I would like to be appointed to the Centerville City Council. I have been a resident of
the City of Centerville for over ten years. I live here with my wife of 18 years and
my two boys, William (15 years old) and Devin (13 years old). I grew up in the small
town of Ely, Minnesota. My wife and I chose the City of Centerville because we
wanted to move back to a small town. I have always believed in the health, safety
and welfare of the city that I live.
In 1999, I moved to Centerville and within six months got appointed by the
Centerville City Council to the Centennial Lakes Police Commission. I served on the
commission for four years. The structure of the commission was changed and the
civilian positions were eliminated. After serving on the commission I decided to go
back to school to get my Master's Degree. I recently completed this degree in Police
Leadership. I have been a police otlicer for over 20 years. I have been a
sergeant/supervisor for over eight years. I have strong leadership skills that I would
like to use to help the City of Centerville maintain and improve the health, safety and
welfare of the city.
I believe a good Council Member truly believes in the city that they represent. I truly
believe in the City of Centerville. I believe in patronizing local businesses. My
children both attended Centerville Elementary School and are currently attending the
High School and Middle School. I believe that a person must do more then just live
in a community but truly be part of that community. If given the opportunity to serve
the residents of Centerville, I will serve them to the best of my ability.

Dear Mayor Mary Capra, and Council members Linda, Jeff, Ben and Tom,
A recent article in the Citizen stated that Tom Lee was resigning his seat. Tom is a
neighbor of mine and I know how involved he is with the city and those will be big shoes
to fill. It was only a year ago when I ran for one of the two open seats and lost a very
close election (20 votes) to both Ben and Jeff. I received emails from a few citizens and
their neighbors who voted for me, suggesting that I am a good fit with the current council
and they encouraged me to apply for the open seat.
I have a family here in Centerville and have lived here for nearly 20 years. I appreciate
much of what has been accomplished in the city over the years such as a new water tower
and other updates in our infrastructure. I believe that Centerville is in a good position for
future growth and I would like to be a part of working towards its success.

With the resignation of Council Member Tom Lee, it has appeared in the local
papers that the City Council is looking for a replacement to fInish out the term of Mister
Lee until the end of201O. I am hereby submitting an application for the position. With
my past experience in both City government and the civilian fIeld, I feel I could bring
much valuable experience to the city.

Member of the Centennial Fire Steering Committee as Mayor. As a council member
worked with the three surrounding communities. (Circle Pines, Lexington & Lino Lakes)
in forming the Centennial Fire District. (Lexington decided not to go along with the Fire
District)
Member of the Circle Pines - Lexington Police Commission. During this time, I was
involved in getting Centerville to be a partner with Circle Pines and Lexington to then
form the Centennial Lakes Police Department.

What do I have to offer the City of Centerville?
As a relatively long time resident of the City, I have seen it grow nearly double in population and through
reading the local papers, attending informational meetings, council meetings, and watching the cable
access, have stayed informed on many of the important issues facing Centerville.
Through sound experiences in Systems Engineering with 3M and Construction Engineering /Public
Affairs with the U.S. Army Reserve, I will be able to provide a measured reasonable response to complex
situations as they arise.
Many times during the time I've been in Centerville I've been asked by my neighbors to run for City
Council and I've always determined that I didn't have the time to give proper justice to the enormous
effort required to be a Council Member. My family has stated their full support and after a recent tour
in Iraq, I feel now is the time when I can best serve my community and feel that as a Council Member I
can give back some ofthe support that has been given me during the two deployments I've served. My
Centerville neighbors have been a significant part of the foundation of support that has allowed me to
serve our nation overseas without undue hardship.
What Experience or Education that would enhance my effectiveness as a Council Member?
As a licensed Professional Engineer in Electrical Engineering working as a Systems Engineering
Department Technical Manager in Corporate Research at 3M and an Engineer branch lieutenant Colonel
Commanding the 364'" Public Affairs Operations Center, Fort Snelling Army Reserve, I feel bring a high
degree of professional qualifications to be able to assist the City Council in making sound supported
decisions and guidance.
The Centerville City Council in my opinion has always tried to make the best decisions for the people of
the City. The City Staff have always been outstanding! Courteous and professional, they are certainly
the best we could hope to have and I hope that can continue through Council support.
As a passionate person with a great degree of patience with dealing people, I feel that I can listen to
both sides of an issue and make sound decisions as well as help explore innovative options for new
solutions. I have been trained in ISO 9000, Six Sigma, and Military Decision Making Process as
techniques for making qualified sound decisions and believe I can bring great value to the Council.

