Pursuant to due call and notice thereof, the Planning and
Zoning Commission of Centerville held a public hearing April
6, 1987, at 7:00 PM. Present: Welk, Lindgren, Buesseler,
Vermeulen, Chairman Tourville, Council Liaison - Neumann.
The purpose was to hear all persons regarding the possibility
of amending Ordinance #4 to include an R -2A zoning district
that will accomodate 10,000 square foot lots.
Dick Wedell and John Johnson, representatives of Harstad
and Merila and Associates were present for discussion of
the proposed R -2A zoning district. In their opinion, the
R -2A zoning district would make the Centerville area compet-
itive with other cities and increase the cost distribution
of sanitary sewer.
Brad Gulsvig, 7246 Mill Road expressed concern about the
location of his house to the proposed Harstad Project pro-
perty line and the possibility of a home on the lot adja-
cent to his being built too close to his pre - existing home.
He was also concerned about possible drainage problems.
Mr. Johnson advised that Mr. Gulsvig's first concern could
possibly be built into the project and would be an issue
for the preliminary plat hearing. Mr. Johnson advised that
the drainage system is built into the project. Rice Creek
Watershed District still has to review the project. The
predevelopment drainage must be the same as after develop-
ment drainage.
Discussion "Permitted Principal Uses" and "Uses Permitted
on Special Use Permit" in Table A - Schedule of District
Regulations were discussed. Opposition by all P & Z members
was expressed for all of the "Uses Permitted on Special Use
Permit." Opposition was also expressed regarding, "Two Family
Dwellings" under "Permitted Principal Uses ", but members
felt there may be a need in the future for two family dwell-
ings and agreed to delete it from "Permitted Principal Uses"
and add it to "Uses Permitted on Special Use Permit ".
Mr. Johnson suggested that if a future use for any of the
original special use items were to occur, the City could
leave a small area of the development zonded as R -2 to
accomodate that particular special use item.
Commission member Buessler felt that if any or all of Article
3, Section 34.01 -2 were deleted the Section would not be
appropriate for an R -2 zoning district. He suggested adding
an exception with regard to R -2A zoning to simplify the poss-
ible ammendment and encompass both zoning districts. Other

commission members concurred.
R -2A development minimum acreage was discussed. Most mem-
bers felt that 10 acres was an appropriate size. It was
also discussed that possibly smaller developments could re-
quest R -2A zoning through a special use permit.
Mr. Johnson advised that the rule of thumb is 22 lots per
acre. He fells that a cul -de -sac area of 6 -7 acres, 15
houses is a good community size. He advises, however,
that this is probably the minimum community size Centerville
may want to consider.
Article 6, Section 66.02 was discussed. It was agreed upon
that the petition of 50% of the surrounding property owners
within 350 feet is not a feasible requirement.
It was brought up that Ordinance #8 would have to also be
amended to change the wording regarding corner lots. The
proposed amendment will be discussed at the April 7, 1987
P & Z meeting and a time for a public hearing will be set up.
Correct wording of the proposed amendments to Ordinance #4
were discussed throughout the hearing, but will be formally
addressed and voted on at the April 7, 1987 P & Z meeting.
Motion by Buesseler, second by Welk to adjourn hearing, motion
carried unanimously. Hearing adjourned at 8:20PM.
After the public hearing Jerry Parent of Parent Construction
approached the Commission with a proposed plat of L'Allier
Estates Development. There are 34 lots on the plat. A copy
of the plat will be circulated to the Park and Recreation
Committee for their opinion on Mr. Parent's proposal to pay
the park dedication fee. The L'Allier Estates development
will be discussed at the April 8, 1987, P & Z meeting.
