CALL TO ORDER Mayor Wilharber called the July 14, 1999 City Council meeting to order at 6:00 p.m. Ms. Gaustad administered the oath of office to Ms. Linda Broussard Vickers. Upon completion, the Council welcomed Councilmember Broussard Vickers to the Council. Mayor Wilharber noted that Ms. Linda Broussard Vickers has been appointed to fill a vacancy created by Theresa Brenner. II. PUBLIC HEARING - None III. APPEARANCES /AWARDS - None • IV. CONSIDERATION OF MINUTES June 23,1999 Council Meeting Minutes Motion by Councilmember Sweeney. seconded In Councilmember Nelson to approve the June 23, 1999 Council Meetine minutes. June 29, 1999 Council Meeting Minutes Motion by Councilmember Nelson, seconded by Councilmember Sweeney to approve the June 29, 1999 Special meeting minutes. Motion carried unanimously. Motion by Councilmember Nelson, seconded by Councilmember Sweeney to approve the payment of Claims for City of Centerville for June 23, through July 14, 1999. Motion carried unanimously. The Centennial Fire District Motion by Councilmember Sweeney, seconded by Councilmember Nelson to approve the Centennial Fire District ratification of expenditures. Motion carried unanimously. Final Pay Estimate for LaMotte Park Motion by Councilmember Sweeney, seconded by Councilmember Travis to approve the final pay estimate for LaMotte Park in the amount of $10, 089.89. Motion carried unanimously. VI. SET AGENDA • Chamber of Commerce / Y2K * Planning and Zoning Vacancies Motion by Councilmember Travis, seconded by Councilmember Sweeney to approve the set agenda as noted. Motion carried unanimously. PETITIONS AND COMPLAINTS Balloon Ride Mayor Wilharber reported he received an invitation from RE/MAX - to participate in a special balloon flight during the Fete des Lacs celebration. Unfortunately, Mayor Wilharber declined to accept the invitation because the ethics law prohibits the acceptance of such gifts. Moreover, he asked Staff to send a letter suggesting the ride be raffled and the proceeds, donated to the City celebration fund. UNFINISHED BUSINESS Royal Industrial Park Final Plat and Developers Agreement Mr. Mike Black (Royal Oaks) gave a brief overview of Royal Industrial Park final plat and developers agreement. The proposed plat is the same with an exception of street names, which are Gateway and Fairview. Mr. Black suggested one change to the developers contract. Currently, the contract reads "The base course shall be completed on or before October 15, 1999." Mr. Black proposed to change the completion date to November 15, 1999. Mayor Wilharber confirmed the new street names originated from the approved street name list. Motion by Councilmember Sweeney, seconded liy Councilmember Broussard Vickers to accept the Royal Industrial Park final plat and developers agreement with correction to the date of completion and the street names. Motion carried unanimously. Page 2 of 5 Tri-City Police Department Mayor Wilharber commented in regards to the large portion of the budget that is dedicated to the Police Department and that it was imperative that the city have representation from the Council and the citizens on the Tri-City Police Commission. The Councils consensus was that the request is reasonable. Motion by Councilmember Travis, seconded by Councilmember Sweeney to approve Mayor Wilharber request. Motion carried unanimously. Public Works Building Sketch Mr. Peterson gave a presentation on Bonestroo's experience and ability to construct a new public works building or to renovate City Hall to suit the needs of the City. Mr. Peterson stated that their architectural , division can do a feasibility study for the City. Motion by Councilmember Nelson, seconded by Councilmember Broussard Vickers to spend up - to $6,000 for a feasibility study. Motion carried unanimously. Mr. March reported that a major investor has voiced an interest in the current Public Works building and area. The proposal is to purchase a large downtown area for redevelopment. Animal Ordinance Mayor Wilharber introduced the League of Minnesota's Animal Ordinance. Ms. Gaustad noted the Planning Commission met on Tuesday, July 13, to consider the Leagues Ordinance. The Commission reviewed and considered the proposed Ordinance and then made a recommendation. It is recommended that the Council grant the Planning Commission more time to review the Animal Ordinance to make it more suitable for this City. In short, the Commission would welcome the opportunity to give further consideration to the Animal Ordinance and its context. Motion by Councilmember Nelson, seconded by Travis to table the Animal Ordinance until the Planning Commission makes a recommendation. Further Discussion: Councilmember Broussard Vickers did not favor eliminating citizens from having animals such as boa constrictors. Mayor Wilharber added that current reptile owners would have to register at City Hall. Motion carried unanimously. Media Relations Specialist Job Description Mr. March gave a brief synopsis of the Media Relations Specialist job position. Mr. March confirmed Mayor Wilharber's questions that the position would take about 7 -10 hours weekly. Mayor Wilharber questioned the hourly amount or associated cost to hire the person. Councilmember Nelson stated that she would like to see monthly and quarterly City newsletters and a quarterly recycling newsletter. After Council discussion the following action was taken: Page 3 of 5 Motion by Councilmember Nelson, seconded by Councilmember Sweeney to approve the job description for the Media Relations Specialist. Motion carried unanimously. NEW BUSINESS Resolution 99 -08 Approving