HomeMy WebLinkAbout1990-12-04 Minutes Pursuant to due call and notice thereof the Planning and Zoning Commission of the City of Centerville held their regular meeting on Tuesday, December 4, 1990 at the City Hall. Chairperson Tourville called the meeting to order at 7:10 p.m. Present: Drilling, Vermeulen, Welk, Wilharber. Motion by Wilharber, second by Drilling to approve the September 4, 1990 meeting minutes, Tourville - aye; Wilharber - aye; Drilling - aye; Welk - abstain; Vermeulen - abstain; motion carried. Motion by Vermeulen, second by Wilharber to approve the November 7, 1990 meeting minutes, Wilharber - aye; Drilling - aye; Welk - aye; Vermeulen - aye; Tourville - abstain; motion carried. OLD BUSINESS Golden Meadows - Sketch Plan - Gerald Rehbein Gerald Rehbein, developer, was present. Mr. Rehbein told the Commission that he has revised his sketch plan for the proposed Golden Meadows Development. The eight -plex units that were presented before would not sell as fast as the single level townhomes. The single level units would have a two stall garage and a back door with patio. There would be four units to a building. There would be no stairs, and the units would have windows on all sides. The price range would be $10,000 to $15,000 more than the previously proposed eight -plex units. This would put the selling price range for these units in the low $60,000 to mid $70,000. There still would be a homeowners agreement. Commission member Vermeulen asked Mr. Rehbein were he would propose recreational facilities. Mr. Rehbein stated that the recreational facilities would be east of 20th Avenue off of Wacota Drive. Commission member Vermeulen questioned what the exterior of the building would be. Mr. Rehbein presented the Commission with sketch plans of the proposed units. There is to a 10 x 12 cement patio, the units would be two bedroom with an optional fireplace. Mr. Rehbein asked the Commission if they wanted townhomes in this area, or would they prefer apartment buildings. Mr. Rehbein stated that he was contacted by a person who is looking to build apartment buildings in either Centerville or Hugo. Commission member Vermeulen stated that personally she would not prefer apartment buildings. - Mr. Rehbein stated that with his revised sketch plan the development could be completed in six phases. P &Z Meeting Minutes December 4, 1990 page two Chairperson Tourville noted that the density appeared to higher than then in the previously proposed sketch plan. According to his calculations it appears that there would be approximately ten units per acre. There is an approximate total of 9.60 acres which includes Wacota Drive. Chairperson Tourville expressed agreement with the style of the individual buildings. In his opinion the single story floor plan is more desirable. The two car garage is also more desirable. Chairperson Tourville stated that, in his opinion, the revised sketch plan lacks imagination in layout, that it has a barracks type appearance. Mr. Rehbein stated that he could twist the buildings, but then he would be looking at getting variances. Chairperson Tourville questioned if the revised sketch plan meets the setback requirements. Commission member Welk expressed that, in her opinion, there was nothing attractive about it. Mr. Rehbein stated that the landscaping will really dress this development up. Commission member Drilling stated that with the higher price range than the previously proposed sketch plan the likelihood of renters would be much less. Chairperson Tourville expressecl that. the Planning and Zoning Commisison has approved the concept of townhomes in this area of the City. He likes the design of the buildings, the only problem is with the layout. He questioned if whether it can not be laid out to add a little more uniqueness to the site. Commission member Wilharber expressed that the revised sketch plan does appear to be regimental. He likes the housing design better. Commission member Drilling stated that he has seen townhome projects that are layout similar to this. He felt that berming would improve the appearance. Commission member Vermeulen expressed that she does like the single level design better, but that the revised sketch plan does appear to be monotonous. She also expressecl that landscaping could add a lot. F&Z Meeting Minutes December 4, 1990 page three Commission member Welk stated that they have the appearance of row houses. The amount of traffic coming out on to Wacota Drive could be a problem. • Chairperson Tourville questioned Mr. Rehbein where the holding ponds would be located. Mr. Rehbein stated that he still would keep