Pay Estimate No. 10 - Acorn Creek Project Summary: The pay estimate includes just over 1 ton of rip -rap that was not previously paid, along with several density test for the project. CIVIL ENGINEERING. 2. Letter - Peltier Lake Drive watermain extension costs VIRONMENTAL JNICPAL Summary: At the January 22nd Council meeting, we were asked to prepare PLANNING preliminary cost estimates for a watermain creek crossing and SOLID WASTE extending watermain along Peltier Lake Drive. The Peltier Lake STRUCTURAL Drive watermain extension option includes the costs associated SURVEYING with a minimal amount of street work. The street restoration TRAFFIC work would be the minimum amount necessary to install the TRANSPORTATION watermain. As the costs show, there is a significant deficit for funding the project. Mr. Mike Black, from Royal Oaks Realty, E ECTR :CAUMECHANICAI will be present at the Council meeting to discuss Lakeland Hills. ENGwEERwG: The City Council should also discuss the proposed credit that F ✓AC WSR ,,,, ,oN Royal Oaks Realty would pay the City should the City initiate a DA project of extending watermain along Peltier Lake Drive. SCA SYSTEM CONTROLS 3. Letter - Plan and Plat review comments - Lakeland Hills Summary: The comments in the letter were discussed at the February 4th Planning and Zoning Commission meeting. The developer is currently working through several wetland permitting issues. Most of the comments are minor items that can be fixed prior to final plat approval. January 28, 1997 James March City Administrator 1880 Main Street Centerville, MN 55038 Dear Mr. March: I am writing to update you on a number of issues regarding Lakeland Hills since the January 7, 1997, Planning Commission meeting. Attached is draft #2 of the protective covenants for Lakeland Hills. At the Planning Commission meeting, questions were raised to the composition of the Architectural Review Committee and to the control and design of assessory buildings. The Committee make up is addressed in Item # 17 and the design and construction of accessory structures is addressed in Item # 3, As a result of a staff meeting with your consultants at MSA, a revised grading plan has been prepared. The revised plan does not affect the over all density, number of lots or street pattern. The revision addresses details on storm water management, ponding and lot grading and drainage. Only minor revisions to the preliminary plat have been made. The consultants at MSA have pointed out that Section 24.01 of City Ordinance Number 8, (regulating the subdivision and platting of land), limits the length of any block to be 620 feet. A variance is therefore needed because our loop street design creates a block over 1000 feet long. Section 51.03 of Ordinance 8 states that the City may approve a variance where exceptional topography or other physical conditions create a hardship if the strict compliance of the ordinance were required. In this case, the topography and existing wetlands do merit approval of the variance. This wetland area is drained through three culverts under Main Street. These culverts will need to be cleaned in the spring to allow for drainage to flow under Main Street to Centerville Lake. • We recommend an extension of the storm sewer system along the street through the development to the Centerville Road intersection. This would eliminate the need for a valley gutter at this location. • At both entrances to the development off of Main Street, small detention ponds are shown at each storm sewer apron. These ponds need some type of outlet with elevation shown, either a swale or pipe. • Storm sewer is shown crossing the street at each entrance off of Main Street. The depth shown is not adequate to accommodate both the storm sewer and the anticipated street section. • An elevation for the overflow of the pond in Lots 7 and 8, Block 3, needs to be shown. • The Grading Plan should be designed so that the depth of the sanitary sewer is a minimum of 8 feet deep. • We recommend the watertnain be looped at the north part of the project to minimize the lengths of dead -end lines. The City Council is currently considering alternatives, including a watermain extension along Peltier Lake Drive or requiring the developer to cross the creek and connect to the watermain along Clear Ridge. • On the final utility plans, hydrants will be placed so that all homes are covered by an area with a 250 -foot radius. ▪ Gate valves will be placed with a minimum distance between valves of 1,000 feet. • Watermain is shown to be extended from near the hydrant on Westview Street north into the development. To estimate this cost, we contacted the Anoka County Assessor's Office to determine a square foot rate for the land value. Based on the land valuations on file at the County, the rate for the land is approximately $2.40 per square foot. Assuming an easement 20 feet wide, the easement costs range from $3,400 to $8,000, depending on the different length of easement needed to acquire. For determining the cost associated with Option 3, we assumed the watermain will be extended north on Centerville Road from the Lakeland Hills plat boundary, and then east along Peltier Lake Drive, as shown on the attached sketch. The watermain will be