HomeMy WebLinkAbout1990-06-05 Minutes r Pursuant to due rail and notice thereof the Planning and Zoning Commission of the City of Centerville held their regular meeting on Tuesday, June 5, 1990 at City Hall. Chairman Tourville called the meeting to order at 7:00 p.rn. Present: Drilling, Wilharber. Absent: Welk, Verlieulen. Motion by Wilharber, second by Drilling to approve the April 19, 1990 public hearing minutes, motion carried unanimously. • Motion by Drilling, second by Wilharber to approve the May 1, 1990 meeting minutes, motion carried unanimously. OLD BUSINESS: MAP OVERLAYS Commission member Wilharber updated the Commission members on his discussion Maier, Stewart and Associates concerning niap overlays for the City. Mr. Wilharber presented the Commission members • with examples of map overlays from the City of Lexington. Mr. Wilharber noted and that if there was a change in City Engineer the data could be transferred to the new City Engineer. • Mr. Wilharber expressed, that in his opinion, one of the advantages to computerized maps it that it would be cheaper in the future for any changes to be made. The City - s current maps are not computerized, they are all hand drawn. if the Planning and Zoning Commission chose to buy the computerized maps, they would be able to enlarge certain areas. Mr. Wilharber felt there would be man? advantages to having computerized maps. Commission member Drilling expressed that he liked the idea of computerized maps, but questioned as Lo where the high cost of the maps comes from. . tChairman 'i Tourville expressed that he too l P. liked the ides of _rnnn teri ae cj mar's, but questioned if they were to change the scale would this reduce the cost? Chairman Tourville also noted that all maps must be the same scale for the overlays. Commission member Wilharber questioned if the City Council would be willing to assist with monies from the general fund in the purchase of computerized map overlays. Chairman Tourville suggested that the Planning and Zoning Commission present the computerized map overlays to the City Council in view of the fact that the Commission does not have enough money to purchase the maps. Commission member Wilharber suggested that this could be put on the City Council agenda to see what their reaction would be to their request for funds to purchase the computerized map overlays. I. 1 P &Z Meeting Minutes Page Two June 5, 1990 Commission member Drilling questioned if the City could sign something stating that Centerville would own the rights to the computerized maps and data, not Maier, Stewart and Associates. • Motion by Tourville, second by Wiiharber to have Commission member Wilharber present the computerized maps to the City • Council for review and consideration, motion carried unanimously. • EQSSIB_L_T )F A EN ING ORF_N4 .E #8_, ARTICLE 4, SECTION 43- PBEJITMTNARY PLAT It appeared to be the general consensus of the Commission that this would be a necessary update of the subdivision ordinance. Motion by Wilharber, second by Drilling to recommend to the City Council to accept the changes to Ordinance 08, Article 4, Section 43 - Preliminary Plat as presented, motion carried unanimously. NEW BUSINESS KFVTN FUJJ FR - STTE N._SFEC1AL USE • R ' • QRUTNAN F #4 - APPENDIX R) - TNDUST_RIAL PAARK Kevin Fuller was present. Mr. Fuller explained to the Commission members that this would be a foreign car repair shop. Mr. Fuller would be purchasing the lot and building, but that his brother would be renting the space from him. Mr. Fuller's brother currently has his repair shop in the City of Hugo located on the corner of County Road SA and Highway 61. The reason for his wanting to relocate is that the auto sales business located next to his current shop is dwarfing his business and creates a problem for him in visibility. Mr. Fuller stated that the building would be of frame construction, with three bay doors, two entrances/exits with a gable roof with black shingles. The exterior would be either dark gray or light brown. The building itself would face. Main Street with its entrance off of 21st Avenue to avoid congestion on Main Street. Mr. Fuller has plans for sod, and trees would be planted in the undeveloped area. The trash receptacles would be fenced and not visible from the road. Decorative shrubs would be planted in the front. Mr. Fuller requests that, one year after completion of the project, that the driveway be blacktopped. The • reason for his request is that he would like to wait until the ground has settled before blacktopping. The driveway would be class five and crushed lime until the time it is blacktopped. Mr. Fuller expects to have the building complete between September 1, 1990 and September 15, 1990. Mr. Fuller also plans P&Z Meeting Minutes Page Three Jurie 5, 1990 on installing a 12" culvert at his driveway off of 21st Avenue. Mr. Fuller's lot size is 200' feet deep and 312' wide with 50' being unbuildable due to drainage. Mr. Fuller noted that he would have to raise the building_ pad approximately 10" to comply with the ordinance concerning the floodplain. Mr. Fuller has spoken with the Building Inspector and noted that he had expressed concern about the floodplain. Mr. Fuller noted that he has spoken with Tamara Milt - Miller, Clerk Administrator, about the