HomeMy WebLinkAbout1995-10-03 Minutes CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION TUESDAY, OCTOBER 3, 1995 Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City of Centerville held a public hearing and their regular meeting on Tuesday, October 3, 1995 at the City Hall. Acting Chairperson Welk called the public hearing to order at 7:07 p.m. PRESENT: Welk ABSENT: Tourville Vermeulen Drilling LaMotte FUBIJC HEARING - ATI ATE I,INOSAY,1687 SOREL, STREET Ms. Lindsay stated she was requesting a variance on her side yards and also a variance for the distance between the house and garage, There is not enough room to move the garage to the other side of her lot. Her neighbors lot is 6" from the lot line that separates the two of them. No other residents present regarding this issue. Public Hearing was closed at 7:15 p.m. Regular meeting was opened at 7:16 p.m. APPROVAL OF MINUTES MOTION by Vermeulen, second by LaMotte to approve the September 12, 1995 meeting minutes. Motion carried unanimously. ,IUi,IF, LINDSAY, 1687 SOREL - VARIANCE REQUEST Mayor Wilharber stated that if a resident wants to improve their lot concessions have to be made. MOTION by LaMotte, second by Vermeulen to recommend to grant the variance request for the following reasons: • It is an improvement to her property. • The neighbors garage is 6" from the lot line. • Although she is in a commercial district it is being used for residential purposes and the garage is needed. • It is the old part of town and the placement of the houses on the lot cannot be helped now. • There are no neighbors disputing it. Motion carried unanimously. APPEARANCES PATI, CRAMPTON, AUTOMOTIVE SERVICE. Phil Crampton stated he would like to put in an automotive service station on lot 4, block 1 of the Industrial Park and is looking for approval of the building site from Planning and Zoning. Crampton stated he is meeting all the setback requirements and has moved his parking area off the drainage easement. This lot has a larger drainage easement across the front of the lot. The building would be made of block panels. Crampton has not contacted Anoka County regarding the driveway and county easements. He would have to use the county setbacks and easements for the front of the property. Planning and Zoning instructed Crampton to contact Anoka County on the driveway and easements, to get a site plan drawn up, and then he can call for a meeting with the building inspector and the city engineer for their comments. JIM OL,SON. IMPERIAL TOOT, Mr. Olson currently has an 11,000 square foot building in Hugo and would like to construct a 16,000 square foot building on lot 6, block 1 of the Industrial Park. Imperial Tool is a machine shop that does plastic injection molding. They have been in business for 23 years and have outgrown their current building. They currently employ 18 people but are limited to size now. With the growth of a new building they will be able to expand their employees. Their building would be a fabcon prestress building with 19 foot ceilings. They also need to talk with Anoka County on the driveway issues first. After they have spoken to them, they can then meet with the building inspector and city engineer with a site plan. OLD BUSINESS ADULT ORDINANCE There are only two sites available in Centerville for an adult shop to go in on if using the same ordinance Circle Pines adopted. MOTION by Vermeulen, second by LaMotte to adopt the Adult Ordinance Circle Pines adopted using the 350 feet distance from residential. Motion carried unanimously. BUILDING DESIGN ORDINANCE Vermeulen stated that they should get some wording in place prior to scheduling a public hearing. They will continue this issue when the Chairman is present. P &Z MEETING NIGHT Because another day of the week cannot work out the other members of the committee, Drilling will be contacted by city staff to see if he can attend the last two meetings of the year and if his interest would be there for 1996 or if the city should advertise for another member immediately. NEW BUSINESS Mayor Wilharber reminded the committee member of the town meeting on October 18, 1995 for the comprehensive plan. No other new business.