Centerville Lions Application for Authorization for Exemption for Lawful Gambling License Motion by Councilmember Travis, seconded by Councilmember Sweeney to approve Resolution 99 -08. Motion carried unanimously. Fees Associated with a Transient Sales License / Fund for Public Interest Research The Council discussed contributing to local not for profit organization. ' Motion by Councilmember Nelson, seconded by Councilmember Broussard Vickers to deny the request to waive fees for Transient Sales Permit within the City. Motion carried unanimously. Planning and Zoning Vacancies and the Commission's Recommendation Ms. Gaustad reported on the Planning and Zoning vacancies and the Commission's recommendations. The Planning Commission met on Tuesday, July 13, to interview and consider applicants for the Commission. Since the Commission was authorized to move from a five to seven member commission and the two resignations from Mr. John Buckbee and Linda Broussard Vickers, four positions were available. The Commission interviewed and recommended Rob Sheppard, John McLean, David Killian, and Ray Devine. Motion by Councilmember Sweeney, seconded by Councilmember Travis to approve the Planning Commission's recommendation. Motion carried unanimously. - VII. CONSENT AGENDA Annual Performance Review for Ken Cook - Building Inspector Recommend a step increase to Step 4, Grade 5. Motion by Councilmember Nelson, seconded by Councilmember Travis to approve the consent agenda. Motion carried unanimously. VIII. COMMITTEE REPORTS IX. ADMINISTRATORS REPORT Mr. March reported that the Environmental Study for Acorn Creek has been forwarded for review and Park and Recreation Committee is interviewing companies for play ground equipment. Last week, Mr. March met with Lino Lakes, and Anoka County in regards to LaMotte Park. Mr. March stated that he is working on TIF (Tax Increment Financing) reports and expects to be done soon. In addition, Mr. March suggested the Council establish a budget workshop date. Councilmember Page 4 of 5 Nelson questioned if it was decided that Council would establish goals and objectives prior to the budget workshop. Mr. March replied that the workshop could include both the budget and goals. Councilmember Sweeney expounded on Safety Camp that is held from 6 a.m. to 6 p.m. and is designed to assist in safety procedures while camping, biking or fire safety, etc. The cost is $10.00 which is to off set a meal and beverages. Through out the day, children work with Police Officers, Fire Fighters and parents. Councilmember Nelson requested an update on the Cedar Street property and the purchase of a generator. Mr. March planned to bring the generator information before the Council after the City is in receipt of additional information regarding the generator and its size. Mr. March explained the Council can discuss selling or using the Cedar Street property at a future meeting. Councilmember Nelson queried Staff regarding the Notice of Repairs sent to citizens. Mr. March explained that he was in discussion with Mr. Hoeft as to the legal issues concerning same. Resolution 99 - 09 Centerville Elementary School Speed Reduction Zone Ms. Gaustad gave an update pertaining to the Centerville Elementary School Speed Reduction Zone: In short, Legislative action supports speed reduction near the school. However, Anoka County needs Centerville Council approval, prior to the signage change. Mr. Jon Olson (Anoka County Highway Department) was present to answer questions from the Council. Marcel's father came to Centerville from Quebec in 1900. His mother was the daughter of Joseph Peltier, the original owner of the bar today known as Kelly's, where she was born and raised. Eleanore and Josephat had 12 children, two of whom died in childhood. Marcel was born in the white house between Kelly's and the Trio Inn. On that very day, his father wired the house for electricity. So not only was Marcel born, but Centerville Electric was born too. Marcel attended school in Centerville up to the 10th grade. He studied his last two years at the White Bear Lake High School and graduated in 1944. During his high school years, Marcel also worked at his father's electrical business and at Minnesota Mining and Manufacturing, more commonly known today as 3M. After graduation, he entered the Navy. During a training exercise, however, he injured his back and was unable to continue his military service. Soon after, he married Dorothy Lessard, a young woman whom he met at an ice cream parlor in White Bear Lake. Together, Marcel and Dorothy had 10 children. In 1948, ►si D,cFf Q. z T. gy evONIm- Marcel built their house on Sorel Street across from St. Genevieve's Church. Ten years later, they moved to a larger house on Progress Road, which would be Marcel's home for the next 40 years. While Dorothy took care of the children and the home, Marcel ran three businesses at the white shop located at the corner of Main Street and Progress Road. He worked from 6 a.m. to midnight. There he ran the electrical business that his father started, and he renamed it Rivard Electric. He also operated a school bus service called Rivard Transit and eventually added another building next to the shop to store the school busses. He often provided free transportation for the Boy Scouts' camping trips. His third business was a repair garage. In 1948, the village had difficulty finding a constable until Marcel agreed to take on the job. He would often be called out at night to break up fights in the bars. He remembers the big fights at the Twin Lakes Pavilion, now called Waterworks, where he hauled 15 people