Pursuant to due call and notice thereof, the Planning and Zonin'

Commission of the City of Centerville held its regular meeting on
Tuesday, October 4, 1988. Chairman Tourville called the meeting
to order at 7:13 p.m. Present: Lindgren, Vermeulen, and Council
liaison Neumann. Absent: Welk and Drilling.
Motion by Lindgren, second by Vermeulen to accept the minutes of
the September 6, 1988 meeting with the following correction to
page 02, paragraph 010: "Brian Way" to "Brian Drive ". Motion
carried unanimously.
OLD BUSINESS
The Assistant Clerk passed out updated final plat maps of
Hardwood Ponds Estates which Brian Miller, City Engineer, brought
in just before the meeting.
Mr. Miller pointed out the changes concerning larger utility and
drainage easements which are required by the Rice Creek Watershed
District.
A Warning and Order to Gerald Rehbein, developer of Hardwood
Ponds, from RCWD was discussed. Brian Miller explained that John
Stewart had received a phone call from Andy Cardinal, President
of RCWD, giving permission for the developer to continue with
installation of utilities.
The Commission asked what had happened concerning the foundry
sand that had been stored on the site of the Hardwood Ponds
Estates development. Walt Neumann, liaison from the City
Council, stated that as of the last. Council meeting a letter from
Mr. Rehbein verifying that the sand was not harmful to the
invironment was needed. The City now has that letter, which is
on file at City Hall.
A lengthy discussion followed, with the Commission asking Mr.
Rehbein for answers to some of their concerns.
Mr. Rehbein stated that the City Council gave him two years to
complete the street (northern part of Brian Drive) that will
connect to Fox Run. Concerning the placement of a berm along
Main Street, that is a drainage easement and cannot be built up
or have trees or shrubs planted in it.
A sidewalk on the west side of Brian Drive, which will eventually
connect to sidewalks in other new developments, was also
discussed. Liaison Neumann stated that the sidewalk will
continue north and west on collector streets and will be handled
in the development agreements.
Motion by Vermuelen, second by Lindgren to accept the final plat
of Hardwood Ponds Estates and recommend its approval to the City
Council contingent upon an acceptable development agreement being
signed, and contingent upon a grading permit from Rice Creek Watershed District,
motion carried unanimously.

NEW BUSINESS
The Comprehensive Plan Update from the Planner was presented to
the Commission for there information and review. They did not
discuss it.
A copy of the City of Lakeville Development Guide was reviewed
and discussed.
Motion by Tourville, second by Lindgren to have the City staff
prepare a draft of a Development Guide for the City of
Centerville, motion carried unanimously.
There was a short discussion of the Amendment to Ordinance #4,
that was passed by the City Council concerning sporting, athletic
and music events in the residence districts. Chairman Tourville
questioned why it was not first discussed at the P & Z level.
The City Clerk was present and stated that P & Z could give input
to what should be included in the Special Use Permit that will be
required to hold these events in"a residence districts.
Motion by Lindgren, second by Vermeulen to adjourn the meeting,
motion carried unanimously. Meeting adjourned at 9:04 p.m.
