HomeMy WebLinkAbout2009-10-21 CC - Approved CITY OF CENTERVILLE CITY COUNCIL MEETING October 21, 2009 Pursuant to due call and notice thereof, the City of Centerville held a special meeting on October 21, 2009, at City Hall, 1880 Main Street. PRESENT: Mayor Mary Capra Council Member Linda Broussard Vickers Council Member Jeff Paar Council Member Ben Fehrenbacher ABSENT: None STAFF: City Administrator Dallas Larson City Engineer Mark Statz Finance Director Mike Jeziorski I. CALL TO ORDER Mayor Capra called the October 21, 2009, City Council Meeting to order at 6:05 p.m. II. APPROVAL OF AGENDA Motion by Council Member Broussard Vickers, seconded by Council Member Paar, to approve the September 21, 2009, City Council Meeting Agenda as posted. All in favor. Motion carried unanimously. III. BUSINESS 1. The Council conducted interviews of applicants for the vacant Council member seat. The following persons were interviewed: Steve Friemuth, Jon Grahek, D. Love, Neale Rawlings, Tom Wilharber, & Eric Larson At the conclusion of the interviews, discussion was held. Consensus of the Council was that six very good choices were presented, but that the edge would be to the current Planning and Zoning Chairperson, D. Love, as he would have the greatest familiarity with current issues and codes. Motion by Council Member Ben Fehrenbacher, seconded by Council Member Paar, to appoint D. Love to fill the remainder of the term of the vacant council seat.. All in favor. Motion carried unanimously. Page 1 of 3 City of Centerville City Council Meeting October 21, 2009 Council consensus was Eric Larson should be offered an appointment to the Planning & Zoning Commission, Jon Grahek will be offered an appointment to Park and Rec and Tom Wilharber will be offered an appointment to the Economic Development Authority. 2. The Council heard a staff review of the proposed grant application to fund part of the downtown stormwater system. A grant of $75,000 will be applied for to supplement grants $250,000 from Clean Water Legacy and $50,000 from Rice Creek Watershed District. The total project cost is around $800,000. Motion by Council Member Broussard Vickers, seconded by Council Member Paar, to authorize the application for grant funds as proposed. All in favor. Motion carried unanimously. 3. Staff reviewed the current status of the Trail Link Project that is being partially funded with grant dollars. It was noted that approximately 20 easements will be acquired to complete the project. Only five have been closed to date. In order to keep the project on schedule for construction in 2010, the Council will need to consider eminent domain at its first meeting in November for any easement that are still outstanding, as the project cannot be built until all easements are acquired. The Cost of the project is about $1,360,000 with just under $800,000 covered by the grant. Staff will bring back a financing plan soon. The project will likely need to be bonded for. 4. Sorel Street Repairs- Tabled 5.Proposed Fee Schedule for 2010. Staff reviewed the proposed list of fees for 2010, especially the change in water rates to adopt a “conservation rate system” to satisfy Minnesota DNR. The rate change should not affect most residents unless they do a large amount of watering in the summer. 6.Proposed 2010 Budget and Levy. Finance Director Mike Jeziorski reviewed a status report on the 2009 budget as well as a briefing on the proposed budget for 2010. The Council asked to have the estimated cost of the petitioned audit placed in category “Financial Administration.” Council member Fehrenbacher asked the Council to reconsider the proposed levy, feeling that now is not the time to increase the amount allocated to street funding. If the Council could not justify doing this during good economy, it should not be done during a bad economy. Council member Fehrenbacher asked if the Council had considered reducing its pay as a means of reducing the budget. It was noted that the Council pay had not been changed in several years. There was no consensus to change the amounts. Council member Broussard Vickers suggested that the Council could have also include the unallotments in the levy and that the current amounts were a compromise to get an agreement.. Report on emergency back-up options for the water pumping, and 8. reschedule November December meetings due to holidays were all tabled due to the late hour. IV.ADJOURNMENT Motion by Council Member Paar, seconded by Council Member Broussard Vickers to adjourn the October 21, 2009, City Council Meeting. All in favor. Motion carried unanimously.
