Commission of the City of Centerville held their regular meeting
on Tuesday, May 12, 1992 at the City Hall. Chairperson Tourville
called the meeting to order at 7 :13 p.m. Present: Drilling,
Vermeulen. Absent: LaMotte, Welk.
MINUTES
Motion by Vermeulen, second by Drilling to approve the April 8,
1992 meeting minutes, motion carried unanimously.
APPEARANCES
Matt Geretschlae ger - Gilbert Construction - Noble Welding Site
Plan - Special Use Permit
Matt Geretschlaeger, Gilbert Construction, presented a colored
rendering of the proposed Noble Welding building (Lot 8, Block 1,
Centerville Industrial Park), Mr. Geretschlaeger presented a
letter dated May 11, 1992 addressed to Tamara Miltz- Miller,
Clerk /Administrator, in response to the Clerk /Administrator's
letter dated May 8, 1992 and a letter dated May 7, 1992 from John
Stewart, City Engineer. A copy of the said letters are on file
with the Clerk /Administrator.
Mr. Geretschlaeger presented a revised site plan to the Planning
and Zoning Commission incorporating John Stewart's, City
Engineer, recommendations as follows:
- Sidewalk ramping meeting state handicap accessibility
requirements;
Grades around the bullnose peninsula West of the truck
bay with a maximum grade of 10% as suggested;
- The grades of North side of building will be adjusted
to maintain a maximum 3:1 slope;
- Drainage at the entrance driveway shall be into the
swale along the proposed street and be carried around
to the West.
Mr. Geretschlaeger noted that the proposed building will be stone
faced blocked with a decorative band. The proposed building
meets the setback requirements of the City. The building
elevation best fits the grade of the site. The entire building
will be sprinkled. The exterior lighting will be wall packs and
will meet the requirement of the City ordinance. The signage
will also meet City requirements.
Chairperson Tourville asked questions about the loading dock
area. It was questioned if there would be sufficient turn - around
for semi truck.
Mr. Geretschlaeger noted that there would not be enough room for
a semi truck to turn around in the parking area.
Bob Sorg, owner of Noble Welding, noted that the semi truck
traffic is approximately one to two semi trucks per year.

Mr. Geretschlaeger noted that Bob Sorg, owner of Noble Welding,
had concerns about when 21st Avenue was scheduled to be upgraded.
The concern was with the requirement for bituminous paving, curb
and gutter. Mr. Geretschlaeger requested that this requirement
be delayed until 21st Avenue is upgraded. One of the concerns
expressed was that the elevation of the road when upgraded may be
different then the present unimproved road.
Mr. Geretschlaeger also expressed a concern of Mr. Sorg was the
extension of gas utilities to the Industrial Park. Mr. Sorg
would like to have gas utilities extended to the Industrial Park.
Chairperson Tourville asked the Commission members present if, in
their opinion, was the proposed use of a welding job shop to be
considered light manufacturing.
It appeared to be the consensus of the Commission members present
that a welding job shop would be considered light manufacturing.
Chairperson Tourville noted that light manufacturing is a
permitted use in the Industrial Zoning District. Chairperson
Tourville raised concern about the need for a Special Use Permit
when the use is a permitted use.
Discussion of Mr. Geretschlaeger request for variance to
construct the building one foot above the 100 year flood plain.
Chairperson Tourville noted that the City Council should address
the two foot above the 100 year flood plain. In his opinion, the
two foot above the 100 year flood plain requirement for
commercial /industrial developments should be eliminated. If the
requirement was change to one foot above the 100 year flood plain
it would eliminate the need for a variance from
commercial /industrial developments.
Mr. Geretschlaeger noted that it was his understanding that any
storm water detention was pre- engineered for these lots at the
time that the Industrial Park was constructed. Mr.
Geretschlaeger noted that he is proceeding on the assumption that
this storm water detention plan is sufficient.
Chairperson Tourville noted that it was his understanding that
the drainage swales constructed in the Industrial Park would
supply adequate drainage.
It appeared to be the consensus of the Planning and Zoning
Commission members present that the bituminous paving, curb and
gutter should be delayed until 21st Avenue is upgraded and the
gas utilities are installed.

