Commission held their regular meeting on Tuesday, February 11,
1992 at the City Hall. Chairperson Tourville called the meeting
to order at 7:07 p.m. Present: Drilling, LaMotte, City Council
Liaison Burgstahler. Absent: Vermeulen, Welk,
MINUTES
Chairperson Tourville noted that the meeting minutes did reflect
the discussion at the November 5, 1991 regarding
Commercial /Industrial Permitted Uses - Minimum Building Size.
Chairperson Tourville wanted to clarify that the City of
Centerville did have a pole building moratorium, but repealed the
moratorium when the requirements were incorporated into the
Zoning Ordinance.
Motion by Drilling, second by LaMotte to approve the November 5,
1991 meeting minutes, motion carried unanimously.
OLD BUSINESS
Appointment of Chairperson and Vice Chairperson
Motion by Drilling, second by LaMotte to appoint Dan Tourville as
Chairperson and Kathy Welk as Vice Chairperson, motion carried
unanimously.
NEW BUSINESS
Petition for Detachment of Certain Land From the City of Lino
Lakes and Annexation to the City of Centerville
City Council Liaison Burgstahler noted that the cities of •
Centerville, Circle Pines, Lexington and Lino Lakes will be
meeting in February to discuss the possibility of shared
services.
Chairperson Tourville expressed concern that the request for
detachment /annexation may have an effect on the consolidation
ibsue,. His concern appeared to he that the request for
detachment /annexation could possibly "add fuel to the fire ".
Chairperson Tourville stated that he was sorry that the request
for detachment /annexation did not come sooner.
City Council Liaison Burgstahler noted that until the municipal
water extension was completed it may not have been logical.
Chairperson Tourville noted that benefit of flood plain reduction
and utility services, stated in the petition, was a good point.
Motion by Tourville, second by Drilling to support the Petition
for Detachment of Certain Land from the City of Lino Lakes and
Annexation to the City of Centerville, motion carried
unanimously.

Regularly Scheduled Meeting Date
Due to a conflict with the Recording Secretary Sanna Buckbee's,
schedule the Planning and Zoning Commission considered the re-
scheduling of their regular meetings to the second Tuesday of
each month.
Motion by Tourville, second by LaMotte to re- schedule the regular
meeting date of the Planning and Zoning Commission from the first
Tuesday to the second Tuesday of the o
Y month;

to be reviewed upon the Recording Secretary's
completion of responsibilities as a member of
Consolidation Commission,

Chairperson Tourville inquired as to the status of the pending
litigation.
Sauna Buckbee, Assistant City Clerk, advised that litigation is
still pending.
Commission member Drilling questioned as to "what the big deal"
was. He noted that the proposed Municipal Building is to be
located close to the property.
City Council Liaison Burgstahler noted that there have been
complaints. The property is violation of the Zoning Ordinance.
The Ordinances of the City must be enforced or a precedent may be
set.
Chairperson Tourville rioted that, to his knowledge, a re- zoning
request for the Olinger property has not been filed with the
City.
Beyond the Basics Workshop
Chairperson Tourville and Commission member LaMotte expressed
interest in attending the Beyond the Basic Seminar on Thursday,
April 9, 1992. It was also noted that there is book that can be
purchased for $11.00 that deals with planning.
It appeared to be the consensus of the Commission members present
to table discussion on the seminar and purchasing of the book
until the next meeting.

Chairperson Tourville asked the Commission members present on
their thoughts of meeting even if there is no formal agenda
items. Chairperson Tourville suggested that these meetings could

be devoted to "house cleaning ".
City Council Liaison Burgstahler noted that there are a number of
things discussed at the City Council level that could be further
reviewed. Liaison Burgstahler noted that one item that he would
like to see investigated is the two foot above the flood plain
elevation requirement for commercial /industrial buildings, In
his opinion this is an extra expense for the developer. The
residential developments requirement of two feet above the flood
plain elevation should be enforced. Typical
commercial /industrial construction is slab on grade.
It appeared to be the consensus of the Planning and Zoning
Commission members present to table discussion of meeting with no
formal agenda until the full Planning and Zoning Commission is
present.
Update /Codification of Ordinance #4
Sanna Buckbee, Assistant City Clerk, noted that City Staff will
be discussing Ordinance #4 with Greg Heilings, City Attorney, on
Wednesday, February 26, 1992.
Chairperson Tourville asked if the City Attorney is a member of
the League of Minnesota Cities. If the Attorney is a member
there may be a reduced charge for working with the League of
Minnesota Cities on ordinance codification.
Rubber Mating at the Central Park Building
Commission member Drilling noted that the Park and Recreation
Committee has expended approximately $4,000.00 for rubber mating
at the Central Park Building. Commission member Drilling
expressed concern that the dollar amount appeared to be
excessive.
Chairperson Tourville noted, that in his opinion, there is a
State Statute requiring cities to solicit bids for any thing over
$500.00.
City Council Liaison Burgstahler noted that this did appear to be
an excessive expenditure and will research further.

Motion by Drilling, second by LaMotte to adjourn the meeting,
motion carried unanimously. Meeting adjourned 8:02 p.m.
