ANNOTATIONS
APPEARANCES
1. Rockne Goertz - Mr. Goertz will be present to discuss his
revised grading plan for Clearwater Meadows. If the City
Engineer finds no major issues with the revised grading plan,
I would recommend that the Council approve the revised plan.
2. Kathy Boudreau - Ms. Boudreau will be present to request
permission to install a water ski ramp on Centerville Lake
for use by the Bald Eagle Water Ski Club.
OLD BUSINESS
1. Lakeland Hills - Any questions or comments on the Lakeland
Hilts plans and specifications can be discussed at this time.
2. Senses Water Meter Reading System - Ed Weigert will provide
the City with a sample ordinance that could be adopted
specifying how the builders would need to install the new
meter reading system. Paul and I are trying to arrange a
meeting with Ed to see this system in action. If we are
unable to schedule this before the meeting on the ninth, I
would recommend that Council table this issue to a future
meeting.
NEW BUSINESS
1. Resolution No. 97 -09 CDBG - Adoption of this resolution will
allow the City to utilize some left over funds from the park
accessibility project to be applied to the senior housing
project. I recommend adoption of this resolution.
2. MSA to H.R. Green, Consent to Assignment of Contract - A
representative from H.R. Green will be present to answer any
questions on this issue. Greg Hellings has provided his
written legal opinion on this issue. I do not see a problem
with assigning this contract.

Grading Plans for subdivisions have been used by Developers, Builders and municipalities since the late 50's and early 60's. •
The grading plan serves several purposes which are not limited to those listed below.
. 1. Initial Site Grading •
2. Guideline for home construction
1. Finish Grading
4. Continuity of drawing from one lot to another and also one block to another
5. Basis for engineers to design storm saver
As requested I am going to further explain Item 2 which is the Guideline for home construction. The grading plan has
existing and proposed elevations shown on it at several )orations. The existing elevations are self explanatory but the
proposal elevations require a little more in depth explanation There are basically 3 levels of proposed elevations depending
on the flexibility of adjusting the grades shown on the plan These levels are listed below. •

The reason the house elevations have the most flexibility is that there are a number of considerations that must be observed
but as long as Web thesc are utet the elevation of the garage can be adjusted up to 1.5' fat without changing the setback.
Obviously if the setback is increased so can the height of the garage. The considerations that are critical and limit the
elevations are as follows.
•
1. Minimum of 18" slope from garage floor to street
2. Maximum of 10% driveway grade •
3. MbNbuuus of 2 feet above H.W.L. of aditnuiag petals to basement opening
4. ;, Minimum of 1% drainage swaies

Gentlemen:
This letter is being sent to you for the purpose of clarifying what the elevailions shown on the
Grading Plan for Clearwater Meadows are intended to show.
A common practice among Professional Surveyors and Engineers Is to dr:lw a "box" on each
lot showing the approximate location of a future building pad. Along with :his "box" is written
an elevation reflecting what the future °proposed" grade at the front or re¢:r of the house pad
may be. The rear elevation Is generally close to a walkout grade and 'be front elevation,
unless otherwise specified, is an approximate finish grade of the house pad, not necessarily
the exact elevation of a garage floor. The garage floor elevations are set on each Survey as
the lots are sold and accommodate the house to be built. We try to keep the driveway grades
between 5 and 10 percent (5 -10%) and the most critical elevation is the ininimum basement
grade that was pre - determined for the site.