constructed ten feet inside the right -of -way line, approximately five feet from the edge of the street. For conservative estimating purposes, we have estimated the street is removed to the centerline. In order to serve homes on the opposite side of the street, the watermain services will be bored under the street. The estimated construction costs for this option are listed below: Watermain $ 87,000.00 Street Restoration 70,000.00 Landscaping (sod only) 12.000.00 Total Construction Estimate $169,000.00 Assessments Some of the costs for Option 3 could be recovered by assessing the benefitting property owners and a credit from the developer. The developer of Lakeland Hills has tentatively indicated he would be willing to contribute a credit toward the Peltier Lake Drive watermain extension option equal to the value of the creek crossing. Based on the cost estimates listed in Options 1 and 2 above, this credit could be around $35,000, not including overhead. Adding an overhead cost to the estimate would increase the credit from the developer. For estimating the total assessment revenue, the assessment to each property owner is based on the assessments from the 1996 watermain projects in Centerville with a 3.6% increase. The new 1997 assessment is then $1,704.13. This 3.6% increase is based on the 1996 ENR cost index for construction projects. There are 30 benefitting property owners in the Peltier Lake development that would be provided water service. Water service is not proposed to two residents at the north end of Peltier Circle and five residents along the Clearwater Drive cul -de -sac. The total revenue generated from the assessments is $51,125. It would be important to extend a trunk watermain through the Lakeland Hills development that could provide enough water through a single "dead -end" watermain. In all likelihood, it may be many years before the watermain would be looped back down Main Street to the downtown area, providing a loop connection for the residents on Peltier Lake Drive west of Centerville Road and also the properties in the vicinity of the Waterworks establishment. Oversizing this line would further increase the cost of the watermain portion of the project. An 8" watermain was used for our estimate. It is difficult to determine a fair cost to use for the credit of crossing the creek. As indicated earlier, the examples we used for easement costs included a cost per square foot based on the land value on file with Anoka County. Unless an appraisal is done to better determine the cost for the easements, this cost will need to be negotiated between the developer and the City. Our construction costs for the creek crossing options include the standard creek crossing methods required by the Department of Health, including restrained joints and the installation of a valve manhole with a tap. 260/090 -0406. feb Mr. Jim March February 5, 1997 Page Five The City has discussed the option of completely reconstructing Peltier Lake Drive. This would greatly increase the cost of the project. Using the cost for a standard 7 -ton road section, we estimate a complete reconstruction cost to be $210,000, not including storm sewer improvements, driveway aprons, or additional landscaping. We hope the above information is useful to the Centerville City Council for making a decision about looping the watermain proposed for the Lakeland Hills development. The Group did commence the Phase I work setforth in the john powers agreement (JPA). A request for statement of qualifications (50Q) was sent out to possible consultants and complete SOQ's were received from eleven consultants. During the course of reviewing these SOQ's, the Minnesota Department Health (MDH) advised the Group of changes in the wellhead protection program as a result of the recent 1996 Safe Drinking Water Act Re- authorization. One of these changes, which significantly changes the public water suppliers responsibilities, is that the MDH must do the protection zone delineation. For this reason the JPA Group has recommended that we discontinue the consultant selection process. The MDH, in addition to advising the JPA Group about changes in the wellhead protection program, presented a proposal for wellhead protection planning (copy enclosed). The proposal consisted of four parts; the first three relate to delineation of inner and outer wellhead protection zones and the fourth relates to wellhead protection management programs. This proposal essentially places the MDH in the "consultants" role. The activities under the MDH proposal for the city are unchanged and the County would continue to serve a coordination function. The products that would be produced by the MDR proposal would satisfy the wellhead protection planning requirements. There will be no out of pocket costs to the city for participation in and completion of parts 1, 2, and 3 of the MDH proposal. The JPA Group review of the MDH proposal found it to be satisfactory and in the city's best interests and has recommend that parts 1, 2, and 3 of the MDH proposal, with no associated out of pocket costs for consultant, be accepted and the work authorized. The fourth part of the MDH proposal is not being recommended at this time, because the specifics of that part