CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
TUESDAY, SEPTEMBER 12, 1995
Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City
of Centerville held their regular meeting on Tuesday, September 12, 1995, at the City
Hall. Chairman Tourville called the meeting to order at 7:15 p.m.
Present: Tourville, Welk, Vermeulen, LaMotte
Absent: Drilling
APPROVAL OF MINUTES
MOTION by Welk, second by LaMotte to approve the meeting minutes of August 2,
1995. Motion carried, Vermeulen abstained from voting.
APPEARANCES
Eugene Houle, 7124 Centerville Road, had advised Chairman Tourville that he wanted to
come before the Commission to discuss an addition to his garage but did not appear - no
discussion.
OLD BUSINESS
WEEDDRD1NANCE
MOTION by Vermeulen, second by Welk to increase the height of growing grasses (in
Section 3) from eight (8) inches to twelve (12) inches. Motion carried unanimously.
This would allow for mowing less often. It was felt that the uncontrolled growth of
noxious weeds and the dumping of trash and other debris on vacant and undeveloped lots
should be enforced and further that Ordinance 54 should be enforced in a uniform equal
manner.
BUDDING DESIGN ORDINANCE (44A1
MOTION by Tourville, second by Vermeulen to incorporate Ordinance 44A - Building
Design, into existing Zoning Ordinance 4, Appendixes A & B. Wording changes to reflect
the desire of the community still needs to be determined. Motion carried unanimously.
P &Z will discuss the possibility of a public hearing to gather input from owners in the
commercial and industrial districts as well as the public at large. Hearing date to be
decided at the October 3, 1995 meeting.

PAWN SROPS ANA ADULT ENTERTAINMENT ORDINANCE,
P &Z members all agreed that they like the City of Circle Pines ordinance much better than
the example given to them by the City Attorney.
MOTION by LaMotte, second by Vermeulen to direct city staff to determine where in
Centerville these businesses would be allowed to locate using the criteria in the Circle
Pines Ordinance. Motion carried unanimously.
NEW BUSINESS
P &Z MEMBERS / MEETING DATES
Member Drilling has advised he cannot make Tuesday night meetings for the next year or
so. He also asked if P &Z would consider changing the meeting night. LaMotte cannot
make Wednesday, Tourville is open, Welk and Vermeulen cannot make Monday.
MOTION by LaMotte, second by Vermeulen to table this issue to the next meeting.
Motion carried unanimously.
CITY BUILDING INSPECTOR - PATTI, PALZFR
Paul Patzer has a request for a building permit to erect a pole building type storage on a
lot next to Al LaMotte. The property is shown to be zoned rural residential (R1) on the
city zoning map, but in reality the use is sewered residential with lot sizes as large as 90'-
100' x 350'. Nobody on P &Z knows why this areas was not re -zoned when it was
developed. After discussion, there was a general consensus that as the zoning ordinance 4
now reads there would be little basis for the city to deny the permit.
The next meeting date is October 3, 1995 and Tourville will not be present.

MOTION by LaMotte, second by Welk to adjourn the regular Planning and Zoning
meeting at 9:30 p.m. Motion carried unanimously.
