HomeMy WebLinkAbout1994-02-01 Minutes PLANNING AND ZONING COMMISSION MEETING MINUTES TUESDAY, FEBRUARY 1, 1994 Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City of Centerville held their regular meeting on Tuesday, February 1, 1994 at the City Hall. Chairperson Tourville called the meeting to order at 7:05 p.m. Present: LaMotte, Vermeulen, Welk, Council member Brenner. Absent: Drilling. MINUTES: January 4, 1994 meeting minutes. Motion by Vermeulen, second by LaMotte to approve the January 4, 1994 meeting minutes, AYE - LaMotte; AYE - Tourville; AYE - Vermeulen; ABSTAIN - Welk, motion carried. OLD BUSINESS: Senior Housing - Sketch Plan - Consideration of Concept. The Planning and Zoning Commission reviewed information dated January 10, 1994 and January 24, 1994 from Richard Helgeson regarding a townhouse style senior housing development for the City of Centerville. Clerk /Administrator Tamara Miltz- Miller updated the Planning and Zoning Commission regarding a meeting she attended earlier today with Developer Richard Helgeson, City Engineer John Stewart and Council member Theresa Brenner. Ms. Miltz- Miller distributed the following: Comprehensive Plan Future Land Use Map; - Comprehensive Plan Medium and High Density Definition; - Comprehensive Plan map showing future use of proposed site; - and a document dated February 1, 1994 to Mr. Helgeson regarding City ordinances, procedures and policies. A copy of the above referenced information is on file with the Clerk /Administrator. Ms. Miltz - Miller noted that the zoning for the proposed site (south of Main Street) is appropriate. Ms. Miltz- Miller noted that townhomes are a "Permitted Use with a Special Use Permit ". Ms. Miltz- Miller explained the proposed site is not compatible with the current Comprehensive Plan - Future Land Use, with regard to designated areas for higher density. Ms. Miltz- Miller noted if the proposed site is pursued, an amendment to the Comprehensive Plan from Metropolitan Council may be required. Ms. Miltz- Miller advised that Ordinance #4, Article 5 PLANNED UNIT DEVELOPMENTS outlines the appropriate process for with this proposed project. Meeting Minutes - P & Z page two February 1, 1994 Ms. Miltz- Miller noted the proposed site is located within the flood plain and will need fill brought in to bring it two feet above the flood plain elevation. Ms. Miltz- Miller noted Mr. Helgeson is requesting the City grant tax increment financing assistance for the project. Chairperson Tourville made the following comments: - What are tax credits, what is involved in obtaining the tax credits? What becomes of the sold credits? - What tax credit liabilities does a developer have? - Are there federal monies paid to the developer? - If this established as a Tax Increment Financing District, would 100% of the funds go towards the project? - The rent at approximately $425.00 - $550.00 per month with the tenant paying his own heat and lights is not cheap. - This project could easily cost $3,000,000.00 which could contribute substantially to the tax base. Clerk /Administrator Tamara Miltz- Miller ask if the Planning and Zoning wanted senior housing. It appeared to be the consensus of the Planning and Zoning Commission that there is a great need for senior housing in Centerville. Clerk /Administrator Tamara Miltz- Miller asked if Centerville should have one or more than one senior housing development. It appeared to be the consensus of the Planning and Zoning Committee that it depends on how affordable the senior housing is. It was noted that unless it is affordable it will not be successful. The cost of the rental units must be within the reach of senior citizens. If the first senior housing development was a success, then other developments may be considered. Council member Brenner noted on February 11, 1994 a meeting is scheduled between Anoka County, Legislators and City officials to discuss County and local issues. Council member Brenner suggested that a County wide H.R.A. could be brought up. Ms. Miltz- Miller noted the proposed site located off of Main Street is not consistent with the Comprehensive Plan. Ms. Miltz- Miller asked if the Planning and Zoning Commission would support and amendment to the Comprehensive Plan or should Mr. Helgeson be Meeting Minutes - P & Z page three February 1, 1994 asked to seek another site. Ms. Miltz - Miller noted that if the Comprehensive Plan is changed, is there another site that Planning and Zoning would prefer. Ms. Miltz- Miller noted that the former "Golden Meadows" site has been