PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Wednesday, November 4, 2009 - 6:30 p.m. -
Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville
held the regularly scheduled meeting Wednesday, November 4, 2009 at City Hall, 1880 Main Street.

Mr. Matt Neutkens — Bird Houses for Eagle Scout Project
1. Mr. Matt Neutkens reports he is planning 20 bird houses in the parks - 2 in Hidden
Spring Park, 18 in Laurie LaMotte Memorial Park.
2. He has had the utilities checked.
3. The holes are pounded in the ground in preparation of installation.
4. Mr. Neutkens plans to build the houses this winter.
5. Committee Member Amundsen asked about the drainage in Hidden Spring Park and
if the houses would interfere. Mr. Neutkens said that Mr. Tedd Peterson, Public
Works, didn't mention it as an issue.
6. Mr. Neutkens approached the troop with the idea of cleaning the houses annually.
They have expressed interest, but the details are to be worked out.
7. Mr. Neutkens approached Menards for donation and was declined; he is looking at
other possible donors, but has the funds to buy lumber without donations.

2. Centerville Lake was very weedy this year.
3. Chairperson Seeley stated that there are DNR maps available.
4. The Bald Eagle Water Ski Club meets in the off season.
5. They have discussed becoming more involved in the City to increase presence and
gain membership.
6. Mr. Spitzmueller discussed previous involvement in Fete des Lacs and possible
future involvement.
7. Discussion continued on how the club can be involved in the future festivals and the
cuts in festival funding.
8. Council Member Love was asked to inquire about the role of the City vs. the
Centerville Lions in the festival and who makes some of the decisions.
9. Committee Member Amundsen stated that the park work should begin in the spring
and the grant funding to be used for the work needs to be used by 2012.
10. Mr. Spitzmueller hopes that they will be able to use the Water Works site for
another year.
11. The Bald Eagle Water Ski Club still needs to investigate the site and plan how a
show can be performed at the site.
12. Committee Member Amundsen suggested that permitting and permission may be
needed from the DNR.
13. Chairperson Seeley suggested bringing back the `Learn to Ski' event at Fete de
Lacs.
14. The Bald Eagle Water Ski Club is financed by membership and out of town shows.
15. Learn to Ski events have a $5 or $10 membership for insurance. Good for 5 times.
16. Full time membership is $100.
17. Discussed how to get the word out about the ski shows /events.
18. Committee continued to discuss the advantages of the club in Centerville.

Chairperson Seeley will turn in her set of minutes to Ms. Stephan with her mark up.
Motion was made by Committee Member Haiden, seconded by Committee Member
Amundsen, to approve the October 7, 2009 Parks & .Recreation Committee Meeting
Minutes with Chairperson Seeley's corrections. All in favor. Motion carried
unanimously.

Chairperson Seeley gave Mr. Jon Grahek .the Oath of Office and welcomed him to the
committee.
Skate Night 2010
1. The committee usually sponsors 2 nights each winter, including a bon fire, hot
drinks, popcorn and skating. A horse drawn hayride is offered at one event.
2. The committee selected the dates of January 9 & February 6, 2010.
3. Committee Member Amundsen volunteered to contact Bunker Hill Stables for
availability.
4. Committee Member Branch lead discussion on spending and budget review to better
manage our funding and not under spend our budget.
5. The committee preferred the horse drawn hayride to be at the January 9th event.
Movies in the Park
1. The committee discussed equipment required and the quality of equipment
necessary for projection and sound.
2. Committee Member Peterson has documentation which will be supplied to Ms.
Stephan to incorporate into minutes. <See Attached>
3. Committee Member Peterson added that a projector and sound systems can be
rented starting at $150 each.
4. Committee Member Haiden suggested the possibility of borrowing from an
employer and using a personal sound system. A laptop could play a DVD.
5. Committee Member Amundsen brought up that in the summer it gets dark late
which could be past many children's bedtime. A certain level of darkness would be
needed to view a movie.
6. Committee Member Peterson suggested the possibility of local advertisements being
displayed before the movie.
VI. UPDATES
5KRun
1. Committee Member Branch stated Fairview paid the final of the bills (shirts).
2. Chairperson Seeley asked Committee Member Branch for business and press
contacts for future committee use.
Naming of Parks
1. Cornerstone Park won the most votes.
2. Trailside Park won the most votes.
Motion was made by Committee Member Grahek;^ seconded by Committee Member
Amundsen to recommend City Council approve the names of Cornerstone Park for the
piece of park property closest to St. Genevieve's Church and Trailside Park for the piece

of park property on Centerville Lake. All in favor. Motion carried unanimously.
Flea Market / Cleanup Days
1. Chairperson Seeley suggested the Flea Market portion of the event be only 1 day.
2. Committee Member Amundsen suggested using it as advertisement for the Parks
3. Recreation Committee and Bald Eagle Water Ski Club.
4. Some ideas for booths were 1) Master Gardener and 2) Waste Management /
Recycling.
5. Chairperson Seeley has agreed to be the primary contact.
6. The event will be the 8th and 9th of May.
Dead Broke Saddle Club Possible Funding Requests

