PLANNING AND ZONING COMMISSION
TUESDAY, DECEMBER 5, 1995
Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City
of Centerville held their regular meeting on Tuesday, December 5, 1995 at the City Hall.
Chairman Tourville called the regular meeting to order at 7:15 p.m.

APPROVAL OF MINUTES
MOTION by Vermeulen, second by Welk to approve the meeting minutes of November
14, 1995. Motion carried, Drilling abstained.
APPEARANCES
SODDING / GRADING POLICY
Paul Palzer was present at the Planning and Zoning meeting held on December 5, 1995 to
discuss the sodding and grading policy. Paul commented about sodding and grading and
how it effects runoff. He also recommended an escrow of $1,000.00 by the builder and to
have final grade and sod in by July 1st of the one year with notification.
MOTION by Vermeulen, second by Tourville to adopt Paul Palzer's recommendation,
therefore the policy reading as follows:
Before sodding or seeding an area in excess of 2000 square feet or
sodding or regrading or adding fill in a drainage easement area, the
owner will obtain prior approval from the City that the existing grade
meets approved grading plans of the development or provides continuous
positive drainage acceptable to the City Engineer.
If the property is to be initially sodded or seeded any corrections will be
completed by the home builder within 5 working days effective upon
written notification. Such costs will be paid by the home builder. An
escrow amount of $1,000.00 will be held by the City for new homes when
weather conditions may prohibit grade work which must be completed by
the 1st of July following the winter period
Failure to obtain prior approval will be considered a misdemeanor and
will subject the violator to a fine plus all costs associated with any
corrections as required by the City.
Motion carried unanimously.
OI.A BUSINESS
ADULT ORDINANCE
MOTION by Vermeulen, second by Welk to adopt the Adult Entertainment Study.
Motion carried unanimously.
MOTION by Welk, second by Vermeulen to recommend Amendment to Ordinance 4 with
the distance of 500 feet versus 350 feet. Motion carried unanimously.
MOTION by Vermeulen, second by LaMotte to recommend adopting Adult Ordinance.
Motion carried unanimously.
Note: A copy of the study and ordinance will be placed in the minute book following
these minutes.
PAWN SHOPS
MOTION by Tourville, second by LaMotte to table this issue until the end of the
legislature session. Motion carried unanimously.
Due to the state formulating State Pawn Shop Laws that should come out at the end of
the next session they will wait to discuss until May.
ADJOURN
MOTION by Tourville, second by Welk to adjourn the regular Planning and Zoning
meeting at 8:55 p.m. Motion carried unanimously.
