PRESENT: Mayor Mary Capra Council Member Linda Broussard Vickers Council Member Ben Fehrenbacher Council Member Jeff Paar ABSENT: None. STAFF: City Administrator Dallas Larson City Attorney Kurt Glaser City Engineer Mark Statz I. CALL TO ORDER Mayor Capra called the October 14, 2009, City Council meeting to order at 6:30 p.m. II.PUBLIC HEARING(S) None. III. APPROVAL OF AGENDA Mayor Capra made the following additions to the Agenda: Consent Agenda, added Item 1, page 7a, Checks #24848-24861. Consent Agenda, added Item 7, Use of Old Public Works Building for CERT Exercise. New Business, added Item 3, Review Driveway Request 1588 Peltier Lake Drive. New Business, added Item 4, Consider Proposal for Contract Extension with Waste Management. Announcements/Updates, added Item 2, City wide Good Turn. Announcements/Updates, added Item 3, Adopt a Light Pole for the Holiday Season. City of Centerville Council Meeting Minutes October 14, 2009 Motion by Council Member Broussard Vickers, seconded by Council Member Fehrenbacher, to approve the agenda as amended. All in favor. Motion carried unanimously. IV. APPROVAL OF COUNCIL MINUTES 1.September 23, 2009 Council Meeting Minutes Motion by Council Member Paar, seconded by Council Member Broussard Vickers, to approve the September 23, 2009 Council Meeting Minutes as presented. All in favor. Motion carried unanimously. V. Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to approve the Consent Agenda as amended. All in favor. NEW BUSINESS 1.Resolution #09-031 – Sponsorship of CDBG Grant Application The City Council discussed the Community Development Block Grant as funds that may be available to provide financial assistance to connect homes of eligible families to city water. Mayor Capra expressed her feeling that this grant would be of great benefit to residents on fixed incomes. Motion by Council Member Broussard Vickers, seconded by Council Member Paar, to adopt Resolution #09-031 Accepting Sponsorship of CDBG Grant Application. All in favor. Motion carried unanimously. 2.Parks & Recreation Committee Recommendation for Budget Balance to be Rolled Over to 2010 City Administer Larson reported that generally unspent operating budgets are not carried over, but rolled into the fund balance. After discussion City Council consensus was reached to not roll over the balance due to extreme budget constraints. Motion by Council Member Fehrenbacher, seconded by Council Member Broussard Vickers, to deny the Parks & Recreation Committee Recommendation for Budget Balance to be Rolled Over to 2010, due to extreme budget constraints in 2010. All in favor. Motion carried unanimously. 3.Review Driveway Request 1588 Peltier Lake Drive City Administer Larson reviewed background information and provided pictures of the site. City Engineer Statz explained that the three inch difference in the driveway grade is a fairly minor change. He stated the reasoning for the change was to eliminate water flow to surrounding properties. Page 3 of 5 City of Centerville Council Meeting Minutes October 14, 2009 After discussion the City Council consensus was to direct Staff to contact the resident stating that the current policy will remain unchanged. 4.Consider Proposal for Contract Extension with Waste Management City Administer Larson reviewed the current 2009 rates, the proposed rate for the 2010 reduction, as well as reviewing the 2% increase in 2011 and 3% increase in 2012. He noted htat even with the increases, 2011 would still be less than the current cost. He also stated the new contract includes an adjustment for fuel and recycling material, the latter being a 50% share between the City and Waste Management. The City Council discussed the structured discounts. Concerns were noted in regard to the shared rate on recycling material. City Administer Larson stated the normal rate that Waste Management proposes is an 80% share, explaining that a 50% share is very reasonable. Motion by Council Member Broussard Vickers, seconded by Council Member Fehrenbacher, to approve the Optional Contract Extension of Waste Management as presented. All in favor. Motion carried unanimously. IX. ANNOUNCEMENTS/UPDATES 1. City Administrator, Dallas Larson City Administrator Larson reported that the Joint Powers Agreement has been approved between Lino Lakes and Anoka County on the interchange. He stated bids are expected to be received on November 16, 2009, and construction could start by the end of the year. 2.City-wide Good Turn Mayor Capra reported the City is moving forward with the City Wide Good Turn. She stated it would be held the first week in November, and details will follow on how to participate. 3.Adopt a Light Pole for the Holidays Mayor Capra reported on the Adopt a Light Pole fundraiser for the Cub Scouts. She stated any citizen or business that would like to purchase a wreath for the Main Street light poles could contact City Hall Staff for details. 4.Future Agenda Discussion Councilmember Broussard Vickers requested a future discussion on the nonconforming issue of downtown, given the current state. She asked that Staff prepare and present information for future review. Page 4 of 5 City of Centerville Council Meeting Minutes October 14, 2009 5.Special Meeting on October 21, 2009 Mayor Capra requested the City Council hold a Special Meeting on October 21, 2009 to interview candidates for the vacant council seat, as well as consider other items that had been scheduled for a work session on that date. X. ADJOURNMENT Motion by Broussard Vickers, seconded by Paar to adjourn the October 14, 2009 City Council Meeting at 7:21 p.m. All in favor. Motion carried unanimously.
