Commission of the City of Centerville held their regular meeting
on Tuesday, November 5, 1991 at the City Hall. Chairperson
Tourville called the meeting to order at 7 :05 p.m. Present:
Drilling, LaMotte, Vermeulen, Welk, City Council Liaison
Burgstahler.
MINUTES
Motion by Vermeulen, second by Welk to approve the August 27,
1991 meeting minutes, AYE - Tourville; AYE - Vermeulen; AYE -
Welk; ABSTAIN - Drilling; ABSTAIN - LaMotte, motion carried.
Motion by Vermeulen, second by Drilling to approve the September
6, 1991 meeting minutes, motion carried unanimously.
OLD BUSINESS

Chairperson Tourville rooted that Ordinance #4 does need some
revising. The Industrial Park is located within the flood plain
and is not engineered very well. The present drainage swale
system appears to be a problem.
Committee member LaMotte asked how the City could enhance the
appearance of the Industrial Park. In his opinion the appearance
could be a hindrance.
Committee member Drilling expressed that in his opinion the
minimum building size requirements for commercial and industrial
lots are good. Committee member Drilling noted that if the pole
building moratorium was lifted that this may encourage
development.
Committee member Welk noted that the minimum building size should
be left alone. The City of Centerville only has so much room for
commercial /industrial growth. The City should make the best of
what they have. There are no proposals or building at present
asking for a variance.
Liaison Burgstahler stated that in his opinion it would not be
best for the City in the long run to reduce the minimum building
size if the City warts an increased tax base. The present
economic conditions could be hindering development.
Chairperson Tourville questioned Liaison Burgstahler as to the
status of the Flood Plain Reduction Project.
Liaison Burgstahler noted that it is up to the City Council to
review all the input they have received and rethink if all that
was originally proposed is necessary. The project is held up by
the Rice Creek Water Shed. Objections, not to the project, but
to the assessments were raised.

Chairperson Tourville questioned if the project was likely to go
through.
Liaison Burgstahler noted that the City Council does feel this is
a worthy project, but it is likely to be a scaled down version as
long as Anoka County still holds to their offer for funding.
Motion by Vermeulen, second by Welk to leave as is the minimum

municipal well. Tax Increment Financing monies can be used to
purchase the land. A Fire Station will be built. Depending upon
the amount of monies remaining will decide what other municipal
facilities will also be included. The City has set aside money
for the building. There also is municipal water available to
this site.
Committee member Drilling expressed concern over the loss of
potential commercial development on County Road 14.
Chairperson Tourville questioned what the future use for the
present site is.
Liaison Burgstahler noted that the current site would be used by

Motion by Vermeulen, second by Welk to approve the lot split for
the proposed municipal building and that the public hearing be
held at the City Council level, motion carried unanimously.