to jail in one night. After charges were filed, court was also held in the jail. Marcel's father presided as the judge. Marcel served as the constable for a year, and then he decided to run for mayor. Marcel won the mayor's race and took office at the age of 23. One of the honors of his position was an invitation to the Mayor's Day at the Minneapolis Aquatennial. There he sat at table with Hubert Humphrey and was awarded a prize for being the youngest mayor in the state of Minnesota. Marcel served as mayor of Centerville for six years, but he 15 pr) g.3 1 - , 6rfAv-u- decided not to run again so he could attend night school at the St. Paul Vocational Technical Institute for more electrical training. Four years later, Marcel was elected to the City Council and served a two -year term. In 1972, he ran for mayor again and won. Besides holding public office, Marcel offered much more of his time to the community. gP � . Y He served for 29 years on the Fire Department. He is a lifelong member of St. Genevieve's Church and chaired several of the annual picnic committees. He was the Chief Ranger of the Catholic Order of Foresters, and served as the president of the Centerville Athletic Club. He is a charter member of the Lion's Club, which began 25 years ago, and has held the office of president. Of all his achievements, he is most proud of organizing the Friendly Valley Baseball League, a Class B league that encompassed several of the area towns. They often made it to the State Championships. In 1992, his wife Dorothy became seriously ill. Marcel retired to stay home and take care of her until she passed away a few years later. Marcel's daughter, Peggy, nominated her father for this Lifetime Achievement Award. She says that he has been a major asset to Centerville and has always been the type of person anyone can look up to. We completely agree! So today, Marcel, all of us are looking up to you and recognize your valuable contributions. You have been an outstanding leader, business owner, and family man. We sincerely thank you for your lifetime commitment to the Centerville community. Congratulations! c2 rU l�Va1 1 .3 , E e vvi\er Melvin J. Dupre Recipient of the Lifetime Achievement Award Centerville, Minnesota Presented on July 28, 1999 Melvin Dupre was born in Centerville on December 12, 1920 to Joseph and Marie Dupre. He was one of five children in the family. They lived on the homestead built by his grandfather, Peter Dupre, who was born in Canada and moved to Centerville in 1859. His mother's family also came from Canada. With this strong French Canadian influence, the family spoke fluent French in the home. As a boy, Melvin helped his father on the farm. It was a large farm that extended from Centerville Lake to Peltier Lake to Mill Road. They raised oats, corn, and alfalfa hay. They also had cows and brought the milk to the Centerville creamery. Melvin had many chores. Sometimes his mother would get angry with his father for working him so hard. Besides working on the farm, Melvin also attended school in Centerville. After his high school graduation, Melvin completed a supervisory course at the Farm School at the University of Minnesota. Melvin's hard work as a youngster prepared him well for his five years of service in the military. On December 7, 1941, Melvin was stationed at Camp Haan in Riverside, California when the Japanese attacked Pearl Harbor. Melvin worked at the plotting board to protect our country's West Coast and was on the lookout for unidentified aircraft. In December 1944, Melvin was sent to Texas for advanced infantry training to prepare with other soldiers as replacements for those who fought the Battle of the Bulge. Melvin said that was the saddest day of his life. He arrived in Europe in the spring of 1945 and joined his outfit on the German border. It was the 1st Division, 16th Infantry, or more famously known as "The Big Red One." Before Melvin arrived, this outfit had landed at Omaha Beach on D -Day. Melvin was glad he did not have to join them earlier because he probably would not have survived. Nevertheless, Melvin did fight in combat against the enemy. He was also able to serve as translator for the French civilians in Czechoslovakia who were displaced during the war. On the way home after the war ended, Melvin said, "the best thing of all was seeing the Statue of Liberty. I got a lump in my throat." He arrived home just before Christmas in 1945. Melvin was awarded the Combat Infantryman Badge and the Bronze Star for meritorious achievement in ground combat against the enemy during World War II. With the war behind him, Melvin took a well- deserved vacation before he went back to work. Melvin spent a year in construction and then went to work for the St. Paul Water Utility. For 39 years, he was in charge of the maintenance around the area lakes. Melvin met Joyce Tique at the bowling alley on a blind date set up by his sister -in -law. She really thought Melvin should meet Joyce. Well, it was a great match. Melvin and Joyce were married on November 3, 1951 in Minneapolis. Melvin built their home in which they still live today. It is only two doors away from the house where he was born and raised. In this new Dupre household, the couple had 10 children within 13 years, including 8 girls and 2 boys. Joyce says having such a large family was trying at times, but she is especially proud that Melvin always provided for his family. In addition to his huge responsibility to his family, Melvin served Centerville community for many years and in many ways. In 1954, Melvin attended a City Council meeting to ask for a street light