Research, design, develop, and commercialize a variety of analog and digital embedded systems for
different markets by working in the Software, Electronics, and Mechanical Systems (SEMS) corporate
research laboratory that supports all divisions within the company.
· Currently commercializing battery powered positive air pressure respirator products. Responsible
for all electrical aspects of the products and the compliance of them to regulatory standards
including UL913 intrinsic safety requirements.
· Creating and testing several 915MHz Balanced to Unbalanced (BALUN) signal converters for Radio
Frequency Identification (RFID) antenna research.
· Six Sigma Green Belt, and Design for Six Sigma trained and utilizing tools learned on current
projects.
· Investigated a field display timing issue with a medical sterilization system and implemented a field
update solution that did not require extensive FDA re-certification.
· Implemented a complex existing analog circuit into a commercialized snowplow guidance system.
Developed the sensing system then designed and developed the multi-faceted operator interface.
· Prototyped, developed, and implemented an analog power control system for Lithium Polymer
Battery experimental battery cycling. This required charging and discharging of the batteries
through voltage, current, or power control.
· Improved and commercialized a connecting and power management circuit board for an embedded
Automatic Vehicle Location (AVL) system for an Intelligent Transportation Systems (ITS) project.
· Combined different wired and optical data transmission and computer interface methods for
Medical Imaging Systems Division.
· Tested, qualified, and approved 3M specified changes to PCMCIA PG-Card products including
modems, hard drive cards, and flash memory cards.
· Aided in the manufacture and testing of Re-writable Optical Disks and was significantly involved
with the facilities IS09000 qualification.
Results: Have filed several Records Of Invention. Was nominated for corporate Technical Circle of
Excellence award two times. Several of the teams have fully commercialized and sold several million
dollars of products to external customers.

Demonstrate Leadership and Technical Proficiency in a variety of military areas while maintaining
combat engineer expertise.
· Currently Commander 364th Public Affairs Operations Center providing written, audio, and video
pubic affairs support to theater area commanders.
· Deployed to Kosovo where as the United States Department of Defense Spokesperson for Europe
Balkans region, supported the commanding general with all areas of public affairs support including
press conferences, speeches, press releases, bi-monthly magazine, and video support.
. Public Affairs Officer for the 11th Military Police Brigade providing media operations support for Iraqi
Freedom Detainee Operations in the Northern area of Iraq including Camp Cropper and Baghdad.
· Adjutant {S-1} for the Battalion, responsible for clerical and administrative requirements for up to
500 personnel. Commanded a rotation of 57 personnel to Germany annual training 2002
completing over a dozen construction projects.
· In Operations Section, 8-3 planned and executed battle plans for a combined arms exercise
coordinating with the five other multi-disciplined battalions involved in the exercise.
· As Headquarters Company Commander was responsible for a 120 personnel company and
deployed to Guatemala as rotation commander for annual training 1996 where up to 14
simultaneous construction projects were coordinated.
· While assigned to A Company, served as support platoon leader, and company executive officer.
Significant areas of responsibility included physical security officer, and training officer.
. First officer assignment was to command 336th Engineer Detachment (Powerline) and served three
annual training periods in Honduras supporting a variety of base camp power operations and
installation.
Results: The 364th received the Army Superior Unit Award for service while deployed to Kosovo in
support of the Global War on Terrorism. The 11th Military Police Brigade was nominated for the
Meritorious Unit Citation. 367 t h Engineer Battalion significantly increased strength and readiness
during service timeframe. Received the Bronze Star Medal, two Meritorious Service Medals, two Army
Accommodation Medals, and three Army Achievement Medals for outstanding performance during the
above assignments.

PLUMBING AND HEATING PERMITS
1. Plumbing Pennits
A. The charge shall be five dollars ($5.00) for each plumbing fixture, device or connection to the sewer or
plumbing system, with a minimum charge of twenty-nine dollars and fifty cents ($29.50)
B. For any alteration, repair or extension to an existing plumbing system, where the work is of such a
nature that the permit fee charge cannot be detennined from the above schedule, the pennit fee shall be
thirty dollars ($30.00) first five-hundred dollars ($500.00) or fraction thereof, plus fifteen dollars
($15.00) for each additional five-hundred dollars ($500.00) or fraction thereof of the total marlcet value
of such alteration, repair or extension.
The charge for commercial, industrial or institutional building shall be:
Two percent (2%) of the tutal cost oflabor and materials of the heating,
ventilation and air conditioning work to be completed.
Work commenced without first obtaining a pennit shall be charged an investigative fee equal tu pennit fees.

