Pursuant to due call and notice thereof, the Planning and Zoning
Commission of the City of Centerville held a public hearing on
January 4, 1990 at City Hall. The purpose of the meeting was to
hear all persons present regarding the possibility of rezoning
the property described as follows:
The North 10 acres of the W 1/2 of the NE quarter of the NE
quarter, section 23, township 31, range 22, Anoka County,
Minnesota.
The proposed rezoning will be from Rural Residential (R -1), to
High Density Single Family Residential Sewered (R -2A).
Chairman Tourville called the meeting to order at 7:10 p.m.
Present: Vermeulen, Welk, Wilharber. Absent: Drilling.
Gerald Rehbein, 6266 Otter Lake Road, Lino Lakes, owner of the
property proposed for rezoning was present in the audience. No
other persons were present in the audience.
A short discussion took place between the Commission members and
Mr. Rehbein. Mr. Rehbein noted that there may he some
inconsistencies with his preliminary plat, but there is still
time to correct any errors, since it is not the final plat.
Chairman Tourville advised Mr. Rehbein to review Ordinance #S,
section 43 as to the requirements of final plats.
Motion by Welk, second by Vermeulen to adjourn the public
hearing, motion carried unanimously. Public hearing adjourned at
7:20 p.m.

22 except the part described as follows:
Commencing at NW corner of said 1/4, 1/4, then South on
West line thereof 766 ft to point of beginning, then
East and parallel with North line of said 1/4, 1/4, 260
ft, then South and parallel with said West line 167.54
ft, then West and parallel with said North line 260 ft,
to said West line to point of beginning; except roads,
subject to easement of Rec.
commonly known as NE of the intersection of 20th - Avenue
and Main Street, Centerville, MN. The proposed rezoning
will be from Industrial (I -1) to Commercial (B -1).
Gerald Rehbein, 6266 Otter Lake Road, Lino Lakes, was present in
the audience. No other persons were present in the audience.

It appeared to be the general consensus of the Commission that
the proposed rezoning of this property to commercial could be too
large for the City of Centerville. They also questioned the
reason recommendation was made for this property be rezoned from
Industrial to Commercial, unless there was some specific reason.
City Council liaison Peterson arrived at 7:30 p.m.
Motion by Welk, second by Vermeulen to adjourn the public
hearing, motion carried unanimously. Public Hearing adjourned at
7:35 p.m.
Pursuant to due call and notice thereof, the Planning and Zoning
Commission of the City of Centerville held their regular meeting
on January 5, 1990 at City Hall. Chairman Tourville called the
meeting to order at 7 :36 p.m. Present: Welk, Vermeulen,
Wilharber, liaison Peterson. Absent: Drilling.
Motion by Wilharber, second by Welk to approve the minutes of the
December 5, 1989 meeting with the following correction on page
two:
now reads: R2A being the smallest (80" front 10,000
square feet), R2 being medium density (100'
front - 15,000 square feet) and that the next
zoning district is R1 (10 acre parcels).
Is amended to read:
R2A being the smallest (80' fronts 11,500
square feet), R2 being medium density (100"
front - 15,000 square feet) and that the next
zoning district is R1 (10 acre parcels).
motion carried unanimously.
OLD BUSINESS:
The Planning and Zoning Commission expressed the following
concerns that it would like the City Council to address in the
proposed rezoning of the 37 acres North of the Harstad
Development, known as the Acorn Creek Development:
- Increase of traffic on Mill Road
- Erosion of lifestyles to those property owners on the
North half of this proposed development
- Sketch Plan, what does the developer of this property
want
- An East /West collector street should be included in the
sketch plan of this proposed development

Commission member Welk noted that Mill Road and Peterson Trail
are not designated collector streets.
It appeared to be the general consensus of the Planning and
Zoning Commission that they also have concerns over the size of
the lots in this proposed development. It also appeared to be
the general consensus that they would not like to see less
expensive homes in this proposed development, and would like to
look into ways of guaranteeing this. Chairman Tourville
suggested amending Ordinance #4 versus creating a new zoning
district, but questioned as to whether this would be in line with
development within the rest of the city.
A discussion was held as to what the Comprehensive Plan
definition was in relation to the Southern Strip of land abutting
the north side of the Harstad development, currently in the South
half of the proposed development. Some of their concerns were:
- What is the size (depth) of this Southern strip
- Definition of district boundaries
were does the south half of the proposed development
end and the north half begin.
It appeared to be the general consensus of the Commission that
unless there was a sketch plan on this proposed development it
would be hard to rezone without knowing what is in the mind of
the developer.
Motion by Wilharber, second by Welk to recommend to the City
Council no action due to lack of a definition of the proposed R2A
strip on the South half (shown shaded in the Comprehensive Plan,
page 78, future land use map) of the proposed development
abutting the Harstad development, motion carried unanimously.
Motion by Tourville, second by Wilharber to table discussion on
the Centerville Residential Development Guide until the next
meeting, so that the Commission members can review the proposed
Residential Development Guide for suggestions, motion carried
unanimously.
NEW BUSINESS:
Motion by Wilharber, second by Vermeulen to recommend to the City
Council the rezoning of the property described as follows:

they could not see any good reason for the rezoning of the
property to Commercial, unless there was something they were not
informed about.
Chairman Tourville noted that if the right Industrial use was
proposed, the community probably would not object. Chairman
Tourville also expressed that it could be premature to shut some
one out by rezoning this to commercial unless there was a
proposal in hand.
Liaison Peterson noted that one of the reasons this was recommend
for rezoning was that sewer and water were now available, and
that Tax Increment Financing was making the land available for
development.
It appeared to be the general consensus of the Commission that
they would like to see some of the land kept as Industrial with a
commercial zone North along 20th Avenue and East along Main
Street, to provide a buffer zone to any potential Industrial
development.
Motion by Tourville, second by Vermeulen to recommend to the City
Council the rezoning of Commercial to be approximately 10 acres
North of the intersection of 20th Avenue and Main Street and
approximately 10 acres East of the intersection of 20th Avenue
and Main Street, motion carried unanimously. A map of the
proposed rezoning is attached and made a part of these minutes.
Motion by Tourville, second by Welk to schedule a public hearing
at the next meeting to address the amendment of Ordinance #4,
section 71.35 LOT, WIDTH OF -

now reads; The mean width measured at right angles to
the depth.
Amend to read:
The horizontal distance between side lot
lines measured at the building setback line.
motion carried unanimously.
Motion by Welk, second by Vermeulen to adjourn the regular
meeting, motion carried unanimously. Meeting adjourned at 9:30
p.m.