to be installed near his house because it was so dark at night. They said sure, but then asked him to fill a vacancy on the Council, which he agreed to. Now Melvin says, "So then I was stuck." After his appointment, he was re- elected for several terms, for a total of 15 years. He also served on the Planning and Zoning Commission for 12 more years. He remembers that they nearly froze to death during their winter meetings in the old jail. He says, "we didn't hassle too long so we could get out of there." Melvin's complete involvement in the Centerville community is so extensive that we would probably be here all night if we talked about everything, so here is a short version of his long and distinguished record of service: Melvin was a charter member of the Fire Department, which was started in 1951, and he served for 28 years. For the City of Centerville, he also was the representative on the Anoka County Park Advisory Committee. He was a board member for the Forest Lake Memorial Hospital. He was a member on the Centerville Street Naming Committee. He was appointed as the city historian. Melvin was one of the earliest supporters of senior housing in Centerville and helped it become a reality. When the Minnesota Design Team came to Centerville last fall, he not only hosted a team member in their home, but he participated in the follow up meetings for the future of County Road 14. That's still not all! Melvin is a lifelong member of St. Genevieve's Church and he served on the Pastoral Council Maintenance Committee for 3 terms. He has been charter member of the Centerville Lions Club for 25 years and was in charge of their charitable gambling. In addition, he was a volunteer snowmobile safety instructor, and he has delivered Meals on Wheels. Finally, Melvin is a member of the American Legion. Melvin Dupre, you truly deserve this Lifetime Achievement Award. You have been an outstanding member of the community throughout your life and you continue to help shape Centerville's future. We are grateful and thank you for your dedication and hard work. We are also grateful and give our thanks to your beautiful wife and family who have been so supportive and understanding while you sacrificed time with them to help Centerville progress into the fine community we enjoy today. But above all, we thank you for your brave service to our country so that we may continue to live as free Americans. Congratulations! Joseph Napoleon LaMotte Born - December 9, 1893 Died - July 25, 1974 Joseph LaMotte was born to Joseph and Agnes LaMotte on December 9, 1893. He was raised in the world of a General Store. His father ran LaMotte's General Store in the City of Centerville. LaMotte General Store first did their business from a building, which is no longer standing, but was located on the current southeast corner of Goiffon Road and Sorel Street to the south of St. Genevieve Church. At that time Joseph lived here with his brothers and sisters Hector, Archie, Lillie, Dora, Agnes, Cecil and Marie. Joseph lived and attended school in Centerville, along with his brothers and sisters. When Joseph was ready to become a bigger part of the General store mechanics he knew he would need to have more training than he had received to date. Joseph attended a business college in the city of White Bear Lake. While he attended the business college his mode of transportation to and from school was by horseback. On October 20, 1914 Joseph married his wife, Ida May Tourville. It was told by Joseph and Ida that when they got married they had a motorcycle, piano and $50.00 to their name. Their family soon became what was to be a family of many talents, beside mercantile. The family store was then moved and located on the northeast corner of Centerville Road and Sorel Street the family lived in a building attached to the store to the south. This building still stands and is the current Trio Inn. In 1920 the LaMotte General Store, which is still standing on the northwest corner of Centerville Road and Main Street was built. The family then moved into the apartment area above the store. Joseph and Ida had seven children; Dorothy, Floyd, Phyllis, Eleanor, Dauna, Joan and LaVerne. Their children blessed to come from such a loving, talented and caring family. Joseph was a very musically gifted person. He played not only the piano but also the saxophone, clarinet and sang in the church choir. Music was always a part of the family's up bringing. In the General Store business one of the proprietors biggest jobs is supplying everything that a General Store should carry. Joseph would travel every Saturday to St. Paul for supplies. His children remember this as being a very special time if you were picked to ride with him into the city. Eleanor said that he would shut off the engine at the top of the hill by the sink whole (the hill on Centerville Road just north of Hwy 96 through the swampy area) and coast down. He explained to Eleanor that he was saving on gasoline. Joseph LaMotte was remembered for many services to the residents of Centerville. Listed below will be a few that I am currently aware of although I am sure I will have missed many. Joseph served the community as the City Clerk for 20 years. He was a notary public, St. Genevieve Trustee and when needed a fireman. From serving as a drop stop for Local farms for the Gedney Pickle Factory, to a drop off for your dry cleaning, to applying and receiving your driving license LaMotte's General Store was always there and did it all. One of the many services that Joseph did for his community was to transport the area children to school each day in a