will be dependent on the outcome of parts 1, 2, and 3. If there is any costs associated with part 4, it will be a very small amount. A recommendation concerning part 4 will be developed latter when the results of part 1, 2, and 3 are known. Authorization to commence the work on parts 1, 2, and 3 of the MDR proposal will not commit the city to any financial obligation for part 4. The - Minnesota Department of Health (MDH) is the lead agency for administering the state's wellhead protection program but public water suppliers will be responsible for preparing and implementing wellhead protection plans under provisions in the draft state wellhead protection rule. The rule is anticipated to be promulgated in 1997 and efforts to prepare wellhead plans should follow the procedures specified in the current draft rule language. MDH is pleased that the joint powers board communities wish to develop and implement wellhead protection plans on a volunteer basis. MDH will provide staff support to help communities prepare their plans including delineation of wellhead protection areas. The joint powers board has indicated a willingness to begin wellhead planning as soon as possible but MDH has already committed its available staff to helping other communities. MDH offers the following schedule for wellhead protection work plan for consideration by the joint powers board and Anoka County. PART 1. PREPARING INNER WELLHEAD PROTECTION AREA MANAGEMENT ZONE PLANS. 1. Designate the inner wellhead management zone for each well in the community water supply system. This is defined by 1) a 200 foot radius around a well which does not have at least 50 feet of water tight casing and penetrates at least 10 feet of a geological confining layer or 2) a 150 foot radius for a well which exceeds these requirements. Target date - March 1, 1997. Lead agency - each community. 2. Conduct an inventory of potential contaminant sources within the inner wellhead management zone for each well in the community water supply system. Target date - June 1, 1997. Lead agency - each community. 3. Identify non - complying sources and their potential impact on the quality of the water pumped from the community well. Target date for completion - July 1, 1997. Lead agency - each community. 1 L 4. Determine the management approach(es) that will be used to address noncomplying sources to offset their potential to contaminate the community well. Target date for completion - September 1, 1997. Lead agency - Each community and Anoka County Health and Environmental Services. PART 2. COLLECT INFORMATION NEEDED TO DELINEATE WELLHEAD PROTECTION AREAS. Verifying well vulnerability - 1. Review existing well construction data to confirm vulnerability assessments currently assigned to the joint powers board communities by the Minnesota Department of Health. Target date for completion - March 1, 1997. Lead • agency - MDH 2. Select community wells for tritium analysis to confirm well vulnerability assessment. The number of wells selected in a community will depend on the locations of wells, the number of aquifers used by the city, and existing tritium, contaminant monitoring, or 14 carbon analyses. Target date for completion - April 1, 1997. Lead agencies - MDH and Anoka County Community Health and Environmental Services 3. Sample wells for tritium, general chemistry, and field parameters. Analytical cost per well is about $200 which will be paid by MDH. Target date for completing well sampling - May 1, 1997. Lead agency - MDH and Anoka County Community Health and Environmental Services. (Note: The tum around time for the laboratory is about 3 months.) 2 Determine whether existing pumping information for community wells offsets the need to conduct pumping tests to satisfy the wellhead protection rule requirements. - 1. Cities will compile the test pumping information for each well in their system that was collected when the well was constructed or after it has been serviced or repaired. Pumping tests should consist of at least 24 hours of pumping or recovery data for wells completed in a confined aquifer or at least 72 hours for wells completed in unconfined aquifers. Target date for completion - April 1, 1997. 2. Review pumping test data to determine whether additional pumping tests will be needed to characterize transmissivity for the aquifers used by the communities in the Anoka joint powers boar group. Target date - May 1, 1997. Lead agency - MDH. 3. If needed, identify locations where additional pumping tests should be conducted to characterize aquifer transmissivity. Target date - June 1, 1997. Lead agency - MDH 4. Conduct needed pumping tests. Target date for completion of tests and data analysis - October 1, 1997. Lead agency - MDH with participation by the city in which a pumping test is conducted. Characterize groundwater withdrawal by community wells. - 1. Collect the annual amount of groundwater pumped by each well in a community water system for the previous five years (1991 - 1996). Also, estimate the amount to be pumped annually for the next five years. Target date for completion - May 1, 1997. Lead agency - Each community will collect its own data. MDH will compile it into a county-wide table by November 1, 1997. 