned seal coating. To balance the budget, a number of things were discussed, including: No
cost of living adjustments for 2010, deferring capital expenses, cutting discretionary spending for

programs (parks, Fete des Lacs), evaluating purchasing, joint powers efforts with neighboring
cities, etc. Another budget work session will be held after the first meeting in August. Staff will
explore some of these options and report back.
Due to the late hour of the meeting the committee opted to table the budget discussion until the
September meeting.

SUBJECT: Updates on Recommendations made by the Parks & Recreation Committee
City Council Meeting 2009-08-12
1. City Council approved final payment to Bonestroo for work on Hidden Spring Park as
recommended by the Parks & Recreation Committee.
2. City Council declined to approve an irrigation system for Hidden Spring Park, due to severe
budget concerns.
3. City Council declined to approve chemical treatment of Ash trees to prevent Emerald Ash Borer.
Staff will see if there are any available recommendations from the Department of Agriculture or
Anoka County Parks on chemical treatment of Ash trees.
4. The Council gave preliminary approval to the trailside park that will be constructed along Main
Street downtown. This is a component of the trail grant project.

Re: Curb ramps
Dear Doug:
It has come to the City's attention that our residents of Lakeland Hills and Peltier Lake
Drive neighborhoods are accessing the trail along CSAH 14 by crossing the roadway at
those locations. There are no pedestrian ramps along that stretch of the highway, so they
are stopping in the roadway, then get off their bikes to lift them onto the curb. The
Council directed this letter to request that Anoka County review this location again to see
what might be done. We are concerned with the safety of our residents as they stop their
bikes in the roadway. Thank you.