horse drawn wagon. In later years they obtained a school bus, which was built by Joseph Rivard. Joseph then drove the school bus, but when the snow was to deep for the school bus Joseph would take out the horse and sled to make certain that the children made it to school. While speaking to family members of Joseph, and to older residents of the community you will hear Joseph LaMotte never said a cross word in his life about anyone. Many families would have been put through very hard times if it hadn't been for this man's kindheartedness. During the great depression the general store and Joseph became a life -link for the entire city. Many families faced not having enough money to buy goods they needed for their families to survive. Joseph and his family would never let any family suffer due to hard times. They would make certain that all families had what they needed and payment could be make when they were able to pay and not before. Even after the depression if a resident was hurt and unable to work or unable to get their crops in, LaMotte General Store would always see the family through their most difficult times no questions asked. Joseph LaMotte died in 1974. Before dying Joseph told the story of a man who had heard of Joseph's kindness to his father. Apparently before this man's father died he told his son of the kindness that he was given by the general store in Centerville and that he had never settled his account at LaMotte General Store before leaving Centerville. When the son heard this he came from Ohio to settle his father's debt and to say thank you for the help Joseph had given his family at such a difficult time in their lives. Joseph passed away knowing that all accounts no matter how big or how small had been settled. Joseph and Ida not only managed to keep a family happy and healthy through their lifetime, but also helped to keep the whole community. For this we give the family of Joseph LaMotte our heart felt thanks for all that he has done to make this community a better place to live. Thank you from the community of Centerville. Prepared by: Mary Capra City of Centerville Lifetime Achievement Award Committee July 28, 1999 L MEMO DATE : July 23, 1999 TO : Honorable Mayor and Council/Park and Recreation Committee FROM : Jim March RE : Felco Construction Driveway /Sidewalk Dispute Mr. Steve Felco (Felco Construction) and Mr. Bob Tschida will be present to discuss a problem they have with the sidewalk/driveway at 7329 Brian Drive. This is a confusing story to follow and I will not be able to hit all of the highlights in this memo. The sidewalk in front of this house was constructed at the same time as the builder poured the driveway. The sidewalk was installed with too steep a cross slope the first time. The builder claims that Ken Cook told him to go ahead and pour the sidewalk with the driveway. Ken claims that he never told the builder to pour the driveway. Dick Travis reinstalled the sidewalk at the correct elevation. However, the driveway was already installed at too high an elevation. The homeowner is not happy with the final result of the driveway and sidewalk. The driveway has too steep a slope to be fully usable according to the homeowner. His concern is that his car will "bottom out" and he will not be able to back a boat up the driveway. No party involved wishes to pay the costs for correcting the situation. I am not sure the City has a role in this matter. I am hoping the City Attorney Hoeft will be able to make some sense out of this situation. The builder wanted the City, Builder and Developer to split the costs of this problem on a one - thirds each basis. Ken Cook will be in attendance to give his side of the story. MEMO DATE : July 23, 1999 TO : Honorable Mayor and CouncilPark and Recreation Committee FROM : Jim March RE : Fire Department Budget Attached please find a copy of the 2000 Centennial Fire District proposed budget. Milo Bennett will be in attendance to answer any questions the Council may have on the item. The Centennial Fire Steering Committee approved sending the budget on to the Council's for consideration by each City. I would recommend approving the proposed budget. The three years I have been with the community the fire department budget has had only small annual increases. In my opinion, the City is very fortunate to be involved in the Centennial Fire District. PETITIONS AND COMPLAINTS Balloon Ride Mayor Wilharber reported he received an invitation from RE/MAX - to participate in a special balloon flight during the Fete des Lacs celebration. Unfortunately, Mayor Wilharber declined to accept the invitation because the ethics law prohibits the acceptance of such gifts. Moreover, he asked Staff to send a letter suggesting the ride be raffled and the proceeds, donated to the City celebration fund. UNFINISHED BUSINESS Royal Industrial Park Final Plat and Developers Agreement Mr. Mike Black (Royal Oaks) gave a brief overview of Royal Industrial Park final plat and developers agreement. The proposed plat is the same with an exception of street names, which are Gateway and Fairview. Mr. Black suggested one change to the developers contract. Currently, the contract reads "The base course shall be completed on or before October 15, 1999." Mr. Black proposed to change the completion date to November 15, 1999. Mayor Wilharber confirmed the new street names originated from the approved street name list. Motion by Councilmember Sweeney, seconded by Councilmember Broussard Vickers to accept the Royal Industrial Park final plat and developers agreement with correction to the date of completion and the street