3 • Verify community well locations and those of other high capacity wells within a mile of joint powers board municipal wells. 1. Obtain Global Positioning System (GPS) locations for the joint powers board community wells which MDH has not completed. Target date - May 1, 1997. Lead agency - MDH. 2. Obtain GPS locations for non - municipal high capacity wells that are within one mile of community wells. These other wells will be identified in the SWUDS data base administered by the Minnesota Department of Natural Resources. Target date - September 1, 1997. Lead agency - ? (Possibly Anoka County Health and Environmental Services.) PAR DELINEATE WELLHEAD PROTECTION AREAS AND DRINKING WATER SUPPLY MANAGEMENT AREAS FOR COMMUNITY WATER SUPPLY WELLS. Determine the methods that will be used to delineate wellhead protection areas for the joint powers board wells. 1. Select methods for delineating WHP areas. These may include a variety of methods such as 1) using the results of the metro model being constructed by MPCA, 2) the Prairie du Chien - Jordan model being proposed by MDH, 3) the Wellhead Protection Area Code developed by the U.S. EPA, and 4) county scale models developed by the joint powers board. This topic would be discussed at the February and March meetings of the joint powers board. Methods would be selected by June 1, 1997. 2. Identify the party or parties who will be responsible for delineating wellhead protection areas. The default is MDH. Target date - August 1, 1997. Lead agency - Joint Powers Board. 4 Hold scoping meetings to determine wellhead protection area delineation and vulnerability assessment requirements. 1. MDH will meet individually with each joint powers board member community to identify 1) how the delineation criteria in the state wellhead protection rule will be met, 2) the information that must be collected to delineate the wellhead protection area, 3) the information needed to identify property parcels that will be used to delineate the drinking water supply management area, and 4) the approach that will be used to assess aquifer vulnerability in the wellhead protection area. Target date - January through February, 1998. Delineate wellhead protection areas for wells completed in confined aquifer settings. 1. Delineate WHPAs using the method(s) agreed on by the joint powers board communities and MDH. It is anticipated that if MDH does the delineations, it will prioritize communities using the phasing numbers currently assigned to them. MDH completion date for all delineations in confined aquifer settings would be by July 1, 1998. , 2. Delineate drinking water supply management areas for wells by overlaying the wellhead protection areas on parcel maps. Target date - November 1, 1998. Lead agency - Each community. 3. Verify well and aquifer vulnerability assessments for each wellhead protection area. Target date - November 1, 1998. Lead agency - MDH and Anoka County Community Health and Environmental Services. 4. Formally submit a request to MDH to approve the delineations and vulnerability assessments. Target date November 1, 1998. Stormwater Fee Structure 260/000 -0312.feb INTRODUCTION On December 11, 1996, the City of Centerville authorized MSA, Consulting Engineers to study the feasibility of extending watermain and sanitary sewer to serve the properties adjacent to 20th Avenue /County Road 54 south of Main Street in Centerville, Minnesota, and connect to the Lino Lakes water system for emergency purposes. This feasibility study was initiated by the City Council and not by a petition of the affected property owners. PROJECT SCOPE The scope of this project is to extend watermain from the existing stub along 20th Avenue, south to the Lino Lakes /Centerville City limits, where the watermain will interconnect with the Lino Lakes water system. This connection will provide the City with increased water supply in case of a fire. Under the watermain interconnection agreement, the City of Centerville will need to construct a water tower in the next ten years which would meet the water demands once the City is fully developed. By using a water metering vault, the City of Lino Lakes will be able to monitor the amount of water used by the City of Centerville, and charge them accordingly. The interconnection is the least costly short term method for the City of Centerville to provide adequate water storage. This project also will consist of constructing an 8 -inch sanitary sewer south along 20th Avenue to serve the properties adjacent to 20th Avenue. Three properties along 20th Avenue: Lake Area Utilities, Sheehy, and the Clearwater Meadows Outlot can possibly be served by a gravity sewer from the existing sanitary sewer system, depending on development configurations. COST - EFFECTIVENESS AND NECESSITY OF PROJECT The City has two options in order to provide adequate water storage. The first is to interconnect with the Lino Lakes water system, and the second is to construct a new 500,000 gallon water tower to replace the existing 100,000 gallon water tower. If the interconnection were to be constructed before the water tower, the City of Centerville due to the agreement with Lino Lakes would need to construct a new water tower in the next ten years to provide adequate water