Commission of the City of Centerville held a public hearing on
July 5, 1989 at City Hall. The purpose of the meeting was to
hear all persons regarding a variance request to ordinance
numbers 4 and 44 to add on to a structure devoted as a non-
conforming use and to add on to said building using exterior wall
surface of sheet metal; and a variance request to add on to
existing building devoted as a non- conforming use (Ordinance #4),
using exterior wall surface of sheet metal (Ordinance #44), at
6887 - 20th Avenue South. Vice - Chairperson Welk called the
meeting to order at 7:05 p.m. Present: Lindgren, Vermeulen,
Welk, liaison Haberman. Absent: Drilling, Tourville.
Also present were Chris Linz of Reel Manufacturing, 6867 - 20th
Avenue South, and Gerry Rehbein, 6805 - 20th Avenue South.
Mr. Linz summarized his intentions for use of this variance. The
present structure is an 80' X 100' building. He employees 12
people. He wants to extend his building 40' and wants to use the
same tan metal siding that is presently on the existing steel
frame building. He will be improving the parking lot and adding
landscaping. He has contacted the County and received approval
for entrance to the county road from his parking lot. He feels
keeping the same exterior will enhance the appearance of the
building as opposed to using a different material which may look
out of place.
Gerry Rehbein noted that Reel Manufacturing has been a good
neighbor and has done a good job of keeping up the property.
Motion by Vermeulen, second by Lindgren to adjourn the hearing,
motion carried unanimously. Hearing adjourned at 7:10 p.m.
Pursuant to due call and notice thereof, the Planning and Zoning
Commission of the City of Centerville held its regular meeting on
July 5, 1989, at City Hall. Vice - Chairperson Welk called the
meeting to order at 7:15 p.m. Present: Welk, Vermeulen,

Motion by Vermeulen, second by Lindgren to approve the minutes of
the May 2, 1989 meeting, motion carried unanimously.
Motion by Vermeulen, second by Lindgren to approve the minutes of
the May 11, 1989 hearing regarding the proposed amendments to the
Centerville Comprehensive Plan, motion carried unanimously.
Motion by Vermeulen, second by Lindgren to approve the minutes of
the June 6, 1989 meeting, motion carried unanimously.
Motion by Vermeulen, second by Lindgren to approve the minutes of
the June 19, 1989 meeting, motion carried unanimously.
Discussion of the St. Genevieve building at 1664 Heritage Street.
It appeared to be the consensus of the P & Z Commission that the

differences between home day care and a day care facility needed
to be determined. It was felt that home day care was appropriate
in some areas that a day care facility would not be.
Liaison Haberman noted the next step seemed to be to define what
should be controlled and the specifics of it.
Meeting recessed at 7:29 p.m. in order to hold the 7:30 p.m.
public hearing.

Commission of the City of Centerville held a public hearing on

hear all persons regarding the variance request to Ordinance #4
to build a garage 15 feet into the setback (10 feet from the
property line) at 1994 North Robin Lane. Vice- Chairperson Welk
called the meeting to order at 7 :30 p.m. Present: Welk,
Vermeulen, Lindgren, liaison Haberman. Absent: Drilling_,
Tourviile.
Also present was Dan Bellard, 1994 North Robin Lane.
Mr. Bedard explained that he would like to build a garage on his
property. He felt his lot was too small to meet the corner lot
setbacks of twenty five feet on the east side and twenty five
feet, on the south side of his property. He is requesting a
fifteen foot variance into the setback or ten feet from the east
property line.
Motion by Vermeulen, second by Lindgren to adjourn the public •
hearing, motion carried unanimously. Hearing adjourned at 7:44
p.m.
The regular Planning and Zoning meeting resumed at 7:45 p.m.
Discussion of the St. Genevieve building at 1664 Heritage Street
continued.
Vice Chairperson Welk noted that a day care facility could be
added to the ordinance as an additional use, however, specific
criteria of what would necessitate a special use permit for day
care facilities needed to be specified. She felt it would be
best to deal with zoning parameters and not get involved in
licensing regulations already controlled by the State.
Liaison Haberman stated that we need to decide what to control,
and if ordinance change was necessary.

be obtained for their reference, motion carried unanimously.
Discussion of the sketch plan to develop the Gerry Eel
property south of Main Street and west of 20th Avenue.
Gerry Rehbein, 8805 - 20th Avenue South, presented his sketch
plan. He explained the lots were all 15,000 square feet so a
variance would not be needed. He would like approval to proceed.
Vice- Chairperson Welk stated that even though the lots were
15,000 square feet, the Commission could not approve the sketch
plan as is because the lots did not have the 100 foot frontage
required by ordinance. She noted that Mr. Rehbein could apply
for a variance for the front footage presently on his sketch
plan.
Liaison Haberman noted that Mr. Rehbein would need a variance
even if the comprehensive plan were approved as the ordinance
supersedes the comprehensive plan.
Mr. Rehbein stated that more front footage increases streets,
water and sewer thus increasing developing costs.
Members of the Commission directed Mr. Rehbein to either redesign
the sketch plan to meet ordinance requirements or request a
variance.
Motion by Vermieulen, second by Welk to recommend the City Council.

