HomeMy WebLinkAbout1982-10-12 Minutes PLANNING AND ZONING MEETING OCTOBER 12, 1982 - 7:00 PM PRESENT: Charles Baumann, Chairman Robert LaMotte Elmer Murray Kathy Welk ABSENT: Robert Lindgren Melvin Dupre Public hearing was held on the request of Jeff Nottum, 7238 Main Street to build an addition onto his home at the above address. This addition would place his home 36' from the traveled edge of Main Street. After considerable discussion, motion by Welk, second by Lamotte to deny the request for variance to Ordinance #4, Table B, setback requirements, motion carried. Mr. Bob Sero, 6709 Centerville Road appeared before P & Z to make them aware he is purchasing a 40 x 300 foot piece of land from Floyd Kruger, 6719 Centerville Road. Mr. Sero was made aware he would have to combine this parcel with his house parcel to make one and also no additional home would be built on the property. Meeting adjourned at 7:45 pm. The purpose of the hearing is to consider Mr. Jeff Nottum's request construct an addition on his home at. 7'3H Main treet. CITY OF CENTERVILLE LU PRACUAR, CLERK Centerville P & Z ; >Members: October 12, 1982 Due to a previously scheduled commitment that prevents me from presenting the information in person, I submit by written means the following information regarding the request of Mr. Jeff Nottum for an addition to his house: 1. If the proposed addition were to be allowed, the distance from the roadway would be drastically less than the required set -back. While a small change in the set -back may be worthy to consider in some situations, a large change suchas the requested one appears to be totally beyond the scope of changes for which a variance sr could be and should be considered. 2. The traffic on Main Street is quite heavy in front of his present house, and the roadway curves at that point in Main Street such that his house is on the outside of the curve making it more susceptable to accidents from vehicles leaving the road due to icy, snowy, or driver caused conditions. The placing of a structure closer to the roadway would increase the risk of injuries from accidents due to vehicles leaving the roadway in that area. There have been a number of one -car incidents at this place on Main Street over the past years in which vehicles have ended up on the front lawn of the present house, have been in the ditch on the north side of the road in front of the present house, and have hit the mailbox in front of the present house. 3. When Main Street is upgraded by Anoka County, any structure closer to the roadway than the present standard for set -back will certainly present a significant problem whose solution would involve additional expense to taxpayers for properly constructing that upgraded county road. It would be unwise to approve today the extremely small set -back being requested by Mr. Nottum which will cost taxpayer dollars in the future for roadway alternatives. There are too many large factors that are unfavorable for the proposed addition to Mr. Nottum's house, and approval of that request might set precedence for other similar variances. In order to maintain some degree of consistence of the standards established by ordinances, codes, and policies, I urge as a citizen and taxpayer of Centerville that the proposed addition not be approved.