names. Motion carried unanimously. Fees Associated with a Transient Sales License / Fund for Public Interest Research The Council discussed contributing to local not for profit organization. Motion by Councilmember Nelson, seconded by Councilmember Broussard Vickers to deny the request to waive fees for Transient Sales Permit within the City. Motion carried unanimously. , Planning and Zoning Vacancies and the Commission's Recommendation Ms. Gaustad reported on the Planning and Zoning vacancies and the Commission's recommendations. The Planning Commission met on Tuesday, July 13, to interview and consider applicants for the Commission. Since the Commission was authorized to move from a five to seven member commission and the two resignations from Mr. John Buckbee and Linda Broussard Vickers, four positions were available. The Commission interviewed and recommended Rob Sheppard, John McLean, David Killian, and Ray Devine. Motion by Councilmember Sweeney, seconded by Councilmember Travis to approve the Planning_ Commission's recommendation. Motion carried unanimously. VII. CONSENT AGENDA Annual Performance Review for Ken Cook - Building Inspector Recommend a step increase to Step 4, Grade 5. Motion by Councilmember Nelson, seconded by Councilmember Travis to approve the consent agenda. Motion carried unanimously. VIII. COMMITTEE REPORTS IX. ADMINISTRATORS REPORT Mr. March reported that the Environmental Study for Acorn Creek has been forwarded for review and Park and Recreation Committee is interviewing companies for play ground equipment. Last week, Mr. March met with Lino Lakes, and Anoka County in regards to LaMotte Park. Mr. March stated that he is working on TIF (Tax Increment Financing) reports and expects to be done soon. In addition, Mr. March suggested the Council establish a budget workshop date. Councilmember Page 4 of 5 Tri-City Police Department Mayor Wilharber commented in regards to the large portion of the budget that is dedicated to the Police Department and that it was imperative that the city have representation from the Council and the citizens on the Tri-City Police Commission. The Councils consensus was that the request is reasonable. Motion by Councilmember Travis, seconded by Councilmember Sweeney to approve Mayor Wilharber request. Motion carried unanimously. Public Works Building Sketch Mr. Peterson gave a presentation on Bonestroo's experience and ability to construct a new public works building or to renovate City Hall to suit the needs of the City. Mr. Peterson stated that their architectural division can do a feasibility study for the City. Motion by Councilmember Nelson. seconded by Councilmember Broussard Vickers to spend up to $6,000 for a feasibility study. Motion carried unanimously. Mr. March reported that a major investor has voiced an interest in the current Public Works building and area. The proposal is to purchase a large downtown area for redevelopment. Animal Ordinance Mayor Wilharber introduced the League of Minnesota's Animal Ordinance. Ms. Gaustad noted the Planning Commission met on Tuesday, July 13, to consider the Leagues Ordinance. The Commission reviewed and considered the proposed Ordinance and then made a recommendation. It is recommended that the Council grant the Planning Commission more time to review the Animal Ordinance to make it more suitable for this City. In short, the Commission would welcome the opportunity to give further consideration to the Animal Ordinance and its context. Motion by Councilmember Nelson, seconded by Travis to table the Animal Ordinance until the Planning Commission makes a recommendation. Further Discussion: Councilmember Broussard Vickers did not favor eliminating citizens from having animals such as boa constrictors. Mayor Wilharber added that current reptile owners would have to register at City Hall. Motion carried unanimously. Media Relations Specialist Job Description Mr. March gave a brief synopsis of the Media Relations Specialist job position. Mr. March confirmed Mayor Wilharber's questions that the position would take about 7 -10 hours weekly. Mayor Wilharber questioned the hourly amount or associated cost to hire the person. Councilmember Nelson stated that she would like to see monthly and quarterly City newsletters and a quarterly recycling newsletter. After Council discussion the following action was taken: Page 3 of 5 ,m questioned if it was decided that Council would establish goals and objectives prior to the , workshop. Mr. March replied that the workshop could include both the budget and goals. Councilmember Sweeney expounded on Safety Camp that is held from 6 a.m. to 6 p.m. and is designed to assist in safety procedures while camping, biking or fire safety, etc. The cost is $10.00 which is to off set a meal and beverages. Through out the day, children work with Police Officers, Fire Fighters and parents. Councilmember Nelson requested an update on the Cedar Street property and the purchase of a generator. Mr. March planned to bring the generator information before the Council after the City is in receipt of additional information regarding the generator and its size. Mr. March explained the Council can discuss selling or using the Cedar Street property at a future meeting. Councilmember Nelson queried Staff regarding the Notice of Repairs sent to citizens. Mr. March explained that he was in discussion with Mr. Hoeft as to the legal issues concerning same. Resolution 99 -09 Centerville Elementary School Speed Reduction Zone Ms. Gaustad gave an update pertaining to the Centerville Elementary School Speed Reduction Zone: In short, Legislative action supports speed reduction near the school. However, Anoka County needs Centerville Council approval, prior to the signage change. Mr. Jon Olson (Anoka County Highway Department) was present to answer questions from the Council. Motion by Councilmember Sweeney, seconded by Councilmember Nelson to approve Resolution 99 -09 requesting Anoka County Highway Department to reduce the speed in front of the school. This budget has been presented to the Fire District Steering Committee and they recommended that it be brought forth to the City Councils. The budget contains a 2.72% increase over the 1999 budget. This budget will again allow the cost per citizen to decrease slightly. OPTIONS: 1. Approve the budget as presented. 