GRADING FEES
General. Fees shall be assessed in accordance with the provisions of this section or shall be as set forth in the fee
schedule adopted by the jurisdiction.
Plan Review Fees. When a pian or other data are required to be submitted, a pian review fee shall be paid at the
time of subruitting plans and specifications for review. Said plan review fee shall be set forth in Table A33-A. Separate
plan review fees shall apply to retaining walls or major drainage structures as required elsewhere in this code. For
excavation and fill on the same site, the fee shall be based on the volume of excavation or fill, whichever is greater.
Grading Permit Fees. A fee for each grading permit shall be paid to the City as set forth in Table A33-B. Separate
penuits and fees shall apply to retaining walls or major drainage structures as required elsewhere in this code. There
shall be no separate charge for standard terrace drains and similar facilities.

Conservation Rates for Water Utilities
New Minnesota Law Requires Water Conservation Rate Structures
A new state law requires public water utlllties to implement residential and commercial rate structures that
encourage conservation. The law will require most Minnesota utilities to review their existing water rates and, if
nf!cessary, adopt conservatlon.comptlant rates.
Who is affected?
There are three Implementation dates that affect Minnesota publiC water utilities serving more than 1,000
people. (Suppliers serving fewer than 1,000 people or those lacking user meters are exempt from the
conservation rate mandate.)
. Now; Utilities must comply before requesting state (DNR) approval to construct a new well or increase
existing well volumes.
. 2009: Utilities in the metropolitan area must comply by January 1, 2010.
. 2012: All other utilities must comply by January 1, 2013.
What is a conseRVation rate structure?
A conservation rate structure Is a rate structure that provides households with a financial Incentive to use leSS
water. Tne most common ~conservatlon rate structure" In Minnesota employs increasing block rates. For
example:

The ONR recommends that the increase in cost between block. sizes be at least 25% for the lowest blocks, and

The actual water rate for each block will depend on the revenue needed to pump, treat, store, and deliver the
water In your community.
Can we have different rate structures for commercial and residential users?
Yes. while the "conservation rate structure" must apply to all customers, rates and structures may differ
between customer categories. For example, cities will still be able to offer larger block sizes to water-Intensive
commercial customers.
Will a new rate structure affect water revenues?
Yes. When a utility changes either its rates or rate structure, revenues wlll change. It Is our experience that
conservation rate structures often increase revenues. However, the relationship between rate structures and
~venues Is complicated. Revenues are also affected by demographics, housing types In the community, and
seasonal weather.
Ehlers recommends undertaking a rate study to forecast how potential new conservation rate structures will
impact:
. Different types of users (e.g. seniors, families, a~rtments, small businesses)
. Future revenues
. Utility's ability to undertake planned capital Improvements.
Who is enforcing the new rate requirements?
The Minnesota Department of Natural Resources (ONR). The DNR will review the rates reported on the annual
water reports and In the water supply plans. At this time there are no penalties In the law for non-compliance.
However, after the effective dates, compliance will be required before the DNR will issue a we:1I permit or
approve a water supply plan. For water supply plans submitted prior to the effective dates, the DNR will be
lookIng for a description of how the City Intends to comply.

What should be my utility's next steps?
Ehlers recommends taking the following steps to ensure compliance with the new law;
. Review your exISting rate structure to determIne If it meets the ONR's guidelines for a conselVatlon
rate structure.
. If you determine a change is needed, i!ldvlse your governing body that they will need to consider new
rates over the next 12 -24 months.
. Select one or two optional rate structures and assess how they wllllmpact different types of
customers. Who will pay more and who will pay less than they do now? Will water conservation result
In lower water bills?
. Prepare a financial projection of the new rate optlon(s) to enSUrE! adequate revenue will be available to
the utility.
. Provide the results to your governing body and request them to approve a new rate structure.
. Communicate with your cllstomers. Bill Inserts, newsletters, and open houses aU provide opportunities
to let your customers know about the new rate structure and ways to conserve water.