Update on Volley Ball Court from Committee Member Amundsen; court size space 49.5' X 70',
actual court 59' X 29.5', requires 3' of sand, no current cost estimate.
VII. ADJOURNMENT
Motion was made by Committee Member Haiden, seconded by Chairperson Seeley to
adjourn the November 4, 2009 Parks & Recreation Committee Meeting at 8:30 p.m. All in
favor. Motion passed unanimously.

Suggestions / things that Matt would do differently:
Wouldn't use an inflatable Screen. However it does work well.
Entertainment before the movies such as music
St. Paul spent a lot of money because they had it. Centerville could do it for less. The movie
rights are a fixed cost. Equipment could be rented or purchased much cheaper.
Options for Centerville Movies in the Park
Hire:
There is a company out of Hastings that will do the entire event. The cost would be approx
$1,000 plus the cost of movie rights
Purchase and Rent:
Screen
Any white surface will work; some surfaces will work better than others. There is a
company that sells used vinyl billboard tarps. (www.billboardtarps.com). They are
heavy duty vinyl tarps. One can be purchased for $25 (shipping not included).
Projector
Projectors greatly vary in prices. I suspect one could be purchased for $1,000 - $2,000.
We could potentially find a place to rent.
Sound system
Another candidate for rental equipment.

SUBJECT: Request for Use of Ball Fields at Laurie LaMotte Memorial Park
For your information the following was the recommendation the committee made to City
Council for 2009.
The Parks & Recreation Committee made the following recommendation for City Council
consideration at their December 2008 committee meeting.
The Parks & Recreation Committee received a letter from the Centennial Lakes Little League
requesting the use of the Laurie LaMotte Memorial Park ball fields and the same service provided by
Public Works Staff in regards to grooming the fields prior to games. This would be the same schedule
as was approved in 2008. At this time, no other requests for the ball fields have been received.
Motion was made by Chairperson Seeley, seconded by Vice - Chairperson Amundsen to
recommend City Council approve the request from Centennial Lakes Little League to use the
three baseball and softball fields and facilities located at Laurie LaMotte Memorial Park for the
summer months of 2009 beginning April 1 through August 15, 2009, Monday through Friday
from 4:00 p.m. until dark with the same service provided by Public Works Staff in regards to
grooming the fields prior to games. All in Favor. Motion passed unanimously.

This letter is to request the use of baseball and softball fields and facilities at Laurie LaMotte
Memorial Park for the summer months of 2010 beginning April 1 through August 15, 2010,
Monday through Friday, from 4:00 p.m. until dark. These fields will be assigned as home fields
for the children who live in Centerville and Lino Lakes that are served by the Centennial Lakes
Little League. We will send you a copy of the game schedules as soon as they are printed so you
have a schedule for our dragging agreement for Lamotte Park.
Additionally, we are planning our park clean up day for Saturday, April 10, 2010 with a back up
date of Saturday, April 17`

Event Parameters
1. This is a Centerville Parks and Recreation Committee event.

2. The event will be funded via local business sponsors and a nominal user fee of
$20 per participant. The actual cost for 2009 was about $40 per participant.
The sponsors cover the majority of the cost.
3. There was a net gain in 2009 of approximately $1100, which is available for
funding the 2010 event.
4. Fee structure for 2010 is:
a. $10 for children 12 and under
b. $ 20 for participants who register on -line or at the City's offices prior to Aug
7th.
c. $25 for race day registrants.
d. The first 60 people to register will be awarded a water bottle.
e. Last year we offered a lower fee for early registration. That did not seen
affective. We have 60 water bottles left over from last year. This is a no cost
item.
5. This is a USA Track and Field(USATF) certified course.
6. The race will be conducted using USATF rules.
7. The Race Director (assisted by the City staff) is responsible for obtaining
required permits and coordination.
8. There will be a written contingency plan. (This was a requirement place on us
last year by the Centennial Lakes Police Department (CCPD). In 2009 we
needed the plan and used it. The plan will be updated based on 2009 lessons
learned.
Course Changes
The course will be the same as 2009 with some minor changes. These changes
will require a re- certification of the track distance by a USATF official. There is a
$175 fee. The changes in the course are based on some know facts and at least
three assumptions.
Anoka County is building a new trail in the Rice Creek Regional Park that runs
from County Road 14 to the Centerville Lake beach. Assuming that the trail is
completed, we will be expected to use that trail avoiding the need for road closures