RE: REVISED GRADING PLAN - CLEARWATER MEADOWS
Dear Mr. March:
We are in receipt of a revised grading plan received on Tuesday, May 27th. The grading
plan shows several lots with proposed house elevations modified from the original plan. We
have reviewed the plan and have listed each lot on the attached table,
The table shows the proposed driveway slope for each lot with the proposed or adjusted
house elevation. Most of the driveways will be around 8% average slope or less. This is
only an average, as driveways are typically constructed with a more flat parking area near
the garage, and then a steeper grade to match the curb.
The contours on the revised grading plan have not been revised. There are areas on the
grading plan where the contours do not match with the proposed revised house elevations.
However, drainage of individual lots in these areas will be met if the lots are graded
properly Most revised elevations are higher than the original elevations, allowing for a
steeper slope away from the houses.
Our reconunendation at this time would be for the Council to approve the revised grading
plan subject to approval by the City Engineer and City staff. A 14-day period could be
placed on the approval allowing the Developer time to make any revisions requested by the
City such as modifying contour lines and drainage patterns. Please ler us know if you have

RESOLUTION NO. 97 -09
RESOLUTION APPROVING THE DESIGNATION OF FISCAL YEAR 1996
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING
IN THE AMOUNT OF $5,000 TO BE REALLOCATED
TO THE SENIOR HOUSING PROJECT #667
WHEREAS, the City of Centerville has been allocated $5,000 in the 1996 Community
Development Block Grant funding project #669, and
WHEREAS, the City Council of the City of Centerville has reviewed and evaluated alternative
projects proposed for Community Development Block Grant funding, and
WHEREAS, the City Council of the City of Centerville requests $5,000 be reallocated from
Community Development Block Grant project #669 - Accessibility to Parks Project be allocated
to Community Development Block Grant project #667 - Senior Housing, and
WHEREAS, it is the desire of the City Council of the City of Centerville to utilize the said funds
to help acquire a site for senior housing, and
WHEREAS, it has been determined that Senior Housing could provide valuable services to low
and moderate income individuals within the community,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Centerville
hereby approves, with concurrence of Anoka County, the allotment of $5,000 of the 1996
Community Development Block Grant funds of project #669 - Accessibility to Parks be allocated
to Community Development Block Grant project #667 - Senior Housing.
Passed by the City Council of the City of Centerville on this day of 1997.

Subject: Clear Water Meadows Development
Complaint against K -G Developers
We are the homeowners of Lot 1, block 1 of Clear Water Meadows
and are representing also the concerns of the homeowner of Lot 2 in
regards to the perpetual easement of ten feet on each lot for a public
walkway and trail.
This easement, which was signed by the developer and the city, and
is recorded in the city planners documents, had never been nor was
any attempt made to disclose to the builders; M &M Homebuilders, the
Realtors; Edina Realty, or the home owners; myself and my neighbor.
No record has been made on any plat drawing to my knowledge, and
that was confirmed by Dave Nyberg last Friday, June 6th, 1997, and
also by my builder and Realtor.
The easement in question came to our knowledge Thursday, June
5th, 1997 when Mr. Nyberg informed us that a survey crew was
coming to stake out the path. My response to him was, "what path ?"
The easement, or path in question, will travel between our two yards
and leave our front and private back yards open to public viewing. We
did not move to Centerville to be looked at day after day. This public
walkway is a matter of privacy to my neighbor and myself. We are
also concerned about the safety of our daughter playing in the yard
while strangers are walking by on the path. If we had known about
this easement and path, we would have never purchased the lot that
our home is on now.
As it is surveyed at this present time, the edge of the pathway comes
to within 16 feet of the living area of our home.
If this athwa is constructed, we will be looking for another

community to live in that respects the privacy and wishes of it's
citizens and informs the home owners and builders in their community
The second issue ertains to a city ordinance that requires the home

owner to sod the front and sides of their yards. To our knowledge,
none of the home owners in Block 1 of Clearwater Meadows, who are
associated with M &M Homebuilders, know of this ordinance. We were
made aware of this ordinance only by chance when Paul and Ken
stopped over to inspect the founaation for our deck.
We have brought in black dirt and seeded to the price of $300.00 plus,
and the city is telling us to cover up our grass and sod over it
Our complaint begins with the developer, K -G Developers, for not
providing disclosure to the above issues before the properties were
purchased and built on. We strongly urge the City of Centerville to act
on our complaints and also act in regards to the complaints against
K -G Developers.