floodplain reduction study. If the goal of the floodplain reduction study is obtain his lot would be removed from the floodplain, although his building would have to comply with the present ordinance he would still benefit by reduced insurance costs. Cha.irmaIl Tourville questioned Mr. Fuller on what type of outside storage would this use consist of. Mr. Fuller felt that there would never be more than twelve cars on the .lot with an average of eight cars, noting that three of these cars would be stored inside the building. Mr. Fuller a]:=o noted that the cars would only be there for mechanical repairs, that there would not be any auto body repair work. Commission member Wilharber questioned if the City would have to provide access from 21st Avenue, noting that this street is unimproved. Commission member Wilharber asked Mr. Fuller if he was aware of the proposed municipal water extension to the industrial park area Mr. Fuller stated that he was aware of this, and that he was concerned about the total assessment amount, since he is on a corner lot and would have about 500' of frontage. Chairman Tourville noted that auto sales /repairs is a permitted use in an industrial zone, and could not see the need for a special use permit. Chairman Tourville noted that Ordinance 44, Appendix B, Section B -16 states that the driveway must be 100' from an intersection, and it appears that Mr. Fuller's driveway on the site plan is not in compliance with this. Mr. Fuller noted that his driveway is currently at 60' from the • F&Z Meeting Minutes Page Four June 5, 1990 • intersection, but that he could move the driveway to be in • • compliance with the ordinance. Commission member Wilharber expressed concern over the exit entrance to 21st Avenue, which is not - improved. • Chairman Tourville expressed that it appeared that Mr. Fuller had addressed the concerns about floodplain, grading, storage and zoning. Chairman Tourville asked Mr. Fuller if he was aware of the fact that when the parking lot is finished that the ordinance requires permanent concrete curbs. Mr. Fulier questioned if concrete bumpers would be considered permanent. Chairman 'Tourville suggested tl Mr. Fuller asked Gunnar Fetttrsen, Building Inspector, this question. Motion by Tourville, second by Drilling to recommend to the City Council apbroval of Kevin Fuller's site plan for the industrial park contingent upon approval by appropriate Staff, Engineer and Building Inspector; to include a one year moratorium on the parking lot /driveway; based on the fact that it is a permitted use according to the zoning ordinance, meets with Comprehensive Plan, floodplain requirement's, that the driveway must by 100" from the intersection, Mr. Fuller is aware of the proposed municipal water availability, and that 21st Avenue is not improved, motion carried unanimously. GERALD REHBEIN -_SYX TGH PLAN - MULTT-EAM HOUSING Gerald Rehbein, 6266 Otter Lake Road, Lino Lakes, was present. Mr. Rehbein noted that this proposed multi - family housing would be located north of Main Street and east of 20th Avenue. • Chairman Tourville noted that, in his opinion, the sketch plan was not very imaginative. Mr. Rehbein agreed that it was not very imaginative, but wanted to see what the Planning and Zoning Commission and the City Council would like and if they would be receptive to the concept of multi- family housing in this area of the City. Mr. Rehbein was also under the impression that this land had been rezoned to high density housing. Chairman Tourville noted that this property is currently zoned commercial, but in the Comprehensive Plan Future Land Use it is • • r Pir P&Z Meeting Minutes Page Five June 5, 1990 proposed for multi-family housing. Mr. Rehbein noted that Tamara Miltz-Miller, Clerk/Administrator, stated that he would need to have a special use permit for this purpose. Chairman Tourville noted that a special use Permit is required for PhD (multi-family housing) and that this property would also need to be rezoned to R2 Sewer Mr. Rehbein stated that he would like to have a cul-de-sac in the southern portion of the sketch plan, with the north half being either a park or a pool, ect., but he would probably wait until most of the units were sold to have the owners input on what they would prefer. The buildings would be privately owned, but the land would not be. The units would include a one unit garage with additional outside parking space. Chairman Tourviile noted that the PhD allows fo more flexibility and that the land appeared to be large enough to be considered for PhD. Mr. hehbein stated that the units he would be Proposing are currently being built in the City of Coon Rapids his main concern right now is if this is what the City would like for this area. Commission member Wilharber questioned if the sewer line would be big enough on 20th Avenue to handle this proposed development. Mr. Rehbein stated that it would be with the 20" main coming from his Center Hills development along 20th Avenue. Chairman Tourviile noted that the feasibility study would address concerns such as sewer capacity. Review Checklist, Industrial District Minimum Requirements (Ordinance #4, Appendix B) Checklist and the Planned Unit Developments (PUD) (Ordinance #4) Checklist as presented, motion carried unanimously.
