Jerry Parent permits - 1 paid for, 1 returned. Jim Schilling - permit and percolation test. Has to be taken by a certified engineer, page 139 of code book, 8' max- imum above ground water table, maximum depth of drain field 4', minimum depth of drain field 3', 6" rocks, 4" pipe, 2" rock, 18" wide. Joe LaCasse called Anoka Health Dept. 240 minutes for 1" drop, state regulation 60 minutes for 1" drop. Jim Schilling house started before permit was issued - percolation test was not finalized. - 2nd test taken by certified engineer and accepted. Twin Lakes permit issued in 1971. Certified engineer discussed decided to remain with certified engineer in case of law suits or other legal action filar arises. Who is responsible if drain field fails engineering firm - owner - building - P & Z - Inspector - Village Council? Platting of Shenandoah - 6 tests on project determine percolation for whole project except for some exceptions. Letters still coming from pollution control agency. Sewer supposed to be here in 1973? Where is it coming from? sewer commission non - committed. Definitions of sealed tank? Permits will be issued by village clerk - procedure needed. Lino has licensed and bonding for sewer oontractors. Licensing for outside but not inside in Lino. Procedure for issuing permitsa Making application to clerk office, clerk contacts inspector, notify applicant to get a percolation test, building inspector to certify site, if everything in order, than the clerk can issue permit, plumbing permit paid for when permit issued.