Discussion on the variance request to add oI2 to existing building
devoted as a non- conforming use, using exterior wall surface of
sheet metal at 6867 - 20th Avenue South.
Liaison Haberman noted that the building was then= prier to the
ordinance, therefore was grandfathered in. He also noted that
Ordinance #44 -A, Section. 3.3 allowed expansion of a pole _ern if
expansion were not more than 50% of the gross area of the pole
barn as of the date of passage of this Ordinance.
Vice - Chairperson Welk requested clarification of the term
" architectural metal panel" for future reference
and for the Ilf"S`t
City Council meeting.
Motion by Vermeulen, second by Lindgren to recommend to the City
Council that a variance to Ordinance 44 be granted to Reubin Line
for the property at 6847 - 20th Avenue South in order to add on
to their existing building, a structure devoted as a non -
conforming use for the following reasons:
-- Special conditions and circumstances exist which are
peculiar to the land, structure, or building involved, as
•
this building and business were in existence prior to the
ordinance, and do not result from the actions of the
petitioner;
- Literal interpretation of the provisions of this ordinance
would deprive the petitioner of rights commonly enjoyed by
other properties in the same district under the terms of
this ordinance, as they would not be able to expand their
business as needed, but have the land necessary to do so and
a business that existed pr ,•c the ordinance;
- Granting the variance requested will not confer on the
applicant any special privilege that is denied by this
ordinance to other lands, structures, or buildings in the
same district, as structures and businesses existing prior
to the ordinance are grandfathered in;
- The proposed variance will not impair an adequate supply
of light and air to adjacent property, or unreasonably
diminish or impair established property values within the
surrounding area, or in any other respect impair the public
health, safety, or welfare of the residents of the city;
and contingent upon the following:
- Submission of architectural certification stamp on

drawing;
- Clarification of setbacks on drawing;
- Clarification of landscaping on drawing;
motion carried unanimously.
Motion by Vermeulen, second by Lindgren to recommend to the City
Council that a variance to Ordinance #44 -A be granted to Reubin
Linz for the property at 6867 - 20th Avenue South in order to add
on to their existing building using exterior wall surface of
sheet metal for the following reasons:
- It is reasonable to continue the same exterior as on the
existing building for aesthetics;
-The plight of the land owner is due to the fact the
building existed prior to the ordinance;
- The hardship is not due to economic considerations alone,
the aesthetics are better;
- Granting the variance will not confer any special privilege
as the building and business existed prior to the ordinance,
the land necessary to expand is available, extra space is
required for their business to function properly, Ordinance
#44, Section 3.3 allows expansion of not more than 50% of
the gross area of the pole barn as of the date of passage of
the ordinance with conditions attached to maintain and
enhance the appearance and function of the building
including landscaping and "building exterior requirements
- The addition should improve the appea al and increase the
value as opposed to diminish or impair established property
values within the neighborhood;
-The proposed actions will be in keeping with the spirit and
intent of Ordinance $t44 -A as stated in section 3.3 allowing
the expansion of pole buildings with conditions attached to
the expansion to maintain and enhance the appearance and
function of the building including landscaping and "Building
• exterior requirements ";
motion carried unanimously.
Discussion on variance request to Ordinance 04 to build a garage
15 feet into the setback (10 feet from the property line) at 1994
North Robin Lane. It was the general consensus of the Planning &
Zoning Commission that more information was needed.

Motion by Vermeulen, second by Welk to table the variance request
to Ordinance #4 to build a garage 15 feet into the setback (10
feet from the property line) at. 1994 North Robin Lane until the
August meeting in order to clarify the Anoka County setbacks
required on a County Road and whether or not this variance was
acceptable to Anoka County, motion carried unanimously.
Discussion of the Special Use Permit requests to erect a real
estate development sign by Howard Bohanon of Bohanon Homes, and
Dave Madison of Kenco Construction.
It was the general consensus of the Planning and Zoning
Commission that it should not be necessary to obtain a special
use permit and have to pay a fee of $50.00 to erect a real estate
sign.
Motion by Vermeulen, second by Lindgren to recommend to the City
Council that Ordinance #4, Section 32.03 -7 be amended as follows:
Now reads: The following signs upon the securing of a
special use permit, as provided in Section 64
of this ordinance for each such sign:
(1) Real estate development signs may be
erected to promote a residential project
of ten (10) or more dwelling units.
Such signs will not exceed one hundred
(100) square feet per side and shall be
removed when the project is ninety (90)
percent completed, sold or leased;
Is amende to _read:
Real estate development signs shall be
permitted if they meet the following
requirements:
(1) Signs shall not be placed upon private
property unless written permission is
obtained from the owner,
(2) Signs shall be placed twenty five (25)
feet from the curb edge,
(3) Signs shall not exceed the dimensions of
6' X 10 ",
(4) Signs shall be removed when the project
is ninety (90) percent completed, sold or

leased; or one and one half (1 1/2) years
after erection, whichever comes first.
Real estate signs varying from the above
criteria may be erected only upon securing a
Special Use Permit;
motion carried unanimously.
Members of the Planning and Zoning Commission made no
recommendation to approve or disapprove a special use permit for
Howard Bohanon of Bohanon Homes or Pave Madison of Kenco
Construction as no actual application was received.
Discussion of the 1990 Planning and Zoning Commission budget.
The following information is needed for the Planning and Zoning
Members to complete their 1990 projection:
- What has been spent,
- What maps have been purchased from the F & Z budget.
- What maps are needed in the future that would affect
their budget.
Mayor Haberman noted that he would like to see a topographical
map overlaid on a City map.
Discussion of the June 19, 1989 commitment verification letter
sent by Clerk /Administrator Tamara Miltz- Miller to members of the
Planning and Zoning Commission.
Vice- Chairperson Welk noted for the record that she was "highly
insulted with the letter received pertaining to not having a
quorum". She felt she had agreed to serve in December, and her
response at that time was sufficient. She noted that she does
not ever wish to receive a letter like this again.
Motion by Lindgren, second by Vermeulen to adjourn meeting.
Meeting adjourned at 10:00 p.m.
