On July 15, 2009, I contacted Dallas larson by phone to let him know what is going on and what Forest lake Construction, Inc. is doing on Clearwater Drive (Please see the email I sent to Dallas larson on Friday, July 17, 2009). On Friday, July 31, 2009, Oty Engineer Mark 5tatz called me back after several attempts to connect with each other. I discussed with him the situation on Clearwater Drive and informed him that Forest lake Construction, Inc. using the Cul-De-Sac as full staging area for their construction resulted in total damage for the road surface. Mark mentioned to me that he had visited the Clearwater Drive two weeks before our conversation and he is going to send a letter to every body on the cul-de-sac that next year they will do Fog and Seal for the road. I told him that the damage is ten times worse since your observation two weeks ago and I recommended for him to do mill and over lay for the road. Mark responded that it will be too expensive for the contractor to do that. Forest lake Construction, Inc. staged the project on the cul-de-sac with poor coordination from the beginning of the project. They excavated the middle of the cul-de-sag and the hydrant location eight times. Now we are at the end of September and the damage on Clearwater Drive is above and beyond since my conversation with Mark on July 31. The Forest lake Construction, Inc. kept using the cul-de-sac as staging area for their project from driving their heavy equipments and parking th~m on the road such as bulldozers, scrapers, compactors, hauling trucks, water trucks which all have 'very high axel load. They used the road to store their aggregates, such as sand, class 5 aggregate, top soils and sand resulting in scraping the surface of the pavement when they try to use the material for the rest of the project. Also they stored the stonm sewer pipes on the cul-de-sac. I addressed only the basic things related to the problem. I would appredate knowing any planed action to store the road to its original condition. Yesterday, on July 16 Forest Lake Contracting cleaned all the material (Storm Culverts, Sand, Class 5 Aggregate, Excavation Material and Water Main Pipe) from the Cull De-Sac. I checked the road surface conditions on Clearwater Drive when I got home from work yesterday; I noticed visible significant damage to the road surface on Clearwater Drive for using the road as Staging area for the project using large equipment and heavy truck load to do their job. I would appreciate if you let me know if the Qty or the contractor going to fIX these visible damage's. Bonestroo Honorable Mayor and City Council City of Centerville, Minnesota 1880 Main Street Centerville, MN 55038-9794 '~ 'I V' t.~ if }.~ , Re: 2009 Street and Utility Improvements Project Public Open House Feedback 80nestroo File No.: 000616-07158-0 Dear Mayor and Council: The purpose of this letter is to outline the main issues voiced at the February 21, 2008 public open house and possible steps the council could take to continue working with the public to reach a consensus on the appropriate scope for the proposed 2009 Street and Utility Improvement Project. I The public open house began at 6:00 p.m. with a short presentation at 7:00. Following the presentation a question and answer formatted discussion began. The following is our summary of the major discussion topics from the meeting: Q: Can't this project wait? This is generally a bad time for burdensome assessments due to current economic conditions. A: If the council is committed to providing water to all its residents by 2012, the water main and service installation portions of this project should move forward. Additionally, D and E type improvements are being done to protect the City's investment in the existing street subbase and bituminous base, respectively. Delaying these improvements would be detrimental to those streets resulting in higher life cycle costs. Type C 1 improvements could be delayed because we have determined that there is no salvage value left in the existing bituminous or gravel subbase. Delaying these improvements does not increase the lite cycle costs as long as people are willing to tolerate their existing condition and the City is able to maintain reasonably safe driving conditions without extensive maintenance costs. Some Type Cl improvement areas are imbedded in other improvement classifications. Delaying these few areas would necessitate driving heavy trucks and other construction equipment across the other improvements when the Type Cl work is completed in the future. For this reason and for the general continuity of the project, we would recommend that these' imbedded" areas of Type Cl improvements remain in the scope of work for 2009. This is shown graphically on the attached figures. City of Centerville 2009 5tneet and Utility Improvements Project Page 2 February 27. 2008 Some residents indicated that they would be less opposed to the project with different timing. The City could consider a short (1-5 year) deferment of their assessments. This may be possible if a bond could be structured such that payments could be city-paid for the first few years, and assessment funded towards the end of the bond. This would ailow the residents to effectively "ride-out" fluctuations in the economy and begin payments at a later date when economic conditions may be more favorable. Q: Is an $8 million project irresponsible for a town this size, especially at this time? A: If the recommendations presented herein are followed, the remaining project is estimated at $6.6 million a difference of approximately $1.3 million. Much of that reduction would be City participation items. Since no water main would be eliminated (assessed at 100%), and most of the work eliminated would be road work (assessed at a much lower percentage), this would significantly cut the City's portion of the project costs. It would be our recommendation to plan for the work eliminated from this project for construction in 2014. Q: Our street is in decent condition; does it need these improvements right now? A: As stated above, we feel strongly that Type D and E improvements are time sensitive and are needed now to avoid further deterioration of the street. Type C improvements, because they cannot get any