Clerk read public hearing notice for Peltier Lake Hills Addition #2 - copy is attached. P & Z discussed the recommendations made by the City Engineer on the plat. Audience participation followed with questions. Motion by Prachar, second by Welk to recommend approval to the City Council of PELTIER HILLS ADDITION #2 as presented noting the stipulations made by the City Engineer, motion carried. Hearing adjourned. Clerk read public hearing notice for amendment to the City of Centerville Comprehensive Plan. Copy is attached. Audience participation followed with questions. Motion by Murray, second by Dupre to recommend approval of the City of Centerville Comprehensive Plan amendment to include a manufactured housing district as designated on the City Land Use Map, motion carried. Hearing adjourned. Clerk read public hearing notice for amendments to Ordinance #4. Clerk read the amendments as proposed, copy of which is attached to and made a part of these minutes. Audience participation followed with questions. Motion by Prachar, second by Ayers that P & Z recommend to the City Council approval of the amendments to Ordinance #4 as read by clerk; roll call taken: Prachar, aye; Ayers, aye; Welk, nay; Murray, aye; Lindgren, aye; Dupre, aye; LaMotte, aye; motion carried. Hearing adjourned. Clerk read public hearing notice for preliminary plat of Industrial Park - copy attached. Mr. Karth advised P & Z of the problems the developer is having in developing this property because of the difference in elevations as stated on the Centerville Flood Plain map and 21st Street being a borderline street between Centerville and Lino Lakes. After considerable discussion of the Engineer's recommendations on the plat, motion by Murray, second by Lindgren that P & Z recommend to the City Council approval of the INDUSTRIAL PARK preliminary plat contingent on the Engineer's recom- mendations and exclusion of #3 -WATER MAIN, council requesting Rice Creek Watershed to make a study of the Clearwater Creek floodplain, developer requesting Gerald Rehbein to petition the City of Lino Lakes to upgrade 21st Street, motion carried. Hearing adjourned. Next P & Z meeting will be cancelled on July 5th and re- scheduled for July 12, 1983 at 7:00 PM. Motion by Ayers, second by Dupre to adjourn meeting, motion carried. GENERAL - Lots 1 and 7, Block 2 would require a variance because their dimensions are less than required by ordinance for corner lots. - The City should consider having a Planning Consultant who would review preliminary plats for lot sizes, park dedications, and etc. The review costs could be billed to the developer and wouldn't cost the City anything. 2. SANITARY SEWER - The sewer on Centerville Road should be extended to the south property line. - The urban service area needs to be extended to include the entire plat. The necessary information has been submitted to Metro Council for their review and comment. 3. DRAINAGE - The preliminary plat for Peltier Lake Hills 2nd should be submitted to Rice Creek Watershed for their approval. Rice Creek Watershed had approved the original plat so this review should be fairly simple. - Before any building permits should be issued, the site grading including backyard drainage should be completed. - After the site is graded, the developer should install haybales at the points where the runoff leaves the plat. The boulevards shall receive 3" of topsoil and seed. All other disturbed areas shall be seeded in the fall to limit wind and water erosion. I� e -2- City of Centerville RE: Peltier Lake Hills 2nd 4. STREET - Centerville Road shall be installed to the south property line. - Before street construction, soil reports will be required to determine the water table level and to determine base requirements for a 7 ton road. With staff input, I have determined that the proposed amendment has no potential impact upon any of the metropolitan system plans. Therefore, the City may place the amendment into effect at any time. As you may be aware, beyond an initial determination of no potential impact, the Council has 60 days from receipt of a proposed amendment to review and comment upon the apparent consistency of the proposed amendment with other adopted chapters of the Metropolitan Development Guide. Council staff has also completed this review and has found no inconsistencies. Preliminary action on the review will occur on June 9, 1983 by the Physical Development Committee.