2. Reject the budget and send it back to the Fire District Steering Committee. RECOMMENDATIONS: Approve the 2000 Centennial Fire District budget as presented. Centennial Fire District 2000 Budget The budget attached has some changes from 1999 and they are as follows: The payroll accounts for the firefighters has been increased to reflect an hourly pay increase. This includes accounts 603, 604, 605, and 606. The new rate proposed is 7.50 per hour plus 1.00 per hour if they are a firefighter 2 and/or 1.00 per hour if they are an EMT. These pay rates are comparable to other paid on call fire departments in the area. Community service expense is being lowered because we haven't been spending this amount. Utilities has been increased to match our history. Secretary and Fire Chiefs salaries were adjusted for annual review. Depreciation amount has been removed because the 15 year program has been completed. When the district was formed, the district was to pay for the existing equipment over a 15 year period. The total budget represents a 2.72% increase which still allows us to reduce the cost per citizen in each of the three cities. Present at this meeting were some of the city mayors, council members, city administrators, police officers, public work directors, and fire chiefs for the tri -city area. Representing Centerville: Mari Nelson, Council Member, Y2k Coordinator Tom Wilharber, Mayor Jim March, City Administrator Chief Heckman gave the following recap of the meeting of the combined police department/commission on 05/10199, 06/21/99, and 07/12/99: Corporal Nelson: • Emergency/Y2k work schedule of entire department being on twelve -hour shifts. Possibly clerical staff as well. • Family needs during disaster/Y2k, including housing accommodations. • List of ham radio operators Officer Bemardy: • Stockpile food, water, toiletries for officers and their families for Y2k standby and /or disaster times. Officer Blanck: • Prioritize calls from individuals needing immediate response to those needing no response (info only). • MDT storage by ACCC on non - emergency calls for later retrieval. • Officer safety issues (proper response to calls, making sure citizens are well aware that you are a police officer). Officer Gleason: • Fuel needs during disaster/Y2k • Spare tires on rims for departmental vehicles during disaster/Y2k. Check with Automedics reference available tires, wheels, inflate -a -tire repair kits on market. • Security/Crowd Control Plan for Festival Foods, Convenient Food & Fuel Stores, and Hardware Stores. Officer Elofson: • Identify areas /shelters for officers /citizens to congregate during a disaster/Y2k CSO Miller — Neighborhood Crime Watch Group: • Need every area of cities participating in a crime watch group • Needed to communicate with citizens as a small group instead of many individual citizens • Identify citizens with "special" medical conditions and citizens who have training in medical emergencies. Cpl Jensen: • List of citizens requiring oxygen or other medical assistance during power failure. • Notify citizens to make arrangements with their suppliers prior to Y2k • Alert appropriate city halls of citizens in their area. Additional items to address: • Research contracts with officers and the police commission for the use of personal 4 -wheel drive vehicles during a disaster emergency/Y2k. • Check with city administrators and elected officials reference tri -city communication during a disaster emergency/Y2k. Office staff /elected officials communications. • Meet with all the Neighborhood Crime Watch Block Captains in early fall. Explain what the police department is doing to prepare for a disaster emergency/Y2k. Explain what the police department expects of the Neighborhood Crime Watch Groups. Chief Heckman opened discussions surrounding the Y2k situation: COMMUNICATION: Questions were raised regarding communication between city command posts, police, fire officials, elected officials, volunteers, and public works people. FUEL STORAGE: Discussion around OSHA issues with fuel storage and use. Use of facilities with proper walls, venting, and drains. The use of 55 gallon "Sealed Tanks ". LIFT STATION: The need for generators to operate lift stations in case of power outage. WELL: The need to be able to access water in case of power outage. BANKS: The possible run on banks. Security issues, as well as crime concerns. STORES: The possible run on food stores, convenient food & fuel stores, gas stations, and hardware stores. SHELTERS: Identify area shelters and /or personal homes for citizens in case of power outage. MEDICAL ALERTS: Identify emergency medical needs of citizens in case of power outage. With the contents was a shopping bag of shredded paper. It was a windy day. The recycling had been at the curb all morning without tipping or blowing away. We left just before pickup and when we returned, there was