HomeMy WebLinkAbout1988-03-01 Minutes Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City of Centerville held ita ree;ular meeting on Tuesday, March 1, 1988. Chairman Tourville called the meeting to order at 7:02 p.m. Present: Welk, Drilling, and Council liaison Wilharber. Absent: Lindgren and Vermeulen, Motion by Welk, second by Drilling to approve the minutes of the February 2, 1988, meeting with the addition, "No comments, either pro or con were made concerning the Amendments." added to page 1, after, "Chairman Tourville explained the five Amendments. ", motion carried unanimously. APPEARANCES Carol Romie, 7085 Progress Road, presented a proposal for a laundromat and tailor shop to be built at the corner of Progress Road and Sorel Street. Chairman Tourville introduced Gunnar Pettersen, City Building Inspector. Since the plan presented was incomplete, Ms. Romie was asked to bring a more detailed sketch plan to the April 5 meeting. Tourville stated that building size, lot setbacks, parking, and water and sewer hook -ups must be included in the plan. It was also discussed that variances for setbacks may be needed. Mr. Pettersen questioned whether laundromat is a Permitted Principal Use. The Commission felt it fit under Personal and Professional Services. OLD BUSINESS Kent Roessler, Kenco Construction, 10666 University Avenue, Coon Rapids, presented a revised sketch plan for the Convenience Store and Car Wash he plans to build at the corner of Main Street and 20th Avenue. Mr. Roessler feels that the layout as presented will be very attractive, traffic flow is good, and the car wash will be partially hidden at the back of the convenience store. A lengthy discussion of Ordinance changes, lot split needed and Special Use Permits needed followed. Mr. Roessler stated that any changes to the plan would decrease the amount of expansion space available and would be less economically feasible. Motion by Drilling, second by Welk to hold a Public Hearing on Tuesday, April 5, 1988 at 7 p.m. to consider a variance on front lot setbacks from 69 feet from the edge of the traveled roadway on County roads to 50 feet for the canopy over the gas pumps; a variance on front lot setbacks from 69 feet from the edge of the traveled roadway on County roads to 55 feet for the gas pumps; a variance on rear lot setbacks from 30 feet to 5 feet for the Car Wash; also a Public Hearing for a lot split, to split the East 225x275 feet of the William Rehbein property (PID # 23- 31- 22 -14- 0016) from the rest of the 'titre- parcel; Special Use Permits needed for Motor Fuel Stations and Auto Sales, Service and Repair r P &Z Meeting Minutes Page 2 March 1, 1988 in a Commercial Zone will also be discussed. Motion carried unanimously. Dave Heller of Heritage Development and Greg Frank of McCombs, Frank and Roos presented a revised Concept Plan for Creekwood, proposed to be built on Mill Road north of Centerville Heights. They have changed lot frontage from 78 to 80 feet and up for the lots on the south, and gradually increased size to 100+ feet on the north. The number of lots has decreased from 80 to 73. The major concern of the Commission is the additional traffic on Mill Road. Mr. Frank stated he has researched through the Transportation Traffic Engineering Handbook and that with 10 trips per day, per household, there would be 730 more trips per day on Mill Road. City Engineers Terry Mauer and John Stewart were present to answer any questions concerning this problem. Mr. Stewart stated that Peterson Trail was not a practical alternate route, because in- ground utilities are already in. Mr. Mauer said Peterson Trail is not laid out as a collector street. Mill Road is more suited to the traffic but is not really wide enough and does not have sidewalks. After a lengthy discussion it was decided, per the suggestion of John Stewart, to have the engineers draft a letter to the City Council identifying what the scope would be and come up with a proposal. Motion by Tourville, second by Drilling that P &Z recommend to the City to get with the developer and the engineers and pursue a study of the impact of the proposed Heritage Development on the City of Centerville, motion carried unanimously. NEW BUSINESS Gunnar Pettersen brought up the Special Use Permit for Ro -So Contracting that will be before P &Z at the April meeting. He is unclear whether this is a Construction business or a Contractors Yard. Discussion of the cabinet shop which is presently renting part of the Ro -So building followed. It is a non - conforming use and must be out of the building before a Special Use Permit can be issued. OLD BUSINESS Discussion of the Zoning Map presented by City Engineers. Some of the P &Z members thought a Base Map was going to be made with L P &Z Meeting Minutes Page 3 March 1, 1988 all addresses included and Zoning, Sewer and Flood Plain overlays would be added. The engineers stated that they use overlays to do the individual maps. The sample map was studied for possible errors. It was decided that members would look this map over and bring it back to the next meeting. Motion by Drilling, second by Welk to table discussion of Assessment Manual draft until a later meeting, motion carried unanimously. Motion by Drilling, second by Welk to table discussion of LaMotte Drive /Mound Trail until next meeting when all members are present, motion carried unanimously. NEW BUSINESS Discussion of permanent weight restrictions. Engineers stated that the February 22, 1988 letter regarding weight restrictions sent to the City by their office says it all. The County puts restrictions on about March 15. A copy of this letter is on file with the City Clerk. Chairman Tourville stated that P &Z would go along with whatever the Council and the Engineers want to do to preserve roads. Discussion of use of City Engineer by developers. Clerk advised that City Attorney recommends against using City Engineer for private developments unless City were to take responsibitity for bonding the project. City Engineers stated that they loose effectiveness when a developer uses another engineering firm. Planning and Zoning members agree that use of City Engineers is best. Chairman Tourville suggests that City check legalities and how other cities handle this. Motion by Drilling, second by Welk that P &Z hold an extra meeting Tuesday, March 22, 1988 at 7 p.m. to handle items tabled at this and previous meetings, motion carried unanimously.
