HomeMy WebLinkAbout1986-12-02 Minutes r Pursuant to due call and notice thereof, the Planning and Zoning Commission of Centerville held their regular meeting on Tuesday, December 2,1986. Chairman Tourville called the meeting to order at 7:10 p.M. Present: Murray, Lindgren, Buesseler, Welk, liaison Wilharber, and future councilman Newmann. Commission member Lindgren left at 9:45 P.M. Motion by Murray, second by Buesseler to accept the minutes of the November 6 Planning and Zoning meeting, motion carried unanimously. Discussion of Parking Ordinance Y16. Clerk will check with police and League of Minnesota Cities referencing enforcement of no parking times on a County Road. Motion by Buesseler, second by Murray to approve the following amendment to Section 4, Subdivision 6, Ordinance #16 "An Ordinance Regulating the Use of Highways within the City of Centerville and Imposing Penalties for the Violation Thereof" as follows: Section 4, Subdivision 6 now reads as follows: No vehicle, except an emergency vehicle on an emergency call, shall be parked on a street or municipal parking lot between 3:00 a.m. to 7:00 a.m. o'clock and no vehicle shall in any case be parked upon any street in any one place for a longer continous period than 24 hours, Is revised to read as follows: No vehicle, except an emergency vehicle on an emergency call, shall be parked on a street between 3:00 a.m. to 7:00 a.m. o'clock, and no vehicle shall in any case be parked in any municipal parking lot for a longer continous period than 48 hours, motion carried unanimously. This ordinance is intended to be enforced year around. The Planning and Zoning Commission will look at changes referencing parking and snowplowing at the January meeting. After that time both recommendations will be brought to the city council. Discussion of Ordinance #4. Clerk will check with building inspector on subdivision 19 of the revision "No cellar, garage, tent, travel trailer, basement with unfinished structure above, or accessory building shall at any time be used as a dwelling unit," to see if state codes or certificates of occupancy have any bearing. Discussion of Ordinance #4 will continue at the January meeting with subdivision 23. Page Two - Planning and Zoning Meeting Minutes December 2, 1986 Discussion of Special Use Permit for Jerry Roach, 7159 Mill Road. Letter presented to Planning and Zoning Commission referencing effect on property values. A copy of letter is attached to and made a part of these minutes. Discussion centered mainly around possible conditions of requested special use permit. Conditions presently being considered are as follows: - Tree berm to north from back of lot to front of building - Hard surfaced drive from road to front of building - All codes must be met - Letter of credit to guarantee completion - Time limit for completion of construction - Screen parking area - Put driveway on south and straighten approach - Define parking area with berm etc. on outer edge Clerk informed Mr. Roach sewer charges as of January 1, 1987 would be as follows: SAC - $525.0ox 6 = $3150.00 x 80% = 2520.00 Unit - $1550.00 x 6 =$9300.00 x 80 %= 440.00 Total $9960.00 Clerk will check to see if can require letter of credit or time limit for completion of construction with a special use permit. Discussion to be continued at the January meeting at 8:30 P.M. Mr. Roach will be present with a plan for driveway and parking area. Motion by Welk, second by Murray to adjourn meeting, motion carried unanimously. Meeting adjourned at 10:10 P.M. When I decided to buy the house at 7167 Mill Rd., my major concern was about the appearance of the adjacent property at 7159 Mill Rd. I was concerned that the number of future buyers could be restricted because of that neighboring property. That concern has been heightened by the proposal to convert the duplex to six units. More specifically, 6 units could result in 0 -20 children, 10 -20 junk cars, 6 -12 snowmobiles and ORV's, as well .s increased noise and trallic from residents and miscellaneous friends. I consulted a real estate agent who was reluctant to set an amount for loss in home value from the proposed development. Although . she pointed out that there would be a loss in value, the actual amount would depend on the appearance and people at 7159 Mill Rd. This would affect the length of time to market the house and accordingly, affect the price. Six other houses ;n Centerville priced between $70,000- 80,000 sold in 1986 averaged 34 days on the market, and took an average of $1,000 off asking price -- an indication of fair asking price. (1986 was a decidedly "up" market because of a significant decrea.,e in interest rates.) In contrast, a house almost identical to mine except for location (near mobile homes and commercial property) took 99 days to sell and sold for about $5,000 less than the current appfaisal of^my house. My situation could be better or worse depending on neighboring conditions. This crude analysis is the best quantitative impact I can come up with to assess the effect of a development with unpredictable and unforseen results. Sincerely, p P John R.
