HomeMy WebLinkAbout1987-11-03 Minutes Pursuant. to due call and notice thereof, the Planning and Zoning Commission of the City of Centerville held its regular meeting on Tuesday, November 3, 1987. Chairman Tourville called the meeting to order at 7:12 p.m. Present: Lindgren, Welk, and Vermeulen. Absent: Council liaison Laska. Motion by Lindgren, second by Vermeulen to approve the minutes of the October 6 meeting, motion carried unanimously. APPEARANCES Will Sykes, of Ter -peen Spring Manufacturing of Hugo did not make an appearance. Hopefully, he will be here for the December meeting. OLD BUSINESS Marcel Rivard, Sr., of 7072 Progress Road, was present to discuss the reason his Building Permit for an addition to his building at 7087 Progress Road was turned down. The City Building Inspector says it is a NON - CONFORMING USE and does not meet setback requirements as stated in TABLE B, SCHEDULE OF DISTRICT REGULATIONS under B -1 Commercial. Chairman Tourville polled Commission members: Lindgren has no problem with it, but asked if there is a possibility of adding two feet less on the south. Vermeulen has no problem with it. Welk stated that the addition lines up with the present building; it is no closer to property lines. Chairman Tourville feels the City has an obligation to its old residents. Motion by Welk, second by Lindgren to have a Public Hearing per requested addition to Rivard Electric, motion carried unanimously. Mr. Rivard was given the Variance Request Form, and will return it to City Hall tomorrow and pay the required fee. Discussion of a new member for P &Z. Member Lindgren stated he had asked Frank Zimney if he would be interested in the position and he is not, at this time. Chairman Tourville spoke to Richard Robishon, and he does not have the time at present. The Commission reviewed the letter and resume from Lloyd Drilling, 7248 Centerville Road. They feel that he has a good background and would be an active participant on the Planning and Zoning Commissions. Motion by Vermeulen, second by Lindgren to recommend to the City Council that Lloyd Drilling be made a member of P &Z, motion carried unanimously. Planning and Zoning Commission Page Two November 3, 1987 Discussion of City maps. The 1988 City Budget states $2,156. has been budgeted for P &Z. The August 4 minutes gives the following breakdown for P &Z monies: $ 900.00 for meetings 100.00 for seminars 1,200_00 for City maps $2,200.00 Total 1988 Budget Member Welk asked if there was any money left in the 1987 Budget that could carry over into 1988. Assistant Clerk will look into this and report back to the Commission at the next meeting. Motion by Welk, second by Vermeulen to buy base and zoning maps from the City Engineers, motion carried unanimously. Any other Old Business? NEW BUSINESS Discussion of staggering terms for P &Z. Chairman Tourville feels Ordinance #37 needs revision. Member Welk feels we are lucky to have gotton the five members we have, and one year terms may cause more problems. Chairman Tourville doesn't foresee any more vacancies at this time. Chairman Tourville stated P &Z is in agreement and recommends to City Council that membership be reconfirmed each year as in the past. Any other New Business? Dl t.UUb Vl Oldi laLLtst i1'4 followed. It was decided to meet November 24 instead of November 17 to give more time to prepare and because of the possibility of the new member being present at that time. Discussion of necessity of the City Clerk or the Building Inspector being present at the November 24 meeting. Commission asks that Inspector Pettersen make a list of his likes and dislikes concerning Ordinance #4 and changes he recommends. They feel the City Clerk need not be present at the first meeting.