in the park. Use of the new trail will impact the distance and thereby require re-
certification.
The placement of some of the Lions Fete des Lacs support vehicles (beer truck and
RV) near the finish line was tolerable but less than ideal. We may move the finish
line slightly. We are considering moving the start line into St Genevieve's
Community Center parking lot. This move avoids controlling traffic on
Centerville Road before the race. I have talked to the CCPD, who have agreed in
principle.

a. We know that the Lion's Club

participation will be less that earlier years; increasing our expenses for
portable toilets.
b. On the plus side we need some tents or shade covers. We may be able to
borrow them from the Lions.
2. Parade
a. Last year we shared volunteers with the parade. Tom Lee organized and
recruited the volunteers. I have sent Tom an e -mail note asking for the same
service.
b. Last year the run paid for all the volunteers shirts. The bright color really
made their shirts stand out. The volunteers were a super team. Paying for
their shirts was a real bargain. Will do the same in 2010.
3. Lexington 5K
I will work with The Lexington Fire Department's 5K as a volunteer and will
approach them about shared flyers. We could put our information on one side and
theirs on the other and pass them out at races earlier in the summer or hang them
on Centerville and Lexington door knobs.
4. The Citizen
a. Debra Barns, The Citizen editor, provided great support. She published at
least three articles I wrote for release. She also wrote a nice post race article.
We will do this again.
b. We place some paid ads in The Citizen. We will do this again.
c. Ms Barns volunteered as the race photographer. She did a great job and
provided us with all of her photos. I intend to use them in an e -mail
campaign. Hopefully, she will do that again.

Lessons Learned 2009
Overall the 2009 event planning was solid and the event was successful. We will
however make a few adjustments based on 2009.
1. Contingency Planning:
Following the guidance of Sgt Russ Blanck, CLPD, we had and used a written pre -
coordinated contingency plan. We modify that contingency plan to be better
prepared for medical emergencies including appointing an alternate race director.
2. Hot Weather
We are going to start the day with our hot weather plan in effect. We will add a
third water station near mile marker four (4). We will also have a cooling station at
the finish line. (covered area and misters). If we can find the tents - we should
have a shade cover for the timers and for registration.
3. Registration
The volunteers did an excellent job with race day registration especially with
the move from the parking lot to the community center. I still feel this is a weak
area. We will plan on all race packets to be picked up on race day morning as well
as walk -up registrants. We need better signs for race day and a pre - arrange layout
of the registration area. We also should have an information table.
4. Signs / Markers
In 2009, I was reluctant to buy more signs. That was an error. We need better
signage to advertise the race, for race day parking and registration, and as mile
markers on the course. The balloons, which I thought were such a great idea last
year, failed completely.

REMINDER:
TO ANIMAL OWNERS
Please be a good neighbor and a responsible pet owner and
follow Centerville's City Code - Chapter 90, pertaining to
animals.
Animal Cleanup: You must have suitable equipment in your possession to pick up your
animal's feces when exercising your animal off your property. Feces must be picked up
immediately and disposed of in a sanitary manner. During the period of November 1 — April 30
all feces shall be removed from the owner's premises within seven (7) days, during the period of
May 1 to October 31s all feces shall be removed from the owner's premises within forty-eight
(48) hours and disposed of in a sanitary manner.
Habitual Barking is prohibited and is defined as barking for repeated intervals of at least five
(5) minutes with less than one (1) minute of interruption. Such barking must also be audible off
of the owner's or caretaker's premises.
Animals Running at Large is prohibited. Dogs, cats and ferrets must be in the control of the
owner at all times. Animals are not allowed to run freely off of your property.
Licensing is required for all dogs, cats & ferrets over 6 months of age with proof of rabies and
distemper vaccinations required, as well as proof of neuter or spay if applicable. Dog license
tags must be worn at all times.
Farm Animals shall only be kept in an agricultural district of the city or on a residential lot of at
least ten acres in size, provided that no animal shelter shall be within 300 feet of an adjoining
piece of property. An exception shall be made to this section for those animals brought into the
city as part of education, an operating zoo, veterinarian clinic, scientific research laboratory or a
licensed show or exhibition.
All dog bites must be reported to the police immediately. All calls for service should go
through 911.
