Pursuant to due call and notice thereof, the Planning and
Zoning Commission held their regular meeting on November 5,
1985 at City Hall. Chairman Tourville called the meeting
to order at 7 :05 P.M. Present: Murray, Lindgren, Buesseler,
Welk, and Dick Robischon as City Council Liaison.
Motion by Murray, second by Welk to accept the minutes of the
October 1, 1985 meeting, motion carried unanimously.
OLD BUSIN ±SS:
Discussion on Ordinance #4. Items of concern were identified
for further discussion.
Article I - General Provisions
1. Table of Contents.
2. Improve organization and structure.
3. #13 - there is no article 8.
4. Incorporate /review amendments for consistency.
Article 2 - Zoning Districts
1. Break Commercial & Industrial districts into
additional districts. (ie. construction
businesses don't belong in Commercial district)
(Add light industrial zone)
2. R -4 needs to be incorporated into ordinance.
3. Look at additional residential districts
(ex. 4 plexes, smaller lot size districts).
Overall lot size requirements.
4. Improve district definitions /descriptions
(including densities).
5. expand listing of permitted and conditional
uses (Table A).
6. 25.06 deleted by amendment.
7. 24 - #6 - How does verticle siding apply.
8. 24 - #4 - Roof overhang requirements appropriate.
9. Define underlying zoning and how it applies.
Article 3 - Supplementary Regulations
1. Signs - Should requirements be listed by districts?
2. 35 - Performance Standards - Are they too technical?
3. 34.04 - Is this provision needed?
4. Yard - List requirements by district?
5. 32.06 - This information should be under
description of Agriculture - look at provision
requirements.
6. 33.02 - Put these height requirements in district
descriptions.
7. Yards - Look at corner lot requirements.
8. Look at additional fence regulations.
9. Look at all Article 3 to see if these provisions
should /could be included better under zoning
district descriptions.
Article 4 - Non - conforming Uses
1. Small lot issue - Are these lots buildable,

clarify requirements, relationship to sewer
stub /buildable lot?
How do setback requirements apply?
2. 45.04 - Amortization provision should be evaluated.
Article 5 - Planned Unit Developments
1. Should this article be included in Article 2 -
Zoning Districts.
2. Density requirement - is 12% enough (54.04)?
3. Review specific requirements (ex. open space %,
& other figures).
4. Relationship of application procedures to
Ordinance #8 requirements. Is there duplication?
Article 6 - Administration & Enforcement
1. Procedures for variances, special use permits
and amendments should be made clearer, more
orderly.
2. Public Hearings - Are there appropriate alternative
mechanisms.
3. How can we improve enforcement?
Procedures should be better defined?
Assign responsibilities better?
Article 7 - Definitions
1. Need expanded definitions.
2. Relocate to front of ordinance.
Clerk will forward this information to the City Council
for concurrence and /or additional input from them by the
next Planning and Zoning Commission meeting.
Discussion on the Wild and Exotic Animal Ordinance. Motion
by Buesseler, second by Welk to forward the final draft
of the Wild and Exotic Animal Ordinance to the City
Council for approval, motion carried unanimously.
Clerk will check to see if members of Planning and
Zoning may attend the Annual Planning Institute on
November 22, 1985. Registration is $40.00.
NEW BUSINESS:
Discussion on Dog Ordinance. Issue was tabled until
the next meeting to gather more information on how other
Cities approach this issue.
Motion by Buesseler, second by Lindgren to adjourn
meeting. Meeting adjourned at 10:00 P.M.
