Pursuant to due call and notice thereof, the Planning & Zoning Commission
held their regular meeting on September 3, 1985, at City Hall.
Chairman Tourville called the meeting to order at 7:10 P. M. Present:
Welk, Lindgren, Murray, Buesseler.
Motion by Murray, second by Lindgren to approve the minutes of the August 6
meeting, Motion carried unanimously.
Discussion on Animal Ordinance.
The concept of combining the dog ordinance #24 with the new animal
ordinance was discussed first. It was found that there were few
sections in common between the two ordinances. There would be no
gain to combine them in that it would not shorten the length of either
ordinance. It was felt that it would be clearer & easier to reference
if kept separate. Also, in checking with other municipalities it was
found having a dog ordinance separate from a domestic animal ordinance
was very common.
The actual title of Ordinance #24 is "an Ordinance prescribing regulations
for confinement, licensing & care of dogs." It was felt the index could
better refer to this ordinance as "dog" ordinance rather than animal
ordinance.
Motion by Buesseler, second by Murray to recommend the
council keep the dog ordinance separate based on the reasoning above,
and change the title of the ordinance in the index to read "dog"
ordinance instead of "animal" ordinance, Motion carried unanimously.
The addition of wild and exotic animal regulations to the present
animal ordinance was tabled until the October meeting to give Commission
members time to review reference material received.
The matter of Feed lots was discussed and found to be addressed in
Ord # 4, and not applicable to the animal ordinance. The P C A also
has regulations for the operation of feed lots. When Ordinance # b is
reviewed, this matter will be researched further.
The concept of leaving the dog Ordinance #21, making the animal
Ordinance # 214 -B was discussed. This would leave all three ordinances
in tact yet be easily referenced in the index. Clerk will check with
Attorney to see if there are any problems with this.
Present animal ordinance is in conformance with the most recent state
legistation on dogs at large. The Commission will compare with dog
ordinance # 24 to be sure it is also in compliance at next meeting.
The enforcement of dog vaccination requirements was discussed. It was
determined that administratively this hasntt been enforced in the past.
After budget time the Clerk will review this matter and make a
recommendation to P & Z for review.
Motion by Buesseler, second by Welk to recommend to the Council the Animal
Ordinance remain as is based on the above explanations, Motion carried
unanimously.

Commission members will look at present Ordinance #4 and highlight areas
needing attention for next meeting.

Clerk will contact Building Inspector for any comments and suggestions
on Ordinance #4.
Commissioner Buesseler mentioned the Technical Advisory Committee to the
Rice Creed Watershed plan will have a final draft in September of a surface
water plan. This may have some budgetary effects on the City in future years.
It was suggested at the start of the year a list of priority issues be made.
This would allow P & Z to approach and plan for these issues so they can
begin to act instead of react. Commissioner Buesseler will outline a plan
to begin this process.
The Planning and Zoning Commission would like input from the Park & Recreation
Commission on tot lots verses money to help with one main park in future
developements. They would also like to know what if any long range plans
there are for the City Park.
Motion by Buesseler, second by Murray to adjourn meeting, Motion carried
unanimously. Meeting adjourned at 10:05 P. M.