worse, could wait as long as residents will tolerate their existing condition and the City is able to maintain reasonably safe driving conditions without extensive maintenance costs. Q: Can other Type B improvement areas (Mill Rd. N. of Prairie Dr., Robin In. Area. Clearwater Dr.. Pehier lk. Dr.) consider alternative water main installation techniques (boulevard. back yards. directional drilling) to avoid ripping up a decent street as was considered on Center St? . A: Mill Road. North of Prairie Drive - We still feel strongly that this section of roadway should be urban section (curb). However, if the water main was installed in the boulevard, the street subbase could be salvaged, perhaps decreasing the costs in this area. The section could then be classified as a D3 Type improvement. Robin Lane Area - Members of the public suggested installing the water main down the rear yard lot lines. Several issues are raised by this suggestion: . Construction easements would need to be obtained from all residents since the backyard easements are a total of only ten feet wide. . A number of fences and mature trees would have to be removed. . The risk of a water main break flooding a home would need to be considered. . The City would have to strictly enforce the easement restrictions, ensuring nothing is planted or constructed within the easement. . Winter access may be problematic in the event of a water main break since the area would not be plowed. . This decision should be carefully considered and made in close consultation with the Public Works Staff. We would not re,ommend ,hanging the scope of work in this area. Clearwater Drive - Originally, it was the desire of the Public Works Department to reduce the size of this cul-de-sac in an effort to minimize maintenance costs and to reduce runoff. Coupled with the addition of water main, this necessitated reconstruction of the roadway. Several residents of this area are opposed to changes in the size of the cul-de-sac. If the cul-de-sac was not . . . Oly of CenteMlle ZOO9 Street and Utilily Improvements Project Page 3 February Z7, Z008 changed, the water main may be able to be directionally drilled and services tapped out of one access point in the center of the sac. This style of water main installation may allow the street to forego reconstruction. This could be changed to a Type A 1 improvement. Peltier Lake Drive (CSAH 14to Centerville Road) - This area has a narrower right-of-way (50' vs. 60' or 66') and steeper boulevards necessitating the water main to be installed in the roadway. Additionally, we feel strongly about the need for the reconstruction of this roadway with a standard City section including curb and gutter due to its poor condition. We feel that this need for reconstruction is independent of the water main installation. We would not recommend changing the scope of work in this area. Peltier Lake Drive (Between Peltier Circle) - This area has a 60-foot right-of-way allowing the water main to be installed in the boulevard. However, we feel strongly about the need for the reconstruction of this roadway with a standard City section including curb and gutter due to its poor condition. We feel that this need for reconstruction is independent of the water main installation. We would not recommend changing the scope of work in this area. Peltier Lake Drive (Centerville Road to Mill Road excluding area between Peltier Circle) and Centerville Road (North of development break) - This area was previously included within the C 1 improvement type. These are small areas that require a full reconstruction with new curb and gutter due to their deteriorating condition. Water main already exists in these areas. For clarification purposes another Type B improvement category could be created for further distinction and more accurate costs. This could be then be dassified as a 82 improvement. Q: Could the scope of our road improvements be reconsidered? Can we meet with the engineer to discuss our street's proposed improvements? A: . We stand behind our recommendations with regard to the scope of work needed on streets not affected by water main work. As discussed above, the timing of some of the improvements could be reconsidered. The Council should consider authorizing meetings between engineering staff and residents on a per street basis in order to address outstanding concerns about specific street improvements. Q: Can the City hire another engineering !inn to look at Bonestroo's recommendations? A: The City paid $10,000 to Braun Intertec to take soil borings and produce a signed engineering report complete with recommended street sections. Those recommendations align with Bonestroo's recommendations. Q: Why are some people allowed to wait until2012 to hook to City water while we are being forced to do so by2010? A: City ordinance identifies two requirements for the City water system. 1. All residents must be connected by 2012. 2. Residents must connect within one year of water service being made available to them. The streets analyzed in this feasibility study have been separated into five sections to better illustrate the detail of the proposed improvements. A map with these sections highlighted is shown in Figure 1. EXISITING CONDITIONS The streets being analyzed in this study are at various points in their Iifecycle and are in need of varying degrees of improvement based on a lifecycle cost analysis. Many factors play into the condition of the streets including the following: . Surface and Subsurface Drainage . Street Section (exist. thickness of bituminous and gravel) . Subgrade soils . Amount and Type ofT rafflc . Age of Pavement . Maintenance throughout the Lifespan City ofCenterville 2009 Street and Utility Improvement Project .. Bonestroo " Project No: 616-O7~158-O Page 4 In June and July of 2007, Bonestroo, along with City Staff, did a thorough inspection of all streets identified for the study and their respective existing conditions. Since ratings based on the PASER (PAvement Surface Evaluation and Rating) System were established in 2003, this inspection focused on updating those findings and identifying new deficiencies of individual streets and utility needs. In March of 2008, further inspection of the proposed streets was done by City and Bonestroo Staff. The timing of this inspection allowed measurements of the frost heave to be made. The following summarizes the quantitative information used in the analysis of the existing condition: . 