NEW BUSINESS
RecDest for Special Use Permit - Site Plan - Noble Welding - Lot
8. Black 1. Centerville Industrial Park
Motion by Drilling, second by Vermeulen to recommend to the City
Council that a variance to the requirement that building finished
floor area be two feet above the 100 year flood plain be granted
to allow elevation of the building finished floor area be 907.5,
motion carried unanimously.
Motion by Vermeulen, second by Drilling to recommend to the City
Council to assist Bob Sorg, Noble Welding, in the extension of
natural gas to the Industrial Park, motion carried unanimously.
Motion by Vermeulen, second by Drilling to recommend to the City
Council that the parking and driveway requirements of bituminous
paving and curb and gutter be delayed until 21st Avenue is
upgraded, motion carried unanimously.
Motion by Vermeulen, second by Drilling to approve the Special
Use Permit for Bob Sorg, Jr., Noble Welding, as discussed at this
meeting, motion carried unanimously.
A copy of the approved Special Use Permit is attached to and made
a part of these minutes.
OLD BUSINESS
Review of Ordinance #4. Sections 33.03 through 34 11
Motion by Vermeulen, second by Drilling to table discussion of
Ordinance #4, motion carried unanimously.
ADJOURN
Motion by Vermeulen, second by Drilling to adjourn the meeting,
motion carried unanimously. Meeting adjourned 9 :07 p.m.

SPECIAL USE PERMIT
This Special Use Permit is granted by the City of Centerville,
Anoka County, Minnesota this ____ day of , 1992^
WHEREAS, Robert Sorg, Jr. (''Permittee") has applied for a Special
Use Permit for site plan approval for construction of a
welding job shop building described below within the City of
Centerville, Minnesota; and
WHEREAS, such Special Use Permit is required by Zoning Ordinance
#4, Appendix B - Industrial District, B`10 Site Plan; and
WHEREAS, after review the City Council has approved the granting
of such Special Use Permit subject to the following
conditions.

NOW, THEREFORE, IT IS HEREBY AGREED as follows:
1. That Robert Sorg, Jr. shall be granted a Special Use
Permit for a site plan to construct a welding job shop
building on property located at 7076 21st Avenue,
Centerville, Minnescta legally described as
Lot 8, Block 1, Industrial Park,
2. That this Special Use Permit is conditioned upon the
following:
(a) All construction activities upon such
property shall comply with Ordinance #4 of
the City of Centerville and any other
building and zoning codes or ordinances
applicable to the property
(b) Permittee shall ensure that such plan
according to the site plan attached to and
made a part hereof as Exhibit A. Any changes
from such site plan must be approved by the
City Council"
(c) The maximum number of employees shall be
dictated by the corresponding number of
parking spaces as defined in Ordinance #4,

the May 13, 1992 City Council meeting minutes
(Attachment A)"
3. Landscaping shall be installed on the site according to the
site plan attached as Attachment X. All landscaping will be •
guaranteed for a one (1) year period. All replacement
plants, if necessary, shall be guaranteed for e one (1) year
period. •

4. Permittee will provide a Letter of Credit in favor of the
City of Centerville or cash escrow to ensure compliance with •
all the provisions of this Special Use Permit as well as all ,
other ordinances, regulations, and statutes of all governing
authorities concerning the construction activities on the
premises, The Letter of Credit or cash escrow shall be one
hundred fifty (150%) of the landscaping costs as estimated
by the City Engineer. Such Letter of Credit shall be in
substantially the form attached hereto and made a part
hereof as Attachment X. Should the landscaping plantings
appear to to alive and healthy after the guarantee period,
the cash escrow or letter of credit will be reduced or
returned whichever is application. The cash escrovJ or
letter of credit shall be forfeited to the City if any
provisions of this section is violated.
5" This Special Use Permit shall be subject to annual review by
the City of Centerville. In the event the activities
conducted on such property are injurious to the public
health, safety and welfare, the City Council may impose
additional restrictions in this Special Use Permit or revoke
same" All conditions heretofore and hereinafter contained
in this Special Use Permit shall be binding upon any and all
officers and managing agents of the Permittee, and any of
their heirs, transferees or assignees"

6" If construction has not commenced within one (1) year
following the granting of this permit, this permit shall be
null and void and Permittee shall cease and desist from any
further construction or work on said project.