storage. The interconnection will allow the City of Centerville to provide adequate water storage for fire flow and daily use of water for property owners in Centerville. Constructing sanitary sewer in conjunction with the watermain interconnection will allow the southeast portion of Centerville to develop with commercial and industrial businesses. By assessing the project costs to the property owners adjacent to 20th Avenue, and the City financing the meter vault, the project is cost - effective. DETERMINATION OF ADEQUATE WATER STORAGE The City Council has discussed the issue of water system storage many tines in the past several months. There is a need for Centerville to increase the amount of available water storage. Although the interconnect is a watermain piping project, whether or not it should be implemented is essentially a water storage issue. The interconnect has the function of increasing the water storage available to Centerville through utilizing the water storage in the Lino Lakes tower FEAS - 260.085 -1- 260- 085 -11 proposed to go online in the summer of 1997. The current water tower in Centerville has a capacity of about 100,000 gallons. There are several different ways to examine water storage needs for a municipality. One method is to provide enough water storage to fight a fire with all wells out of service and without depleting the storage by more than one half. The other half is reserved for meeting domestic demands. The rationale behind this method is that a fire could occur at the same time as a power outage. The fire department would rely solely on the available water storage, as the well pumping capacity would not be available. Using the ISO recommended fire flow rate of 1,000 gallons per minute and a fire duration of 4 hours, the storage requirement is 480,000 gallons. Obviously, this storage volume has never been available to the City, while the community has always been at risk for fires to households. However, as a municipality grows, this method is more practical for calculating water storage volumes because the risk of a fire increases with the number of dwellings in that municipality. Another method to calculate the required water storage volume involves calculating the demand when a fire occurs during the peak period of the maximum day of record. Storage facilities should meet the peak hour flow rate minus the average hourly flow rate of the maximum day demand for a period of at Least four hours. Peak hour demand should be met without depleting storage by more than half, so that a reserve is available for fire fighting purposes. Since data was not available to determine peak hour, a peak hour demand of 2.0 times the average hourly flow rate of the maximum day demand was used. This is typical peak hour ratio for similar communities. For example, the maximum day demand for the year 2001 was projected to 0.949 MGD as shown in the City's Comprehensive Water Plan. The peak hourly demand would be 1.898 MGD. To provide peak hourly demand minus maximum day demand for 4 hours without depleting the storage by more than one half, a minimum of 316,333 gallons of storage is required. For the year 2016, 419,000 gallons of storage is needed using this methodology. Still another way to calculate water storage requires review of the water usage records, and setting the required storage volume equal to the average daily use. Records indicate the average daily use is approximately 70 gallons per person per day. In 1995, the water system had a service area population of 932 people. This results in a total required storage volume of about 70,000 gallons. However, given the current development climate in Centerville, connections to the system should increase rapidly in the next few years. An increase of just 150 connections (3 people per connection) would result in the required storage calculated to be 100,000 gallons. According to the Recommended Standards for Water Works, this method would calculate the storage required for a system that does not provide fire protection. As the above summary shows, there is a current need for the City of Centerville to increase the capacity of the available water storage volume. This could be accomplished through either an interconnect with Lino Lakes to utilize the storage from the Lino Lakes water tower, or through construction of a new water tower in Centerville. Ultimately, both the interconnect and the water tower will probably occur. The interconnect will occur when the city watermain system extends close enough to the interconnect connection point through the sequenced extension of the watermain system based on land development. This compares with the water tower costs of $600,000 for the water tower and $32,000 for overhead including engineering. Financing costs, land acquisition, watermain piping, and special foundation considerations could increase the cost of the water tower. Each table has two columns representing the amount assessed to each property owner. The first set of costs is based on area in acres for each lot. The second set of costs is based on the front footage for each lot. Table 3 shows the assessment rates based for the Watermain Interconnection. Table 4 shows the assessment rates based for the Sanitary Sewer.
