PLANNING AND ZONING MEETING - TUESDAY - MAY 3, 1983

Chairman LaMotte called the meeting to order at 7:00 PM.
Mr. Ben Henrich, 6945 Centerville Road, appeared before
P & Z with questions on opening a small engine repair shop
in his garage at the above address. After considerable
discussion, the P & Z on motion by Murray, second by
Prachar to recommend to the City Council approval of a
special use permit for Mr. Henrich pending neighbor
approval on both sides of 6945 Centerville Road, motion
carried. Clerk was to send Mr. Henrich a special use
permit application for submittal to the council.
Randy Zarbok, 1745 Heritage Street, appeared before
P & Z with request for variance to Ordinance #4. Mr.
Zarbok is building a garage and will be 3' 9" from the
adjoining property line. Application for variance
and letter from Harvey Cartier, who is the adjoining
property owner and the $50.00 fee was received by P &Z.
After considerable discussion, motion was made by Prachar,
second by Tourville to grant variance to Ordinance #4,

side yard setback, motion carried.
Balance of meeting was spent proposing amendments to
Ordinance #4 as follows:
ARTICLE 1. - GENERAL PROVISIONS #13 DEFINED WORDS is
amended to read: Words used in a special sense in this
ordinance are defined in ARTICLE 7.
ARTICLE 2. ZONING DISTRICTS AND DISTRICT REGULATIONS
#24. SCHEDULE OF REGULATIONS. (3) is amended to read:
Single family dwellings other than approved earth
sheltered homes shall have at least a 3/12 roof pitch
and shall be covered with shingles or tiles.
#25.03. RESIDENTIAL DENSITY is amended to read: All
future residential densities greater than those permitted
under the R -2 and R - Districts shall be developed under
the planned unit development section of this ordinance.
#25.06. MANUFACTURED HOMES. is amended to read: Manu-
factured homes permitted in residence districts if they
meet the design criteria for such districts. All other
manufactured homes shall be located only in designated
home districts which meet the requirements of this ordinance.

#25.10. FINAL GRADING AND LANDSCAPING.
The addition of 25.10 -4 - Within a year from the effective
date of these amendments to this ordinance, all existing
occupied lots shall be brought to finished grade and shall
be sodded or seeded to prevent soil erosion.
Motion by Ayers, second by Prachar to approve these amendments
to Ordinance #4, motion carried.
Discussion followed on amending TABLE B- SCHEDULE OF DISTRICT
REGULATIONS LOT AND YARD REQUIREMENTS. Motion by Murray,
second by Tourville, the following amendments were made to
TABLE B under R -2 SINGLE FAMILY RESIDENTIAL (sewered)
MINIMUM SIZE AREA SQ.FT. WIDTH FT.
Single Family Dwellings 11,250 11,250 75
Two Family Dwellings 15,000 100
Other Uses (the same as before) 25,000 100
roll call taken: Murray, aye; Tourville, aye; Welk, nay;
Prachar, nay; Ayers, aye; LaMotte, aye; motion carried.
Motion by Murray, second by Ayers to adjourn meeting, motion
carried. Meeting adjourned at 10:15 p.m.
Next P & Z meeting scheduled for June 7th - 7:00 PM. Public
Hearing will be held on these amendments to Ordinance #4 and
amendment to the Comprehensive Plan.