suggested to Mr. Helgeson as a possible alternative. Bob LaMotte, 1643 Heritage Street, was present. Mr. LaMotte expressed concern with the "Golden Meadows" site due to the Lino Lakes industrial zoning abutting the site and the potential for noise. Mr. LaMotte noted the LeRoux property and St. Genevieve's property may have more desirable potential as senior housing sites. Chairperson Tourville noted the flood plain issue, regarding the Main Street site, may be a big issue. Clerk /Administrator Miltz- Miller asked what type of time frame does the Planning and Zoning Commission see for senior housing in Centerville. Commission member LaMotte expressed that he felt this project was being "railroaded ". Commission member LaMotte expressed he did not want the project to move along too fast. Commission member LaMotte expressed a time frame of one or two years would be fine. Commission member LaMotte would like the City to explore more options. Chairperson Tourville noted there is a need for senior housing, and it is only going to increase. Chairperson Tourville noted he can not see much happening within the next six months to a year, however it behooves the City to keep the time element to a minimum. Commission member Welk expressed she does not want to make a hasty decision. Commission member Welk expressed that she does not see how the proposed site for the senior facility would be compatible with the current businesses abutting the site. Commission member Welk noted younger people may go to work, while a majority of the seniors may stay at the facility during the day. The trucking business noise may become a problem with the residents of the senior housing. Commission member Vermeulen noted in five to ten years more commercial development (i.e. bank) may locate near the proposed site. It was noted the City of Centerville does not know what Lino Lakes has planned for the area. Commission member Vermeulen would not like to see the project placed on the back burner, however she did not want the project rushed through. Meeting Minutes - P & Z page four February 1, 1994 Council member Brenner expressed concern regarding the City dragging out the senior housing project. Council member Brenner expressed she sees this proposal as an opportunity. Council Brenner expressed the Planning and Zoning Commission appears to be looking much to negatively at the proposal. Council member Brenner thought the Main Street site is a good location. She felt in the future there may be more commercial development in this area. Council member Brenner felt that berming and landscaping could be utilized to reduce noise. Council member Brenner felt this is a decent spot and the developer would need to decide on the flood plain issue. The following appeared to be consensus of the Planning and Zoning Commission: 1. The concept of Senior Housing for the City of Centerville is good. 2. The site is up to the Developer. It is possible there may be better sites. There is water and sewer available to both the "Golden Meadows" and Main Street sites. 3. A June time frame is "doable" if everything goes according to plan. It is the Developers problem if situations occur that may delay this project. It is not a City responsibility to meet the June deadline. The Planning and Zoning Commission does not want to compromise the project to meet the June deadline. 4. There is not enough time to gather and consider citizen input to meet the June deadline. 5. Joint meetings of the City Council, Planning and Zoning Commission and Park and Recreation Committee could be utilized to streamline the process. Ordinance #4, Article 7 - DEFINITIONS. Chairperson Tourville suggested the permitted and special uses be defined in greater detail. And also suggested the Planning and Zoning Commission members review 71.24 -1 HOME OCCUPATION and 71.41 RECREATION VEHICLES. Motion by Vermeulen, second by Welk to table discussion of Ordinance #4, Article 7 - DEFINITIONS, motion carried unanimously. NEW BUSINESS: Meeting Minutes - P & Z page five February 1, 1994 Possibility of Amending Ordinance *8. Article 3, Section 38.12 SODDING. It appeared that the Planning and Zoning Commission was not opposed to the proposed amendment. However, the would like to have the time frame for collection of the escrow clarified, is it collected at the time of platting or when the building permit is taken out. Also can the builder versus the developer be held responsible for the escrow. ADJOURN: Motion by Welk, second Tourville to adjourn the meeting, motion carried unanimously.
