Home My WebLink About1990-10-02 Minutes Pursuant to due call and. notice thereof the Planning and Zoniba Commission of the City of Centerville held their regular meeting on Tuesday, October 2, 1990 at the City Hall. Acting Chairperson Welk called the meeting to order at 7:00 p.m. Present: Wilharber, Vermeulen, Liaison Neumann. Absent: Tourville, Drilling. Approval of the August 7, 1990, and the September 4, 1990 meeting minutes were tabled until the next meeting. Mr. Rehbein stated that he had met with the Park and Recreation Committee to discuss park land. dedication. Mr. Rehbein stated that a one acre parcel north of the Bob Houle property and money were discussed. When the entire forty acres is developed the park land will be in the center. The Park and Recreation Committee decided to take the park dedication fees and purchase one acre of land of Mr. Rehbein at $25,000, which would leave approximately $25,000 for tennis courts that the Park and Recreation would like to build. Acting Chairperson Welk asked Mr. Fehbein how much commercial land there would be left on the forty acre parcel. Mr. Rehbein stated that there would fourteen to sixteen acres of commercially zoned land on County Road 14. Mr. Rehlpein also noted the need for a small sediment pond that is not to be included in the park land dedication. Commission member Wilharber questioned where the access to the proposed aark land would be Mr. Fehbeln stated llidi, the acchsc to the par 1d be between buildings P and C on the preliminary plat presented and there would be a twenty foot wide access. Acting Chairperson Welk expressed that having the proposed park north of Bob Houle's property did not seem to blend together. In her opinion the park land could look like an after thought. Mr. Rehbein stated that when the entire forty acres is completely developed, in ten or twenty years, the park land would be in the center. Acting Chairperson Welk questioned what type of parking would be available to the park. Mr. Rehbein stated that this would be up the Park and Recreation Committee to decide. Mr. Rehbein stated that the only planned sidewalk is to be en 7i 1/2 Street. Mr, Rehbein plans on doing the development in phases, with 71 1/2 Street being first- IThe would run the utilities through the whole development t allow the ntiiits fr., settle, Commission member Wilharber questioned the floodpialn elevations, Mr. Pehbein stated that the floodplain elevations would be addressed in the grading plan, and must meet approval of the Rice Creek Watershed and the City Engineer, Commission member Wilharber asked Mr, Behbein about the wet bottom pond. Mr. Pehbein noted that he would like to have on= sediment. pond for the whole forty acres, and that the sediment pond would. be surrounded by park Land. Liaison Neumann noted that the City Council approved of the concept of the proposed development. The. Problem that tle City Council has is with the loop for fire. The Fire Chief would like an eight inch loop; and the City Engineer felt that a eix inch loop would be fine. Acting Chairperson Welk asked if there was to he a sidewalk to the proposed park land. Mr. Rehbein stated that at this time there is not a sidewalk planned to the park, that the access to the park: would be through the parking lot. Acting Chairperson Welk questioned if the landscape plan was available. Mr. Behbein stated that there is a landscape plan being worked on to meet approval of the City Council.