shredded paper all over the front yard and in the shrubbery. We found the paper bag in our back yard. In the road were two large pieces of cardboard from our neighbors recycling. Newspapers were blowing in yards and down the street. I don't know whose recycling the newspapers came from. You can't convince me they weren't away of this. I called Waste Management to have someone come and pick up the mess. After talking to several people, I was referred to customers service. The woman said "Probably by the time someone came out, the paper would have blown away. Besides, they are out of the area by now." I assured her the paper was not blowing away and that it was evident the bag was tipped upside down in the air when emptied and that's when the wind took it. The paper remained in the yard until we Sited the next day. She commented that it was a windy day and that couldn't be helped. These people had picked up all morning and knew how windy it was. Anyone with any sense would know that precaution was in order. On Monday, the paper was still in our yard. We took care of some of it when the lawn was mdKed but the shrubbery was still full of the paper. By contracting with only one hauler, a home owner's rights to choose a hauler is taken away. And the hauler knows this. I would like to know why they think they aren't responsible for doing things like this. As long as they have the protection of the employer, what incentive is there for them to stop being so careless? In Roseville, we had a choice of about six haulers and were given the charges of each so we could choose who we wanted to deal with. If we weren't satisfied with the one we selected, we could change. All haulers picked up on the same day so there wasn't trash containers out at the curb every day of the week. When we pay for the service, we should have a choice. I hope you review your guidelines when choosing haulers the next time for the community. The interconnect base bid was below engineer's estimate for cost. The Mill Road alternate bids came in very high. Who is the one responsible for this? I am really upset that after three years of having my business in Centerville that the business directory listing our business is still WRONG! I can not tell you how many times I have contacted someone at the city about this, either in print in the City newsletter or now on the City Web site business directory. I have been a member of this community for over twelve years, and have volunteered time and money to this town to help it grow and develop. I am a member of the Centerville Lions, and have donated my time and money to charitable events and functions. My wife and I have stood on the corner of Progress and Main Street for over two years watching the children crossing to school so they wouldn't get hurt and we poured many hours of our lives into the installation of flashing lights and crosswalk identification at the school. I worked diligently for countless hours on preparation and presentation of a respectable bid for the computer system at the City offices, many times fighting against opposition and lack of computer knowledge to gain respect as a local business. Consistently I provided the City with bid after bid, always improving and compromising to provide the staff with information and products that would be equal to or superior to the information solicited from my competitors. Despite the process our company prevailed and were thankful to have the opportunity to prove to staff and others that we are better than we're given credit for. Now can we please get our advertising CORRECT on the City web site and in the news letter? I am in the process of developing a website and business marketing plan and would like to link to the City site as referral, however if the listing isn't corrected I will not. Afterall, we are billed regularly to have our business advertised by the City, but I refuse to pay for incorrect information. Some one has to take responsibility to review these ads with the business owners to determine their accuracy, that's a given. /1 9/99 If that isn't being done now then I suggest it be taken care of soon before some one gets angry enough about potential lost revenues from improperly advertising their business. I am sorry for being so harsh about this matter but our business is our livelihood, and if people are being misinformed about what we do, then I am losing business and revenue. FUEL STORAGE: Discussion around OSHA issues with fuel storage and use. Use of facilities with proper walls, venting, and drains. The use of 55 gallon "Sealed Tanks ". LIFT STATION: The need for generators to operate lift stations in case of power outage. WELL: The need to be able to access water in case of power outage. BANKS: The possible run on banks. Security issues, as well as crime concerns. STORES: The possible run on food stores, convenient food & fuel stores, gas stations, and hardware stores. SHELTERS: Identify area shelters and /or personal homes for citizens in case of power • outage. MEDICAL ALERTS: Identify emergency medical needs of citizens in case of power outage. Present at this meeting were some of the city mayors, council members, city administrators, police officers, public work directors, and fire chiefs for the tri -city area. Representing Centerville: Mari Nelson, Council Member, Y2k Coordinator Tom Wilharber, Mayor Jim March, City Administrator Chief Heckman gave the following recap of the meeting of the combined police department/commission on 05/10/99, 06/21/99, and 07/12/99: Corporal Nelson: • Emergency/Y2k work schedule of entire department being on twelve -hour shifts.
