Meeting was spent drawing up amendment to Ordinance #4 on a manufactured housing district. Copy of proposed amendment is attached to and made a part of these minutes. Clerk will send proposed amendment to City Attorney for review. Motion by Tourville, second by Dupre to adjourn meeting, motion carried. AN AMENDMENT TO ORDINANCE #4, REGULATING THE PLACEMENT AND USE OF MANUFACTURED HOUSING UNITS, AND PROVIDING FOR A MANUFACTURED HOUSING DISTRICT. WHEREAS, the purpose of this ordinance is to maintain property values and otherwise promote the health, safety, order, con- . venience, and general welfare of the City by defining manufac- tured homes, by regulating the location and use of such manufactured homes, and establishing minimum standards for design and construction in conformance with the recently adopted laws, 182, Chapter 490. Such law takes effect on August 1, 1982 and it is necessary to pass this ordinance in order to preserve the integrity of the existing residential structures and neighborhoods within the City. THE CITY COUNCIL OF THE CITY OF CENTERVILLE, ANOKA COUNTY, MINNESOTA ORDAINS: That Ordinance #4 is hereby amended as follows: ARTICLE 2. ZONING DISTRICTS AND DISTRICT REGULATIONS: 21. ZONING DISTRICTS. is amended to read: R -4 Single Family Manufactured Housing District - sewered ARTICLE MANUFACTURED HOUSING DISTRICT # INTENT - The general intent of this district is to provide for manufactured housing in subdivided developments, in safe, attractive residential neighborhoods with all urban services and desired amenities as other residential areas. # PERMITTED USES - 1. Manufactured single family dwelling units. 2. Stick built single family dwelling units. 3. Zero lot line single family dwelling units including manufactured dwelling units. 4. Public parks and facilities. 5. Agricultural uses except feedlots. 6. Public utilities. # SPECIAL USES. - There are no uses permitted by special use permit. # MINIMUM LOT SIZE /DEVELOPMENT STANDARDS - In the case of a development in which the entire parcel is to be divided into individual platted lots to be sold individually, the following minimum requirements shall be enforced: -2- r 1. Lot area 7500 square feet 2. Lot width 60 feet 3. Lot depth 115 feet 4. Front yard setback 25 feet 5. Side yard setback 10 feet 6. Rear yard setback 20 feet • 7. Maximum structure height 20 feet # LANDSCAPING /PERIMETER SCREENING - Every manufactured housing development shall provide for perimeter screening, consisting of a vacant strip of land ten (10) feet in width along all boundaries of the site. Each perimeter screen will consist of deciduous and evergreen trees, shrubs and bushes so as to form a screen to adjacent properties and streets. Plans for plantings shall be approved by the Planning /Commission and Council, and included in any bond required as a part of the development contract. The perimeter screening may be placed under the control of a homeowners association or be included in individual platted lots. Deed restrictions requiring the permanent reservation of material shall be recorded along • with the final plat. # PARKING AND STREET STANDARDS - Each dwelling unit shall have a concrete or asphalt paved off - street parking area sufficient to provide two and one -half parking spaces with at least one in an enclosed garage. Said parking area shall not be less than fifteen (15) feet from any street right -of- way, nor less than five (5) feet from any dwelling. Local streets in this district shall have a right -of -way of not less than sixty (60) feet and a roadway width of not less than thirty -two (32) feet. # COMPLIANCE PROCEDURES - No person shall erect, establish, extend or enlarge a manufactured housing development within the limits of the City of Centerville without first obtaining site plan approval from the City Council upon receipt of the recommendations of the Planning Commission. Approval shall be granted only upon compliance with all the following: 1. Compliance with all other terms of this Ordinance #4 Centerville Zoning Ordinance. 2. Compliance with all the terms of Ordinance #8, Centerville Subdivision Ordinance. 3. The proposed development must be located in the City's urban service area as shown in the Comprehensive Development Plan, and mutt be ,served by required public utilities. EFFECTIVE DATE - This ordinance shall be in full force and effect after adoption and publication as set forth in City Ordinances.
