Zoning Committee held a public hearing on November 8, 1984
in City Hall. Chairman Prachar called the meeting to order
at 7:08 PM. Present were Tourville and Murray. Absent were
Welk, Lindgren, Dupre, LaMotte.
Clerk read the public hearing notice on the rezoning request
from Gordon Rehbein to rezone his property from commercial
to industrial.
Gordon Rehbein and Rod Herdina from Sunrise Plastics explained
their position to the Planning and Zoning Committee. Sunrise
Plastics has outgrown their present building. They would
like to hire 30 - 40 more people and expand the present
building 30 feet to the north, 20 feet to the south, and to
the east as needed. They presently have a 5 day 8 hour per
day first shift, and a 4 day 10 hour per day second shift.
Before going to more shifts they would expand in equipment.
They need a rezoning from commercial to industrial in order
to obtain a building permit.
The following people expressed their concerns:
Larry Brokke - 6795 - 20th Avenue - lives next door to Sunrise
Plastics.
1. Plastic debris blowing on property.
2. Water discharge on his property.
3. Traffic and noise from employees
during second shift.
4. Devaluation of his property.
5. Sewer system unable to handle
additional people.
6. Lack of consideration when dealing
with anyone in the past.
Ken Carpenter - 6985 - 20th Avenue
1. Sludge was hauled in and contaminated
pond and creek behind property.
2. Disrespect for neighbors
3. Areas in the City zoned Industrial
were set up for industry, areas zoned
commercial were set up for commercial
businesses and they should remain that
way.
4. If approved, want strip of pond beautified,
cleaned and dredged up to and including
his property.
5. Sunrise Plastics is presently in violation.
Warren Solheid - 2068 Cedar Street
1. Moved here with the idea area is residential
not industrial.
2. Concerned with devaluation of property.
Elmer Murray expressed his concern with the septic system and

and with the cities legal liability. Felt we should get our
attorney's opinion before making a recommendation.
Walter Prachar said the building inspector would handle the
septic system capacity when issueing a building permit.
Dan Tourville felt the Planning and Zoning should make a
recommendation to the council. Asked if there was any
compromise between Sunrise Plastics and the property owners.
The possibility of a special use permit was discussed and
determined not applicable.
Mr. Rod Herdina, Sunrise Plastics, explained that the grinding
process that was scattering plastic debris on Mr. Brokke's
land would be moved inside, remedying that problem. Also the
water is no longer discharging on his property. When they
get a new machine there will be no water discharged. It will
all be recycled within the building. The operation itself
is clean. It was confirmed by the PCA that there are no
contaminants or hazardous material in the water.
Motion by Prachar to reject the application for rezoning
based on the information heard - died for lack of a second.
Motion by Murray, second by Prachar to recommend the council
make the decision, motion carried.
Meeting adjourned at 9i10 PM.
