HomeMy WebLinkAbout1993-02-02 Minutes MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF CENTERVILLE, MINNESOTA HELD ON TUESDAY, FEBRUARY 2, 1993 AT 7:00 P.M. IN THE COUNCIL CHAMBERS Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City of Centerville held a public hearing on Tuesday, February 2, 1993 at the City Hall. The purpose of the public hearing was to hear all persons present regarding the possibility of vacating and rerouting the northerly 060.00 feet • (approximately) of Mill Road. The approximate 660.00 feet of Mill Road is located north of the intersection of Peltier Lake Drive and Mill Road_ Acting Chairperson Welk called the public hearing to order at 7.04 p.In_ Present: Vermeulen, LaMotte, Drilling, City Council Liaison Brenner_ Absent: T.ourville_ • Acting Chairperson Welk summarized the purpose of public hearing and asked for comments from members of the audience. Mr_ Aubin also expressed concern that if the intersection is • slippery, he could end up with cars in his front yard_ Beth Zeug, 7294 Mill Road, was present_ Ms. Zeug noted that she likes the concept of having the road dead end north of her property_ Ms_ Zeug explained that area residents have expressed concern to her about the preserving of the trees_ The residents have expressed that they are happy the trees are being preserved_ • P&Z MEETING MINUTES FEBRUARY 2, 1993 PAGE TWO Ms_ Zeug further explained that many area residents have expressed a desire for a walkway along the creek_ Ms_ Zeug noted she would like to have a drainage easement east of her home included in the plan_ Ted Erkenbrack, 7377 Peltier Circle, was present_ Mr_ Erkenbrack explained that they have spent a lot of time and money on the placement of their home along Clearwater Creek_ Mr_ Erkenbrack has windows that face Clearwater Creek. Mr_ Erkenbrack expressed that by vacating and rerouting Hill Road, the City will be putting people "down their back door ". Mr. Erkenbrack expressed that he likes the tree line, Mr. Erkenbrack noted that the issue • • of safety has been expressed at the meeting. Mr_ Erkenbrack questioned the safety of rerouting Mill Road through a more densely populated residential development_ Mr. Erkenbrack noted that he is opposed to the vacating and rerouting of Mill Road_ Pat Fruth, 7384 Mill Road, was present. Mr. Fruth expressed concern regarding the accessibility for the Centerville and Lino Lakes residents located to the north of the proposed Mill Road vacation_ Mr. Fruth expressed concern about emergency vehicles access_ Mr_ Fruth stated that because the northerly portion of Mill Road only services a few homes, does not make the vacating • and rerouting right. Jim Carlson, 7389 Mill Road, was present. Mr. Carlson asked that the reason for vacating and rerouting of Mill Road be explained_ Mr- Carlson also asked what the projected costs for reconstructing Mill Road may be. John Stewart, City Engineer, was present_ Mr. Stewart noted that • it was his recollection that the reason for the City considering • the vacating and rerouting of Mill Road was based upon the road • being a poor use of land_ Mr_ Stewart noted that in 1_987 the estimated cost for reconstruction was approximately $40.00 per square foot_ Mr_ Stewart also noted that another barrier is required at an approximate cost of $5,000.00. Mr_ Stewart further noted that this section of Mill Road is not the most stable piece of ground, There is concern with the drop off. Mr. Stewart noted there also appears to be a sight problem with the incline on Mill Road_ Mr_ Stewart explained that mill Road would require a flatter grade. Mr_ Stewart also noted that Mill Road is a collector street, hut is not built to City collector street > Y standards of 36 feet wide_ Mr_ Stewart noted that Mill Road is only 22 feet. in wide in that area. Mr. c �teoaxt. noted that there • are significant engineering issues with Mill Road_ Bob Burgstahler noted that an alternative could be to approve the P:.., METING H = -i %xL � t�i._ TEc � FEBRUARY 2, 1993 PAGE THREE development as originally proposed_ Mr- Burgstahler noted the originally proposed development had lots with streets abutting the front and rear yards_ This is not allowed under City Ordinance. Mr_ Burgstahler noted that if Mill Road was moved, the new homes accessing on Mill Road could present a safety hazard also. Marilyn ;rkenbrack, 7377 Peltier Circle, was present_ Ms. Erkenbrack noted that it makes a big difference to her property were the houses and trailway are placed in the proposed development. Commission member Drilling noted that increased traffic on Mill Road has been an issue in the past. Commission member Drilling noted that residents and fisherman will still want to be able to get to Peltier Lake_ These people would be rerouted through a residential area. Commission