the holding ponci in the center of the forty acres, or that he could place them near the proposed tennis courts. Commission member Welk questioned the snow removal. There does not appear to be a lot of space for snow to be stored. Mr. Rehbein stated that if there was problem they would bring in trucks and loaders. Chairperson Tourville noted that there is a the potential of thirty -two vehicles coming out on to Wacota Street. He also questioned where Wacota Drive would be placed. Mr. Rehbein expressed that Wacota Drive could be lined up with Cardinal Drive. Motion by Vermeulen, second by Drilling to recommend to the City Council the approval of the concept of the Gerald Rehbein's revised sketch plan for the Golden Meadows Development; Wilbarber - aye; Welk - aye; Vermeulen - aye; Drilling - aye; Tourville- nay; motion carried. Chairperson Tourville noted the reason why he voted nay was that he would prefer to see more imagination to the sketch plan. In his opinion, this revised sketch plan does not fit the criteria outlined in Ordinance #4 for a Planned Unit Development. Preliminary Plat Review Checklist Motion by Vermeulen, second by Drilling to direct City Staff to separate the Preliminary Plat Review Checklist in different categories according to color and compare the changes with the original Preliminary Plat Review Checklist, motion carried unanimously. Chairperson closed the regular meeting. P&Z Meeting Minutes December 4, 1990 page four Pursuant to due call and notice thereof the Planning and Zoning Commission of the City of Centerville held a public hearing at the City Hall on Tuesday, December 4, 1990. The purpose was to hear all persons present regarding a request for a variance from Ordinance #8, Article 2, Section 21.05 RESTRICTIONS OF FILING AND RECORDING CONVEYANCES. (6) Is a single parcel of residential or agricultural land not less than twenty (20) acres in area and having a width of not less than five hundred (500) feet, and its conveyance does not result in the division of the parcel into two or more lots or parcels, any one which is less than twenty (20) acres in area of five hundred (500) feet in width." The request is for a lot split to increase the east side yard set back to the following property commonly known as 1337 Mound Trail. Chairperson called the hearing to order at 8:10 p.m. Present: Drilling, Welk, Vermeulen, Wilharber. Chairperson Tourville summarised the request to members_ of the Commission and audience. Chairperson Tourville stated that, in his opinion, this is a re- alignment of property lines not a subdivision, The realigning of the property lines does not create a sub - standard lot. It would be benefit to the property owners and the City by making the property conform to the side yard setback requirements. Art Mohler, 1756 Peltier Lake Drive, Angelo and Grace Stella, 1337 Mound Trail, were present. Mr. Mohler expresser) that Mr. and Mrs. Stella would like to increase their east side yard setback to allow access to the lake side of their home. Motion by Wilharber, second by Welk to adjourn the public hearing, motion carried unanimously. Hearing adjourned 8:17 p.m. Chairperson Tourville opened the regular meeting. NEW BUSINESS Variance request - 1337 Mound Trail Motion by Wilharber, second by Welk to recommend to the City Council approval of the Angelo and Grace Stella`s request for a variance from Ordinance #8, Article 2, Section 21.05 RESTRICTIONS OF FILING AND RECORDING CONVEYANCES. (6) to increase the east side yard set back for the following reasons: - It benefits the property owner and the City to remove the non conformity of the east side yard setback; - Does not create a substandard lot; - Both property owners are in agreement; P&Z Meeting Minutes December 4, 1990 page five motion carried unanimously. January 1991 meeting_ date Motion by Vermeulen, second by Welk to reschedule the January 1991 meeting to Thursday, January 3, 1991, motion carried unanimously. OLD BUSINESS Park and Recreation Joint Meeting Commission member Wilharber would like for the Park and Recreation Committee to be informed that the Planning and Zoning Commission does not want to "run them ", the Commission would like to work with them for the betterment of the City. Chairperson Tourville expressed that the City has an obligation to have places for children to play, besides being involved in organized sports. NEW BUSINESS Possibility of amending Ordinance #8, Article 2, Section 21.05 RESTRICTIONS OF FILING AND RECORDING CONVEYANCE. (6) Chairperson Tourville requests that City Staff acquire information from other Cities concerning minor sub - division.