2003 PASER findings . July 2007 Visual inspection of the pavement surface . March 2008 Frost heave measurements . November 2007 Braun Intertec Geotechnical Report (soil borings) Based on these metrics, the proposed streets were categorized based on the recommended levels of repairs needed. PROPOSED IMPROVEMENTS The improvements proposed for each street were based on the existing conditions observed in the walking inspection and whether or not the area required the installation of new water main. Several areas throughout town do not currently have City water main, but do have fully developed streets with City Sewer. The addition of water main to some of these areas will necessitate the full reconstruction of the street regardless of the condition of the existing pavement. This is due to the urban topography, the width of the existing right-of-way. the number of water services required and the lack of adequate permanent easements. Many options and iterations were considered in order to optimize the proposed improvements for these sections. In other words, make sure that work is not done unnecessarily. These improvements can be divided into five primary categories: A. WATER SYSTEM IMPROVEMENTS ONLY: The area shown as "Section 1" in Figure 1 includes the extension of water main to the end of Mound Trail. This work would be confined to the north boulevard and should not affect the roadway. Services would be directionally drilled under the roadway to avoid pavement impacts. No road improvements are proposed for this area. The homes in this area are not hooked to City water. Water main was extended past some of the homes in 2005, but the residents were not forced to hook to the new main, nor were services from the new main extended to the property line. Lavalle and Clearwater Drives, which are shown in "Section 2", also include the extension of water main from an existing stub. This main along with individual services would be directionally drilled under the existing roadway. As such, no road improvements would be completed in these areas. Bonestroo ProjectNo: 616-O7-158"() Page 6 It is the recommendation of this report to install service lines with a curb stop at the property line for all homes which are not yet connected to City water. This would include homes in the area where water main was previously extended as well as homes in the area where new water main is proposed. Services will be installed via directional drilling technology to avoid impacts to the roadway. Category A improvements are divided into two types as listed below: A-' - Extension of new water main and services with no associated road work. A-2 _ Water main already exists. but new services are proposed. with no associated road work. B. FULL RECONSTRUCTION OF THE STREET SECTION: The majority of Category B streets have no remaining salvage value in the existing bituminous or gravel subbase. In other words. no portion of the road section could be reused in the restoration of the street. A complete reconstruction of the street section is needed. . Where curb exists. this will mean full removal and replacement of the curb and gutter along with the street section. Saving the existing curb. as seen in Category C. was contemplated but proved to be impractical and not cost effective in these instances. For the same reasons. saving portions of the pavement. or patching, also proved to be counterproductive. The largest factor in the lack of salvage value of these streets is drainage issues in the subbase. Therefore. the proposed improvements include additional catch basins and storm sewer where it is both needed and reasonably feasible. Additionally, in the areas where there is currently no existing curb, such as Peltier Lake Drive. concrete curb and gutter will be constructed which will improve the drainage of the street and consequently the subbase. In the Robin Lanel Cardinal Drive area there is remaining salvage value to the roads. However, the road improvement type is dictated by the addition of water main in this dense neighborhood. Options involving the drilling of water main were explored in order to determine if it was possible to supply this neighborhood with water without having to fully reconstruct the road. Two options were examined. Option one would be to directionally drill the main within the existing front yard utility easement. The second would be to drill the main within the utility easement in the backyards. These options were ruled out due to the following prominent issues: Front yard easement . The homes within this area have smaller setbacks than in other areas. This would make the area harder to work in and therefore add cost to the project. . The yards. driveways. and landscaping within the easement would suffer extensive disturbance and need to be replaced. . The "runs" are too short to make directional drilling cost effective. The first authorized us to complete a Feasibility Report, the second authorized the Preliminary Survey and some initial design work. Those three tasks have been completed. Additionally, we have done some work ancillary to these tasks as changes in the project scope have developed induding exploration and associated cost estimating for: the abandonment of lift Station 3, inclusion of water services between the curb box and home, and well abanadonment. We have also prepared for, attended and performed follow-up tasks for numerous public open houses, on-site neighborhood resident meetings, Council workshops and offidal City Coundl meetings relating to the project Having now refined the scope of this project to something with which the council is comfortable, it may be appropriate to authorize the preparation of plans and specifications along with some other pre-bid work. This letter is to serve as the scope and fee proposal for that work as described herein. If the Council wishes, they could also authorize the advertisement for bids, or they could wait for that action until after the plans have been prepared and approved. ~ The scope of the work leading up to the bid is divided into several categories.
