PLANNING AND ZONING COMMISSION
TUESDAY, AUGUST 1, 1995
Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City
of Centerville held their regular meeting on Tuesday, August 1, 1995, at the City Hall.
Chairman Tourville called the meeting to order at 7:35 p.m.
Present: Tourville, Welk, LaMotte
Absent: Vermeulen, Drilling
APPROVAL OF MINUTES
APPROVAL OF JULY 11, 1995 MEETING MINUTES
MOTION by Welk, second by LaMotte to approve the meeting minutes of July 11, 1995,
motion carried unanimously.
NORTHERN FOREST PRODUCTS SITE PLAN REVIEW
Representatives from Northern Forest Products present at meeting:
Bruce Devereaux, Owner/Partner
Craig Devereaux, Son of Bruce Devereaux
Management Team
Paul McDowell, President and Owner
Ty Hengemuehle, Yard Manager
Jim Tricker, Sales Manager
Construction Rep.
Jeff Henzel, Greystone Construction
McDowell gave a brief background of the company and their operations, this is listed in
their profile which is attached to the minutes.
They are currently leasing space in downtown Minneapolis.
Henzel went over the site plan with the member of Planning and Zoning.
• He stated they met all setbacks.
• The floodplain elevation is still in question with the Engineer.
• They have a 2% slope for drainage which is the ideal percentage to have.

• They are having a soil test done within a week.
• The lot is the center of the 3 long vacant lots off of Main Street.
• Signs have not been discussed yet, but they will bring it before Planning and Zoning at
a later date.
• No need for a loading dock.
• No outside storage, nothing would be left out overnight.
• Dust collection system and a dumpster are outside.
• Parking will be on the west side of the building and in front (may move all of parking
to west side to make the front more attractive.)
• Curb and gutter are a requirement in the parking lot.
• Parking lot is set up for semis to turn around, 99% of what comes in will be on semis.
• Curb would not be required for the south end of the lot because of future expansion.
• There is still a question on the sprinkler system -- do only certain areas require it.
They would definitely want one in the Mill room but don't see a need for sprinklers in
the cold storage area.
• They would like to get started asap. Would like to move in by November.
Mayor Wilharber stated he believes it to be a good addition to the city and they are
looking at a TIF package.
Tourville agreed that it would be good for the city. The lot provides them with a good
access to the freeway. Tourville stated the zoning is proper and the building construction
meets the ordinances.
MOTION by Welk, second by LaMotte to accept the Northern Forest Products Site Plan
contingent upon review of the City Engineer. Motion carried unanimously.
AMENDMENT TO ORDINANCE 54 (WEEDS)
Mayor Wilharber and the Planning and Zoning Commission discussed the ordinance and
the pros and cons to amending it.
• They city may want to look at distinguishing length of grass growing in residential
areas versus commercial and industrial and also for vacant lots.

• Unmowed lots seem to collect junk -- leftover cement, used tires, wood, etc.
• But if you let it grow, trees will grow and could be a benefit.
• Unless it is next to a resident and that resident is complaining it shouldn't be a
problem.
• Need to have uniform enforcement.
• Nuisance ordinance may cover some of the complaints.
Planning and Zoning members will talk with other residents to get a feel of what they
would like.
MOTION by Tourville, second by Welk to table for further discussion at a future meeting.
Motion carried unanimously.
AMENDMENT TO ORDINANCE 44A (BUILDING DESHGN)
Tourville feels that this should be incorporated into Ordinance 4 in some type of appendix.
Also believes that a Special Use Permit for a site plan is not required and should be taken
out of Ordinance 4,
• Steel structure building is okay as long as the sides are of concrete or wood.
• May look at taken out architechtual panel from section 2.
MOTION by Tourville, second by Welk to table for further discussion at a future meeting,
motion carried unanimously.

SEPTEMBER SEPTEMBERMEETING_DATECHANGED
MOTION by Welk, second by LaMotte to change September meeting date of the 5th to
the 12th. And to post meeting notice change. Motion carried unanimously.
ADJOURN
MOTION by LaMotte, second by Welk to adjourn the regular Planning and Zoning
meeting at 9:55 p.m. Motion carried unanimously.