member Drilling suggested looking into not having right angles_ John Stewart, City Engineer, noted that Mill Road can be resurfaced every seven years or so. Carol Pelton, 7178 Mill Road was present. Ms- Pelttcn noted that Mill Road is breaking up and there is a severe drainage pro'oiem. The road is starting to slide down the bank_ Another guard rail is necessary. Ms. Pelson noted the structure of Mill Road is a concern.. If the rear property lines abut Mill Road they could not be assessed for the improvement of Mill Road_ Ms. Pelton 1 notes that she lives on Mill Road and there appears to be a lot cf traffic. Ms. Pelton noted that a lot of children live on Mill Road_ Ms. Pelton noted that Centerville presently has east /west collector streets to service the proposed development. Ms_ Pelton noted that there is a lot of vacant land in Lino Lakes to be developed- Hs. Pelton asked if Centerville taxpayers want to pay for the upgrading of Mill Road to facilitate future Lino Lakes development_ Ms. Pelton noted that if Mill Road is vacated and rerouted, the City would need to come up with a good trail system plan. Gerald Rehbein, 6267 Otter Lake Road, was present. Mr. Rehbein noted that the concern in the past has been with the lack of east /west collector streets to facility the proposed Acorn Creek Development. Mr- Rehbein noted that 73rd Street is a east /west collector street to 20th Avenue, Peterson Trail is a collector street to Main Street and Mill Road is a collector street to Main Street. Mr_ Rehbein noted that Mill Road is not built to collector street standards. Mr. Rehbein noted that development for the northern half of the proposed Acorn Creek is approximately three years away_ P &Z MEETING MINUTES FEBRUARY 2, 1993 PAGE FOUR Commission member LaMotte noted that things need to be worked out to try and satisfy everyone. Dick Pringle, Trippel's Market, 1801 Main Street, was present. Mr. Pringle noted that the rerouting of traffic from Mill Road could have an adverse effect on his business_ Ted rrkenbrack suggested that the park land dedication be along Clearwater Creek. Gerald Rehbe_in noted that the by placing the park land in the • north east corner, the City could expand the park area as other properties in the north east area develop. Bob Burgstahler noted that there appears to be three options. The first option 1 pticn wou_ d be to worn, with the original plan, the second option would be to work with the proposed sketch plan and the third would be to have the proposed Ojibway Road feed to the east, with no access to Mill Road. Commission member Drilling expressed that a sidewalk syotem should be incorporated on the east side of Mill Road_ Acting Chairperson Welk closed the public hearing at 7:39 p.m_ Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City of Centerville held their regular meeting on Tuesday, February 2, 1993 at the City Hall. Acting Chairperson Welk called the regular meeting to order at 7 :40 p.m. Present: Vermeulen, LaMotte, Drilling, City Council Liaison Brenner_ Absent: Tourville. APPROVAL OF MINUTES: Motion by Vermeulen, second by Drilling to approve the January 12, 1993 meeting minutes, motion carried unanimously. Motion by Vermeulen, second by Drilling to recommend to the City Council the approval of the concept of the Sketch Plan for the proposed Acorn Creek Development with following changes if the northerly 660.00 feet (approximately) of Mill Road is to be vacated and rerouted: P &Z MEETING MINUTES FEBRUARY 2, 1993 PAGE FIVE - a twenty - thirty foot walkway /trailway easement along the ditch area be incorporated into the plan; - a sidewalk along the west side of Ojibway Road on the northern section of the plan is included; - that the City develop the twenty - thirty foot walkway / trailway easement be developed simultaneously with the planned Regional Detention Pond; - that an "9" curve (Ojibway Road and Mill Road) be • incorporated on the northern section of the plan; - an easement between Lots 4 and 5, Block 3 of the southern section of the plan be included for access to the proposed park land; - and a 60 foot easement with a "T" turnaround between Lot 9, Block 1 and Lot 1, Block 2 be included, motion carried unanimously. Motion by Vermeulen, second by LaMotte to recommend that the Preliminary Plat Public Hearing be scheduled at the City Council level, motion carried unanimously. The Planning and Zoning Committee noted that at a previous meeting a reeonunendation was made regarding the rezoning of the proposed Acorn Creek development. Mr. Re;ibein noted that bigger lots do not guarantee larger homes_ Mr. Rel:bein expressed that the City can not have both. • Acting Chairperson Welk noted that many people have expressed • that their reason for moving to Centerville was the open space and larger lots.
