HomeMy WebLinkAbout1985-10-01 Minutes Pursuant to due call and notice thereof, the Planning & Zoning Commission held their regular meeting on Tuesday, October 1, 1985 in City Hall. Acting Chairman Buesseler called the meeting to order at 7:10 P.M. Present: Welk, Murray. Absent: Lindgren, Chairman Tourville. Motion by Murray, second by Welk to accept the minutes of the September 3, 1985 meeting, motion carried unanimously. OLD BUSINESS: Discussion of Wild and Exotic Animal Ordinance. Clerk will type up first draft for discussion at next meeting. Discussion on new State legislation on animal control and how it relates to Centerville's Ordinance #24. - Ordinance #24 does not seem to be conflicting. - State law takes precedence over City Ordinance. Motion by Welk, second by Murray to leave Ordinance #24 as is for the reasons stated above, motion carried unanimously. Discussion on Ordinance #4 tabled until November meeting. Clerk will send notice to each commission member to remind them to come prepared to the November meeting to discuss Ordinance #4 - highlight problem areas, outline what want to accomplish, have steps to accomplish goals. Clerk will check with the City of Circle Pines on their fence related ordinance. NEW BUSINESS: Motio by Murray, second by Welk to send the following recommendations to the City Council on the Ordinance Providing An Abatement Procedure For Nuisances: - Intent of Ordinance is good; - Chief Building Official should read Building Inspector to be in conformance with our other ordinances; - Provides for no recourse if the decision is against the City rather than the property owner; - Question the interchangeability of the Hear Examiner and the City Council in the appeal procedure, should maybe consider appeal procedure from Ordinance #4; motion carried unanimously. Clerk will check with the City Attorney, City of Lino Lakes, and the City of Andover for information on the "Hearing Examiner ". Question of dirt at the Rehbein property on 20th Avenue South will be referred to the City Council. Motion by Welk, second by Murray to adjourn meeting. Meeting adjourned at 9:10 P.M.
