Walter Pracher Chairman Elmer Murray Village Council
Fran Burque Shirley Drewlo Park Committee
Ken Carpenter Roland Anderson County Surveyor
Bob LaMotte Cecil LaMotte
Gordy Rehbein
Meeting called to order by Chairman, Walter Pracher at 7:30 p.m.
Motion made to accept minutes as read by Fran Burque - Seconded by Gordy Rehbein. Approved.
Gordy Rehbein suggested that the John Peterson property, south of Main St. be zoned res-
idential - reason given was the quantity of homes surronding the area. Gordy stated that
Bill Rehbein plan to zone the south side of Main St. commercial.
Walter Pracher checked with county in regards to frontage roads to eliminate backing out of
driveways onto county roads. The county does not intend to enforce this but suggested that
the village put this in there ordinance. Comments were favorable.
Discussion on parks. Shirley Drewlo,(rep. park committee) would like to have the village
set aside a percentage of land for park purposes. Some villages are asking 10% of land
'no developed - others 7% some are asking percentage of property value after it has been
eloped. This is to be presented to the village council and discussed more in the future
Question came up as to whether apartment house should be zoned commercial or residential
Page 1 of ordinance states that anything ovet a duplex should be zoned commercial.
Cecil LaMotte wants to sell 5 acres to Ken Carpenter. Ile asked as th whether he should
zone only 5 acres commercial or 40 acres. There already is approximately 70 acres of land
being proposed as commercial. Ken Carpenter says that he cannot purchase land elsewhere
in the village that is worthwhile or of the right price. 3 people willing to deal- Teles
LaCosse - Cecil LaMotte - and Bill Rehbein. To buy from Bill Rehbein he would also have to
buy his house. Cecil LaMotte would want to zone all 12 acres along Centerville Rd.
commercial. Code calls for petition of two thirds adjoining property owners within 300 ft.
and then present it to the village council for a hearing. Walter Pracher wants to have a
hearing on all possible proposed commercial property at the same time in order to cut costs
He would also like to have the village engineer set it up.
Discussion with Roland Anderson (County Surveyor) - -- County Roads are very important to
convey heavy traffic in areas of the county. He feels it would be a misuse of tax dollars
to build a 9 ton road allow residences to build on it with back out driveways and then have
to lower the speed limit because of Mothers complaining when there children are near it.
This would force the county to buy more land and build new heavy duty roads for heavy usage.
Ie suggested a developer should allow for service roads or have houses facing side streets.
In plotting of property the developer should pay for streets - street signs and other service
' - fore it should be accepted by the village. Park land from the developer should be deeded
the village instead of dedicated. The reason being if it is dedicated as a park it
cannot be sold at a later date - No reversion
-2-
ded to the village and it can be sold.
- a
It was also suggested we adopt the new state rugulations on Lake Shore--shore line
e
platting and zoning. This is quite stringent. 20,000 square ft. lot min. - recreational
lot 40,000 ft. min. - non enviremental lot (no plating) 80,000 square ft. min. The state
conservation department has a model ordinance. Walter Pracher to try and get more informa-
tion from the county. New state law on sewer to go into effect 7/1/72 - No sewer line
shall be any lower than 4' above lake level. This is for lots without sanitary sewers.
Trailer parks cannot be zoned out. The village should set aside an area for trailer
parks otherwise we could be accused of discrimination.
It was also suggested that one member of the village council should be on the planning
and zoning commission.
To be presented to village counci. Commercial property to be zoned on the north side of
Main st. 416ft. deep. To allow for 100 ft set back of buildings or make it 2 lots back
to back and plan for another street to run parallel with Main St. Also present to
council 5 acre ordinance plan to put teeth in the building permit law.
Gordy Rehbein made a motion to adjourn - seconded by Ken Carpenter. - so ordered.
Meeting adjourned 11;00 pm
Respectfully yours
R.L. LaMotte
